The law specifies eligibility very clearly, and we have to conform strictly to the State and Federal regula- tions. The total amount for Old Age in 1938 will be over $110,000.00, but the State and Federal grants will re- imburse the town for the most of this amount. The net amount to be paid by the tax-payers will be about $17,000.00.

MIDDLEBORO FIRE DEPARTMENT REPORT OF THE CHIEF


To the Honorable Board of Selectmen :


Gentlemen :


I have the honor to present herewith, for your con- sideration, the sixteenth annual report of the Chief of the Middleboro Fire Department, for the year ending December 31, 1937, in accordance with Section 16 of Chapter 592, Acts of 1920.


Apparatus


The apparatus of the Department consists of the following :


Engine No. 1


Maxim 500 Gallon Pump, purchased June 28, 1920.


Engine No. 2


Maxim 1,000 Gallon Pump, purchased April 23, 1928.


Engine No. 3


Maxim 500 Gallon Pump with 200 Gallon Water Tank, purchased March 29, 1934.


Engine No. 4


Maxim 750 Gallon Pump with Centrifugal Pump, purchased March 29, 1934.


Ladder No. 1


Maxim City Service Ladder Truck, pur- chased October 11, 1915.


The above are all well equipped with the appliances required by law and necessary for extinguishing fires.


Organization


The personnel of the Department, as of December 31, 1937, is as follows :


One Permanent Chief. One Permanent Deputy Chief. Five Call Captains.

Eight Permanent Drivers. Thirty-two Call Men and two Substitutes. A total of 49 Members.


On November, 1937, Chief George A. Philbrook sub- mitted his resignation, due to pressure of business in other departments, to the Board of Selectmen and it was accepted as of December 1, 1937.


Ex-Chief Philbrook joined the Fire Department in 1900 as a member of Hose Company No. 6. During his years of service in the Department he served as Lieu- tenant on Hose No. 6, Superintendent of the Fire Alarm (which office he now holds), Captain Combination No. 1, member of the Board of Engineers and of the Prudential Committee of the Middleboro Fire District, and Assistant Chief of the Fire Department.


In 1928 he was appointed Chief of the Middleboro Fire Department, succeeding the late C. W. Maxim. During his term of office the Two Platoon System was put in operation in the Department and Combination No. 2 and Combination No. 1 were replaced by modern pumping engines, bringing the equipment of the De- partment to a high state of efficiency.


Ex-Chief Philbrook retires, after more than thirty- seven years of efficient service, with the respect and esteem of every member of the Middleboro Fire De- partment.

The four pumping engines are in good working con- dition.


Provision has been made in the 1938 budget to paint Ladder No. 1, varnish Engine No. 2, and paint the outside of the Fire Station. The work to be done by the perma- nent men at an estimated saving to the town of $600.00.


Ladder No. 1 is twenty-two years old, and extensive repairs on this piece of apparatus may be necessary at any time.


There are three pieces of apparatus in use that have tires nine years old.


Provision has been made in the 1938 budget to care for two of them, and the remaining one will be equipped as soon as funds are available.

The roofs on the north and south wings of the Fire Station leak, and should be repaired as soon as conditions warrant the apppropriation of money for this purpose.


The fire loss this year was one of the lowest in the history of the Department and was amply covered by insurance.


Recommendations


That the Memorial, West Side, and Union Street Schools be connected by inside stations to boxes installed for that purpose.


That the fire alarm circuits be extended to provide protection for the districts served by the recent exten- sions of water mains.


That Combination No. 2 and Combination No. 1 be disposed of as junk as they are of no value to the Depart- ment and are taking up space that can be used for other purposes.


That 500 feet of hose be purchased.

FOREST WARDEN


Total number of fires during 1937 was 55. Of this number 7 were Railroad Fires and 48 Forest Fires.


Twenty-four acres of grass land was burned, and 11 acres of second growth.


The largest fire was August 4th, near the Carver Line, caused by blueberry pickers. Although it only covered three acres, the total cost of extinguishing was $61.17, due to keeping watch over one night.

REPORT OF THE MOTH DEPARTMENT


The Honorable Board of Selectmen, Dear Sirs :


Having been connected with the Moth Department for a good many years, it gives me great pleasure to present the citizens of Middleboro my first annual report.


The abundance of gypsy moths the past season has again become a serious problem. Middleboro having hundreds of acres of woodlands in which the present growth is of little value, moths breed uncontrolled be- cause the owners are unable financially to control these pests. In such locations public action must eventually be taken in order to protect the more valuable property within our town limits.


Our equipment is composed mainly of two old 200- gallon tank sprayers and one 400-gallon tank sprayer, the latter being purchased in 1937. This new sprayer has been of great value in fighting this serious moth condition.


In order to combat these pests which are destroying our shade trees and woodlands, I deem it necessary at this time to recommend the purchase of at least one new sprayer to replace one of the older sprayers which is now worn out by reason of constant use for many years, in order to more efficiently take care of this serious prob- lem.


It would have been impossible to accomplish the results that we feel we have accomplished this past year without the able assistance of the W. P. A. men in creo- soting moth egg clusters in the winter months. For a department as small as ours, it is an extremely difficult task to care for our woodlands and shade trees.


I also advise the purchase of an additional ton of arsenate of lead, for last year it became necessary to eliminate spraying in some sections. It is evident that if this practice is continued it would necessitate an enor- mous appropriation at some time or other to again get the pests under control.
