Article 19. To see if the town will vote to instruct the Board of Selectmen to extend electric light service, as recommended by the Special Committee appointed to investigate the need of electric extension, which report was accepted at a Special Town Meeting held November 9th 1936. The following list of streets were recommend- ed in the Committee's report : Beach St., East St.,

Voted that the Town of Middleborough appropriate the sum of Four Hundred ($400) dollars for the purpose of constructing a bituminous concrete sidewalk on the east side of Everett Street; from a point opposite Keith Street to Isaac Street.


Article 21. To see if the Town will vote to raise and appropriate the sum of two thousand ($2,000) dollars for the purpose of oiling Fuller Street, or take any action relative thereto. Agreeable to the petition of Ashton M. Barney et al.


Voted that the town raise and appropriate the sum of two thousand ($2,000) dollars, for the purpose of oil- ing a portion of Fuller Street.


Article 22. To see if the town will vote to transfer the following list of funds which have been voted for specific Works Progress Administration projects, into one general fund, and place said fund under the control and supervision of the Board of Selectmen to be only used to finance the town's share of all expenses entailed in carrying on any Works Progress Administration pro-

ject which are now being carried on or may be started in the future.


The appropriations to be so transferred into said fund, are-Farm to Market Roads $2,162.21, Football Field improvements $3,900.00, Works Progress Admin- istration Special Fund $1,599.54, Wareham Street Un- derground Electric Conduits $5,500.00, New Trucks $72.72, Sidewalk Construction $2,231.27; a total of $15,- 465.74; or take any action relative thereto.


Voted that the town transfer the following list of Funds which have been voted for specific Works Progress Administration projects, into one general fund, and place said fund under the control and supervision of the Board of Selectmen to be only used to finance the town's share of all expenses entailed in carrying on any Works Prog- ress Administration projects which are now being car- ried on or may be started in the future, provided that each allocation from this fund receive the approval of the Finance Committee. Article 23. To see if the town will vote to extend the water mains on Wareham Street from the present end near Cherry Street, through to a point about 1800 feet beyond Tispaquin Street, and on Tispaquin Street from Wareham Street for a distance of about 1600 feet, raise and appropriate a sum of money for the same by loan or otherwise, or take any action relative thereto. By request.


Voted that a committee of three be appointed by the Moderator to investigate the proposition of extending Water as per Article 23, to bring in recommendation at adjourned town meeting. Committee: Alexander Heath, Charles B. Dunham and Charles Carver.


Special Town Meeting, January 11th, 1937


Article 1. To see if the Town will vote' to raise and appropriate a sum of money for the purpose of financing

the construction of and equiping and furnishing an Eight Room Elementary School Building on the Union Street School Lot, to do the necessary grading, acquiring such additional land by purchase or otherwise as may be nec- essary and authorize and determine the manner in which the money shall be raised and direct the Selectmen to ac- cept on behalf of the Town an offer of the United States of America to aid in financing the construction of said project by making a grant of money to the Town and ap- point a Committee of five to be known as the Building Committee, said committee to be appointed by the Mod- erator or otherwise, and authorize the Building Commit- tee to construct said project and contract with respect thereto; and authorize the Treasurer of said Town, with the approval of the Selectmen to borrow such sums as may be necessary to meet any appropriation made, or take any action relative thereto.


Article 1. A report from the committee of five ap- pointed to bring in plans and specifications for a new school building on Union Street, was read by Romeo Mil- lette.


Voted : that the subject matter of article 1 be consid- ered by the meeting as a committee of the whole.


Voted: to extend the priveleges of the floor to Mr. Beal a Boston Architect who presented his plans on the screen and explained the construction according to his specifications in his plans.


Voted to adjourn from the meeting of committee of whole to the regular town meeting.


Voted to adjourn to March 1st at 7:30 P. M.

Voted: That, for the purpose of financing the con- struction of and equiping and furnishing an Elementary School building on the Union Street lot in substantial accordance with the plans and specifications submitted by the Frank Irving Cooper Corporation at the town meet- ing of March 1st and for acquiring any additional land by eminent domain or otherwise that may be deemed neces- sary with the aid of a Federal grant, there be raised and appropriated the sum of $105,573, $30,000 of said appro- priation to be transferred from available funds in the Middleboro Gas and Electric Department and the treas- urer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $33,344. and to issue bonds or notes of the town therefor, under authority of and in accordance with the provisions of Chapter 404 of the Acts of 1935, as amended, said bonds or notes to be payable in not more than ten years at such term and maximum rate of interest as may be fixed by the Emer- gency Finance Board. -


All moneys received by way of grant from the Fed- eral Government on account of this project shall be ap- plied first to meet the cost of construction thereof (in- cluding preliminary expenses), and any balance thereof shall be applied to payment of the loan herein authorized.


