REPORT OF THE FIRE ENGINEERS


The fire engineers met and organized with the same officers as last year. We have answered four alarms for house fires in the past year, two of which did slight damage. A chimney fire at the home of Mrs. O'Herron set fire to the shingles and burned a hole in the roof, causing a loss of $300. Here is a case where the value of one extinguisher was demonstrated, as it is the opinion of both Mr. O'Herron and the engineers that, if that extinguisher had not been on hand ready for business, the loss would have been in the thousands instead of the hundreds. We also had a fire under the fireplace at the home of W. R. Upham, causing a damage of $100.


We have placed eight more of these extinguishers this year, making a total of forty-two that have been placed by the engineers. They are placed one each as follows: Michael J. Cullen, John J. Willis, Waino Ketonen, Homer B. Loverin, W. R. Upham, W. L. Seger, Mattie E. Smith, Lewis R. Bigelow, Albert F. Wales, Werner Limiataine, John Limiataine, Nelson Calkins, Nestor Mattson, Emil Tapaile, William Moraskey, Patrick J. Myers, Carl Adamson, Walter M. Loker, John Punkari, W. G. Seaver, Ervin L. We would appreciate it if any others who own extinguishers would report it to us, as when we are inspecting and recharging the town extinguishers we would be glad to include all those owned privately, free of charge. All the extinguishers which we have placed out were inspected and recharged in October, and with five exceptions all were found in good working order; of these five, one was found to be entirely empty, two had been accidentally tipped over, and two had been frozen enough to break the bottle. Any of these would have been absolutely use- less in case of fire, until they had been recharged. We would warn all custodians of extinguishers to watch out for these things, as the first minute when a fire starts is the most valuable and it is the wish of the engineers that the townspeople get the greatest possible good out of these extinguishers.


We might also state that these extinguishers that have been placed are the property of the town and are for use anywhere they are needed. We hope to place out at least another dozen extinguishers next year. We would recommend an appropria- tion of three hundred dollars next year and would call your attention to the need, in the near future, of a motor-driven ap- paratus for the ladders and hose to replace the large hose reel and the ladder truck now in use.

REPORT OF THE SUPERINTENDENT OF SCHOOLS


Holden, Mass., December 31, 1920.


To the School Committee of Rutland:


My third annual report, the twenty-first in the series since the formation of the present union, is presented herewith for your consideration.


The past year has been characterized by progress and a marked improvement in accomplishment, due to the fact that we have been able to retain a large proportion of our teachers. It is more difficult than it was a year ago to get good teachers, and we have been fortunate in having so few changes. Though there is doubtless a readjustment coming in wages, those who have made a study of the subject are sure that teachers' salaries will have to be increased still further, if we hope to attract men and women of ability into the teaching profession. It is good to note that there is already a tendency toward lower prices for books and supplies. This, together with the additional re- imbursement from the state as provided for by the legislation referred to last year, will enable us to continue the wise policy of increasing salaries in order to secure and hold the best teachers.


There have been other recent educational laws enacted that will be of interest. One provides that pupils three or more years behind the normal grade shall be grouped for special instruction. Another requires the transportation of pupils who live over two miles from the school they are entitled to attend. American History and Civics with special reference to training for the duties of citizenship must be taught in elementary and high school, according to another new law. A new salary scale has been determined for superintendents, and provision for the payment of travel expenses. The state increases the amount

of reimbursement to two-thirds of salary and expenses for travel. Under the provisions of the law setting aside four million dollars from the income tax for schools, referred to last year, we shall receive about $1,500. Another new law requires that a child must have completed the work in reading, writing and spelling as required for the SIXTH grade, before he may leave school.


Two years ago we dropped one teacher from the High School. I believe that the recommendation made last year that we in- troduce a Household Arts Course and add the third teacher, will do much to build up our high school and make it worth more to the community. I hope this may be given serious consideration. There would be reimbursement from the state to cover nearly half of her salary. This would enable us to add some other subjects and further enrich our program. We should have work in Manual Training for the boys as well as Household Arts for the girls. The present course of study has in mind those who are preparing for other schools rather than those who complete their schooling here. That is, we are educating our boys and girls to go away from home rather than preparing them for living in Rutland.
