To the Auditors of the Town of Saugus :


In accordance with the By-Laws of the town, the School Com- mittee would recommend that the sum of six thousand five hundred dollars ($6,500) be appropriated for school expenses the ensuing year, this sum to include the purchase of books and supplies as required by the free text-book law.

To the Auditors of the Town of Saugus :


GENTLEMEN, - The Overseers of the Poor, in presenting their report for the past year, would call the attention of the citizens of Saugus to the increasing pauperism and insanity in our town. The number of persons fully supported at our almshouse during the year was eight ; partially supported, eleven ; number of persons outside the almshouse receiving relief and partial support, thirty- four. The number of persons fully supported in 1884 at Worcester and Danvers Lunatic Hospitals was six, at an average cost of $3.25 per week cach. The present number now in the hospitals of the Commonwealth and chargeable to our town is eight, an increase of two over last year. The expense of this portion of our poor for the current year, including incidentals, will be not far from $1,500. It would be gratifying to the Board of Overseers could they devise some method whereby this enormous expense could be reduced. There are, perhaps, two patients out of the above number that might be removed to our almshouse for treatment, at less expense to the town ; this would incur quite a large outlay for making preparation for their support and proper care, and would hardly be advisable for the small amount saved out of the transfer.


We would recommend the appropriation of the sum of thirty-

five hundrel dollars ($3,500) as being sufficient to defray all expenses in the Poor Department for the ensuing year.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the town of Saugus, qualified to vote in town affairs, to meet at the Town Hall on Monday the second day of March next at 12 o'clock M. to act on the following articles : -


ARTICLE 1. To choose a Moderator to preside in said meeting.


ART. 2. To hear and act on reports of committees.


ART. 3. To bring in their votes for Town Clerk, Selectmen and Assessors, Overseers of the Poor, Treasurer, Constable, Tax Collector, Sinking Fund Commissioner for three years, and one Road Commissioner for three years, all on one ballot. Also at the same time to bring in on a separate ballot their votes for one School Committee for three years.


Also at the same time to bring in their ballots, Yes or No, in an- swer to the following question : Shall licenses be granted for the sale of intoxicating liquors in this town ?


ART. 4 To choose all other officers which towns are by law required to choose in the months of March or April annually.


ART. 5. To raise such sums of money as may be necessary to defray town charges for the ensuing year, and make appropriations of the same. ART. 6. To revise the Jury List.


ART. 7. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to hire money of the Sinking Fund Commissioners, and give notes of the town for the same, for the purpose of funding the town debt.


ART. 8. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the town for the same, for the following purposes : First, for the purpose of paying notes coming due the present year. Second, for the purpose of paying notes not yet due. Third, to hire money temporarily, not exceeding one year, in anticipation of taxes.


ART. 9. To see if the town will refund to William Parker the amount overpaid by him for taxes.


ART. 10. To see if the town will authorize the free use of the Town Hall for the delivery of a course of four Astronomical Lectures, to be illus- trated by the stereopticon, by Farrington MeIntire, on condition that the tickets be placed within the reach of children,as well as adults, price not to exceed fifteen cents. so that some knowledge of the heavenly bodies may be more generally diffused among the people.


ART. 11. To see if the town will instruct the Treasurer to invest as a separate fund any sums that may have been, or shall hereafter be given to the town for the purpose of keeping cemetery lots in order, and apply the income of said fund for the purpose intended.

AUDITORS' REPORT .


ART. 12. To see if the town will authorize the Road Commissioners to repair and grade Lincoln Avenue and Square, at Cliftondale, in accord- ance with the recent location by the County Commissioners, and make an appropriation for the same.


ART. 13. To see if the town will appropriate the sum received from the county on account of the Dog Tax for 1884 for the Public Library, at Cliftondale, in accordance with Chapter 102 of the Public Statutes.


ART. 14. To see if the town will fix the salary of the Road Commissioners.


ART. 15. To see if the town will cause a suitable post and lantern for a street light to be placed in front of the Town Hall, and to light the same through the year.


ART. 16. To see if the town will appropriate a sum not exceeding one hun- dred dollars, to defray the expenses of Decoration Day.


ART. 17. To see if the town will accept Mt. Vernon, Myrtle, Lynwood, Avon, and Laurel Streets, as laid out by the Road Commissioners.


ART. 18. To see what action the town will take in relation to having a survey and plan of the town made to aid the Assessors in the discharge of their duties.


And you are directed to serve this warrant by posting up attested copies of the same at the usual places in said town, seven days at least before the time of holding said meeting.


Hereof fail not and make due return of this warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting.
