Various plans have been suggested for supplying the needed school room, but the one that seems to me the best, all things considered, is an addition to the North Primary. A room of sufficient capacity for fifty scholars can be built in the rear of that house, on land belonging to the Town, at a less cost than anywhere else, and with more convenience to all parties concerned. I suppose the expense of such an addition, with proper furniture, would fall within one thousand dollars.
REPAIRS.
The condition of the school property of the Town is generally quite satisfactory, with the exception of the roofs of two important buildings, the Chiltonville and the Russell Street Grammar school houses. These roofs have been in a bad state for some years, and I think the repairs will not admit of further delay. I cannot forbear adding that the floor of the High School room is also

worn out. It was made of poor materials and badly constructed, and now it is a discredit to the Town, and an annoyance to all who have to use it.
In closing, I desire to do some justice to the teachers who prepared the last class for admission to the High school. I consider this the best class I have ever ex- amined for entrance into this institution. Fifty-two pre- sented themselves, of whom five, unfortunately, failed. They are bright, intelligent and well trained scholars, whom it is only a pleasure to teach.

Abstract of Records for 1878.
VOTED, That the selectmen be instructed to set apart a lot, in Vine Hills cemetery, as a burial place for those soldiers and sailors who served in the late rebellion, and who would otherwise be buried in the common lot.
VOTED, Not to print in the annual report the general statistics of schools.
VOTED, That the sum of one thousand dollars is hereby appropriated for the extension of the water pipe on Warren street and Oak street, as recommended in the report of the water commissioners, and any additional expense that may be incurred for said extension shall be paid from such part of the income as remains to the credit of the water works, after pay- ment of ordinary expenses and interest on the bonds.
VOTED, That the treasurer be instructed to pay to the trustees of the . sinking fund such sums from the income of the water works as remains after payment of ordinary expenses, interest on water serip and for ex- tension of water pipe.
VOTED, That the thanks of the town be presented to COL. LEANDER LOVELL for the faithful and courteous manner in which he has performed the duties of clerk of this town for the past twenty-six years.
VOTED, That the committee are hereby authorized to exceed their ap- propriation in the erection of an engine house, in a sum not exceeding one thousand dollars, and charge the sum to contingent account.

VOTED, That the water commissioners are hereby authorized to lay a six-inch iron and cement pipe from the head of the Plymouth Aqueduct Company purchased by the town, from such point on the Town Brook as may be agreed upon with other parties interested on said stream, to the Plymouth Woolen Mills and the Old Colony railroad station, for watering the streets and for such other uses as may economize the use of water from South Ponds.
VOTED, That the town accept the proposition of parties who propose to purchase the Plymouth Woolen Mills for furnishing water for manu- facturing purposes in said mills for a period of fifty years, for a mill not exceeding twelve sets, provided the same shall not exceed two hundred thousand gallons per working day, and the same shall also be used economically, under such restrictions and conditions as may be agreed upon by a contract, in writing, by the water commissioners in behalf of the town, and provide further that the town shall not stipulate to maintain an aqueduct or to furnish water as aforesaid in case of interruption by accident, or for repairs on condition that the said owners of said mill and their 'assigns shall pay an annual rent equal to the interest on the cost of the outlay for the said works and not less than three hundred dollars per year payable semi-annually, said mill having the prior right to said water subject to the right of the town to use the same in case of accident, fire or repairs of the South Pond water pipe or its connections.
VOTED, That the committee appointed at the meeting of September 30th, to whom the application for water for the Plymouth Woolen Mills was referred, be instructed to make a further report at the annual meeting in the spring of 1879, giving full and specific estimate of the* cost and manner of raising the head of the water works with such re- comendations as they may deem proper.
VOTED, That the selectmen be instructed to apply to the Legislature, for an act authorizing the town to issue such additional water scrip as may be deemed advisable for payment of the cost of perfecting or in- creasing the efficiency and capacity of the Plymouth Water Works,
