The law requiring towns to furnish free text-books for the use of the schools has so recently taken effect, that its value is not yet fully tested. It has certainly largely increased the school expenses of the town, and the labors of the Committee. In many towns an agent or assistant secretary has been employed to take charge of this matter, but with us it has fallen principally upon the chairman of the Committee. No one unacquainted with the details of the work could rightly estimate the amount of labor involved in get- ting the books ready for distribution, filling the requisitions of the teachers, and keeping a strict account of the whole. It has been our constant aim to keep this expense as low as possible, and we have succeeded beyond our expectations. The first year's outlay would necessarily be much the largest ; but the second clause of the law, requiring that pupils should finish the books on hand before being supplied with free ones, will make considerable expense the second year, especially in Readers, to which may be added the con- stant demand for writing and drawing books, spelling blanks, slates, and all stationery.


Before purchasing the books for the town, great care was taken to see if any change in text-books would be for the best interest of the pupils, and a careful examination of a large number offered for our inspection, with the advice of the teachers, resulted in the substitution of Reed and Kellogg's Grammar for Greene's, Harper's School Geography for Warien's, and Scudder's U. S. History for Anderson's.


We are especially pleased with the History which Mr. Scudder has enabled us to offer the youth in so attractive a form that we hope it may awaken in their minds an interest in something higher than dime novels or the trashy illustrated papers which demoralize so many.


Few parents care to avail themselves of the opportunity to pur- chase their children's books, and the use of those provided by the town has been general.


With the same Board of School Committee, and the same corps of teachers in our schools as in 1883, no radical change in the

methods of instruction or the character of the results of the year's work could be expected, yet it has been progressive and faithfully done.


It is gratifying as the year closes to be able to record our appro- val of the present condition of the schools, and our conviction that all the teachers are doing the work of their several departments to the best of their ability.


It is equally gratifying to see that the parents manifest an in- creasing interest in the education of their children, and are acting in harmony with the teachers.


Our statistical report cannot do justice to the excellent attend- ance (coercion seldom being required), as it is largely affected by a few weeks of contagious disease, or a few days of more than ordinarily severe weather. This is especially the case with the East Saugus Primary School, to whose record of only nine cases of tardiness we point with pride. The High School Roll of Honor gives us forty names under the head of not tardy ; and as but forty- eight names are enrolled on the register, eight scholars must be responsible for the fifty cases of tardiness in the synopis. Its report of forty as the average attendance for the fall term, with forty-one belonging, is excellent. Saugus Grammar School ranks second for the same term. The East Saugus Grammar School reports fifty-two not tardy, the largest number reported. While this indicates the anxiety of parents that their children should make the best use of the opportunities given them for intellectual improvement, we suggest that if they would give to the schools that close inspection which is consi lered essential to the workshop, the office, or the household, they would see for themselves that the results of educational work vary in character not only according to the skill and ability of the teacher, but with the mental pecul- iarities of the taught. This public manifestation of their interest would also encourage the teacher, interest the scholar, and help to elevate the standard of the schools.

fully examines the course of study laid down for our own schools can fail to see that it can easily be mastered by the pupil of aver- age ability. Parents do not hesitate to complain of the slow pro- gress of their children, if a more brilliant classmate bids fair to excel them, and consequently teachers feel it an obvious duty to stimulate them and rouse their ambition. We commend to the careful attention of all the following extract from the last Wake- field School Report : -


" So long as parties, balls, sociables, entertainments, show, and dress are made by parents of primary importance and education secondary, the work of the schools must remain inferior in quality, and the money, time, and labor devoted to them will be partially wasted. When children go to school in the morning with their energies exhausted by the excesses of the previous evening, and per- haps by lack of proper sleep and rest, they are in no suitable con- dition for the school work, which requires quick apprehension, lively thought, and a rested brain and body, but they are dull, sleepy, careless, and perhaps cross, annoying to other scholars and their teachers; the day is practically lost to them, and the school is injured by their presence."


The brilliant scholar and the dull, those who mature early or develop late, to say nothing of those who bid fair to remain for- ever undeveloped, require great skill and tact on the part of the teacher so to give to each his portion in due season as to best expand the thinking and reasoning faculties. Equal tact and skill are required to check that spirit of insubordination which sometimes manifests itself when the lesson of obedience has not been fully learned at home in the years that precede school life. An essential element of a prosperous nation is a law-abiding people, so that to be trained to the habit of implicit obedience is as necessary for the public as for individual good. The children of the nation are educated at the public expense in order that they may beeome wise and virtuous, and thus be able to appreciate and maintain our free institutions.

AUDITORS' REPORT.


Herewith is submitted the annual report of the receipts and ex- penditures of the Town for the year ending December 31, 1886, as presented to your Auditing Committee by the several boards of Town Officers, for examination and approval. A careful perusal of the figures and information contained in the report is invited, so that all who are interested in the future of the Town, can see how faithful to their trusts have been our public servants. The reports are made in detail and convey in a direct way all that is needed to inform the reader of the condition of the affairs of the Town, and are of more value than any comments or recommenda- tions which your committee might make.


The amount due the treasurer from uncollected taxes is large, excessively so, and should stimulate those who are in arrears to consider that by reason of such delays the financial progress of the Town is much retarded, its credit impaired, and involves the borrowing of money with interest which together with a large list of abatements seems to be unwarranted.


In conclusion, we would say we have found proper vouchers for all expenditures of funds and suitable record of same in books of account.
