The committee visited these buildings and carefully considered them. The West Side portable was found to be in very poor condition for school purposes. Owing to the light timber construction, no sheathing or plas- tering on the inside walls or ceiling, and no insulating air space on the outside walls nor under the roofing, the building is excessively hot in summer and extremely cold in winter. The roof has rotted and warped in some places, causing the joints to open where the sections come together under battens, causing a very leaky con- dition in rainy weather and at times when snow is on the roof.
The bracing to strengthen walls is not sufficient, with the light timbers used in the building to keep it from swaying in windy weather, and this has a tendency to open all of the joints in the roof sections. Repairs could, however, be made that would greatly improve this building. The leaks in the roof are evidently where the sections are joined and covered with battens. To close these leaks the battens could be removed and the entire roof covered with heavy waterproof paper layed in horizontal strips and securely nailed. This would

make the roof tight for a time and is a cheap method which would be effective.
The heating problem, or checking the heat loss from this building, is largely one of insulating the roof, as has been previously stated, there being no ceiling to allow an air space between it and the roof. An effective and economical way of insulating the roof would be to nail an insulating wall board to the rafters, creating an air space in addition to the insulating effect of the board itself. To check the swaying of the building, the rafters should be braced with diagonal wood members running down to the horizontal cross members.
The construction of this building is such that any considerable expenditure of money in an attempt to transform it into a permanent structure would be un- warranted. To give some idea of the cost for the work as outlined it has been estimated these improvements would cost about $450. If this building should be tem- porarily repaired for one year's use while another pro- gram is carried out some few repairs could be made at a much less sum that would make the building as com- fortable at least as it has been in the past few years.
The condition at the School Street School is one of overcrowding and the convenience of handling the numbers in these grades to the best advantage. The rooms in this building are supposed to seat 35 pupils each, or 280 for the building. There are at the present time 354 pupils at that school, placed as follows: Grade III, 91; Grade IV, 102; Grade V, 76; Grade VI, 85. Twenty-four of these pupils are now housed in the Union Street building.
The Union Street building is a very old building, being first built as a four-room school building and soon afterwards enlarged by the addition of two rooms. A fire burned the inside of this building about twenty years

ago, but it was repaired and has been used for the small children of the lower grades.
We find in this building the lighting, heating, ventila- tion and sanitary facilities to be in very poor condition and not conducive to the best interests of our children. Changes should be made at once.
The present building appears to be in a fairly sound structural condition, but its age, faulty layout, poor lighting, etc., together with the conditions to which we have already called your attention, seem in our opinion to make it inadvisable to spend any amount of money on it.
After due consideration the committee believe the school needs can best be served, the town acquiring the lot of land from the Pierce Estate Trustees that adjoins the Union Street lot and recommends that a new eight- room building be erected on the two lots to take the place of the old building now being used.
The committee have estimated that such a building as would best meet the need and relieve the present con- gestion, giving proper distinction to the location and surrounding buildings, if built as a one-story brick building of eight classrooms, with principal's, teachers', and health unit offices; with modern heating, ventilation, lighting and sanitary facilities will cost about $75,000- $80,000. If a two-story building be erected the cost is estimated to be about $70,000-$75,000.
We recommend that, if the town vote to accept this report and to erect this eight-room building to use in place of the present Union Street School, that the West Side portable be repaired and made comfortable for temporary use while the new building is being built.
It is important that the voters of the town consider the matter of a new building as early as possible because

of the condition of the portable building at the West Side School and because of the immediate need for new school facilities.
We also recommend prompt action because of the possibility of including a new school building as a P. W. A. project with the attendant contribution from the Federal Government.
And we therefore request that an article to carry out the recommendations of the committee be submitted either at the Annual Town Meeting or at a Special Town Meeting to be called for that purpose.

Report of Finance Committee
As required by Section 5 of the Revised Charter of the- Town of Middleborough, the Finance Committee of the town submits the following report on the follow- ing articles of the Warrant:
Article 1-
The Selectmen request appropriation of $5,000 to meet anticipated deficit in expenditures for General Welfare relief during the current year.
The Town Clerk and Accountant reports that only $6,973.63 remains unexpended from our appropriation of $53,650.99 to the general fund for welfare purposes for 1936.
The Welfare Agent states that his books show that expenditures from the General Welfare Fund for No- vember and December of last year were slightly in excess of $13,000. He expects, however, that expendi- tures for November and December of this year will be less than for November and December of last year and he estimates that the $5,000 appropriation reqested will be sufficient.
The Finance Committee obviously has no present facilities for checking actual need of such secret and elusive character as that involved in dispensing welfare relief. So we accept the Welfare Agent's estimate and accordingly recommend transfer of $5,000 from the Excess and Deficiency Fund to the General Fund for Public Welfare for 1936.

No loan will be needed because the town has ample funds in the Excess and Deficiency account.
Article 2-
To provide for anticipated deficit in the 1936 appro- priation to the general fund for Old Age Assistance, the Selectmen request an additional appropriation of $11,000. They also ask an additional appropriation of $425 for salaries.
The Town Clerk and Accountant reports as of Octo- ber 31 that the entire appropriation of $35,200 for the general fund has been exhausted and that the entire appropriation of $500 for salaries has also been used.
The estimated deficit of $11,000 appears to be based on figures which do not include grants received from the government in excess of $3,000.00 which the State De- partment assures the Finance Committee will be avail- able for use by our Welfare Agent prior to December 31, 1936. The figures of the Expert for the State show that not exceeding $7,736, and probably not more than $6,000, need be appropriated by the town to the General Fund for Old Age Assistance. So we recommend that $7,736 be transferred to the General Fund for Old Age Assist- ance, and that this sum be taken from the Excess and Deficiency Fund, which again is ample for this purpose.
The requested increase of $425 in salary we do not recommend.
Article 3-
The Selectmen request appropriation of $1,212.90 for Soldiers Benefits not sufficiently provided for in the 1936 Budget, and the figures submitted appear to require the appropriation asked. We therefore recommend transfer of $1,200.00 from the Excess and Deficiency Fund to the Soldiers Benefit Fund.

Article 4-
No request for the committee's recommendation re- garding shingling and repairing the Town House roof has been received nor estimates submitted by the Select- men. We are therefore unable to offer any definite recommendation under their article.
