Voted that for the purpose of financing the construc- tion of and originally equiping and furnishing an Ele- mentary School building on the Union Street lot in sub- stantial accordance with the Plans and specifications sub- mitted by the Frank Irving Cooper Corporation at the town meeting of March 1st and for acquiring any additional land by eminent domain or otherwise that may be deemed necessary, with the aid of the Federal Government, there be raised and appropriated the sum of $105,573.00, $30,- 000.00 of said appropriation to be transferred from avail- able funds in the Middleboro Gas & Electric Department and the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $33,- 000.00 and to issue bonds or notes of the town therefor, said bonds or notes to be payable in accordance with the provisions of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than ten years or at such earlier dates as the Treasurer and Selectmen may determine ..

All moneys received by way of grant from the Fed- cral Government on account of this project shall be ap- plied first to meet the cost of construction thereof (in- cluding preliminary expenses), and any balance thereof shall be applied to payment of the loan herein authorized.


The Selectmen be and are hereby authorized and di- rected to accept on behalf of the town, for use in carry- ing out such projets, a Federal grant of money pursuant to the Public Works Administration Extension Act of 1937 to aid in financing the construction of said project by making a grant of money to the Town and a commit- tee of five to be appointed by the Moderator and to be known as the building committee are authorized to pro- ceed with the construction of said project in accordance with said plans submitted by said Frank Irving Cooper Corporation and enter into all necessary and proper contracts and agreements in respect thereto, all subject to applicable Federal regulations; and the Selectmen and the building committee are authorized to do all other acts and things necessary or convenient for obtaining said Federal grant, for making said loan, and for constructing said project.

Article 2. To see if the town will vote to amend its vote passed under Article 12 of the warrant for the an- nual town meeting on February 8, 1937, for constructing an additional said filter unit so as to read as follows:


That, for the purpose of financing the construction of one additional sand filter unit, together with the neces- sary pipe connections and regulating devices to the water filteration plant at the Water Works Pumping Station, with the aid of a Federal Grant, there be raised and ap- propriated the sum of ten thousand ($10,000) dollars, and the Treasurer, with the approval of the Selectmen be and hereby is authorized to borrow the sum of six thousand ($6,000.00) dollars, and to issue bonds or notes of the Town therefor, said bonds or notes to be paid in accord- ance with the provision of Chapter 44 of the General Laws, so that the whole loan shall be paid in not more than ten years or at such earlier dates as the Treasurer and the Selectmen may determine.