The Selectmen are hereby authorized and directed to accept on behalf of the Town an offer of the United States of America to aid in financing the construction of said project by making a grant of money to the Town and a committee of five to be appointed by the Moderator and to be known as the building committee are authorized to proceed with the construction of said project in ac- cordance with said plans submitted by said Frank Irving Cooper Corporation and enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable Federal regulations; and the Select-

men and the building committee are authorized to do all other acts and things necessary or convenient for obtain- ing said grant, for making said loan, and for construct- ing said project.

Beginning at the South corner of the School House Lot owned by said Town of Middleborough; thence in the line of said Union Street Southerly eighty (80) feet to a stake for a corner; thence in a line at right angles to the said street about one hundred and seventy (170) feet along the land now or formerly of Philander Washburn to a stake for a corner; thence Northerly along the line of land now or formerly of Stephen B. Gibbs and Levi P. The following resolution was adopted :


Resolved, that whereas it is the intent of this meet- ing that the full rate of Salaries and wages shall be re- stored to the employees from whom.a portion of which was taken away when the various cuts were made during the year 1932 and at subsequent dates, and whereas this meeting has now made sufficient appropriations to re- store such scale of salaries and wages as existed for some time previous to 1932.


Be it resolved that the Board of Selectmen be and hereby are instructed and directed to put into full force and effect for the year 1937 the salary and wage schedule as it existed December 31, 1931 in so far as said schedule is applicable to the "now existing officials and other em- ployees.


Article 2. To see if the town will vote to raise and appropriate a sum of money for the use of the Finance Committee, and act thereon.


Voted the sum of $200.00 for the use of the Finance Committee.


Article 3. To see if the town will vote to raise and appropriate a sum of money not exceeding five hundred ($500.00) dollars, to be paid to St. Luke's Hospital, es- tablished in said town, for the establishment and main- tenance of a free bed in the hospital for the care and

treatment of persons certified by the Selectmen of said town to be residents of the town and unable to pay for such care and treatment, and act thereon.

Article 4. To see if the town will vote to appoint a committee to investigate the form of representative town government by limited town meetings, said com- mittee to report at the next annual town meeting, and act thereon.

SPECIAL TOWN MEETING


Middleborough, Mass., September 30th 1937


Article 1. To see if the town will vote to amend the vote passed under article 1 of the warrant for the special town meeting held on March 8, 1937, for acquiring land and constructing a school house thereon, so as to read as follows :


That, for the purpose of financing the construction of and originally equipping and furnishing an Elemen- tary School building on the Union Street lot in substan- tial accordance with the plans and specifications submit- ted by the Frank Irving Cooper Corporation at the town meeting of March 1st and for acquiring any additional land by eminent domain or otherwise that may be deemed necessary, with the aid of the Federal Government, there be raised and appropriated the sum of $105,573.00; $30,- 000.00 of said appropriation to be transferred from a- vailable funds in the Middleboro Gas & Electric Dept. and the treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $33,000.00 and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of

Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than ten years or at such earlier dates as the treasurer and Selectmen may determine.


All moneys received by way of grant from the Fed- eral Government on account of this project shall be ap- plied first to meet the cost of construction thereof (in- cluding preliminary expenses), and any balance thereof shall be applied to payment of the loan herein authorized.


The Selectmen be and are hereby authorized and di- rected to accept on behalf of the town, for use in carrying out such project, a Federal grant of money pursuant to the Public Works Administration Extension Act of 1937 to aid in financing the construction of said project by making a grant of money to the Town and a committee of five to be appointed by the Moderator and to be known as the building committe are authorized to proceed with the construction of said project in accordance with said plans submitted by said Frank Irving Cooper Corpora- tion and enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable Federal regulations; and the Selectmen and the building committee are authorized to do all other acts and things necessary or convenient for obtaining said Federal grant, for making said loan, and for constructing said project.
