TRUSTEES' REPORT.


In presenting our First Annual Report, it seems to us fitting that we should first acknowledge the obligation of our citizens to those whose generous contributions have provided the Town with a Free Public Library. Especially should we recognize in this public way the disinterested generosity of SAMUEL M. FELTON Of Philadelphia, whose gifts, first to the High School Library. and afterward to the Public Library, in which the former was merged, aggregate about $450. Such liberality is alike honorable to the giver and beneficial to the community.


At the first meeting of your Board of Trustees, a Committee was appointed to examine the Library presented by the Saugus Free Public Library Association, and accepted by the Town at its Annual Meeting, March, 1888. 1,418 volumes were found, with few exceptions, in excellent condition. The books had evidently been chosen with great care, and included a due proportion of History, Science, Travels, and works of solid literary character, as well as the higher grades of Fiction, necessary in every popular Library. The high praise which has been awarded the selection by many competent judges, warrants a just pride in this beginning, which we hope is only the nucleus of a large and flourishing Town Library.


We have reason also to congratulate ourselves upon the char- acter of our accommodations. Few of the smaller Towns have a pleasanter Library Room, or one more conveniently furnished. The shelf room already provided will be amply sufficient for all the additions likely to be made in the near future.

FREE PUBLIC LIBRARY.


The Library is classified and the Catalogue arranged upon the Dewey system. The method adopted for the loaning of books, - the same as that of the Boston Public Library - is all that could be desired.


The Managing Committee of the Saugus Public Library Asso- ciation, thought best to provide for the free delivery of books in those parts of the Town remote from the Library, whenever the convenience of any considerable number of patrons demanded it, and books were being delivered regularly, every Wednesday, at East Saugus, when the Library was transferred to the Town. This arrangement was so satisfactory to the people of that village, that we decided to continue it, and the slight expense incurred, has thus far been paid from the money received from fines.


The additions to the Library during the year, consist largely of Official Reports, and other Public Documents, from the National and State Governments. While these are not widely read, they contain much important matter, and no Public Library is con- sidered complete without them. Besides these. a number of vol- vmes have been donated, and a small sum, received from enter- tainments given for the benefit of the Library, has been expended for new books. The Magazines which have been bound during the year, were almost entirely obtained through donations, or exchanges of duplicate numbers already on hand. Quite a num- ber of our best citizens have manifested their interest in building up the Magazine Department of our Library by valuable donations. It is to be hoped that this interest will deepen and extend, as the circulation of the volumes on hand is constantly increasing, and no department furnishes more varied and valuable reading.


It would be difficult to overstate the value of the Public Library as an educational factor among our people. Not for a long time could our High School have hoped to secure for itself so valuable a supply of books of reference and supplementary reading as is already provided through access to our Library. We are glad to note also that there is an increasing call for books of general infor- mation, and elementary science, from the pupils of the lower schools. No less important are the advantages afforded our young people to continue their education after leaving school, especially those, who, through unavoidable circumstances, have not fully

availed themselves of their school privileges. We believe that the day is not far distant when the people of Saugus, like those of many of the Towns about us, will consider the Public Library, as well as the Public School, indispensable to the intellectual and moral well-being of her citizens.


Our Library cannot hope for increasing circulation and steady progress, unless the quantity and variety of its contents are con- tinually increasing. Not even the present standard of excellence can be maintained without money to purchase new books to take the place of those constantly wearing out. In consideration of the financial burdens already resting upon the Town, we have decided to ask for a smaller appropriation than we should otherwise have deemed absolutely necessary. We respectfully recommend that $100 be appropriated for current expenses, and $100 for the pur- chase of new books.

FIRE DEPARTMENT.


ENGINEER'S REPORT.


Article 6 of the Rules and Regulations of the Board of Engineers of the Fire Department requires the Chief Engineer to make to the Town, annually, a detailed report of the condition of the De- partment, and the cost of maintaining the same. Also all losses and accidents by fire that may happen in the Town, with the in- surance thereon.


The Department was organized Sept. 17, 1888, by the appoint- ment, by the Selectmen, of James F. Pratt, of Saugus Centre, Walter S. Dodge, of Cliftondale, and Chas. I. Hitchings, of East Saugus, as a Board of Engineers. The Board was organized with C. I. Hitchings as Chief, and W. S. Dodge, Clerk. Regular meet- ings first Monday of each month, at the Town Hall, at 7.30 P.M.


The Department consists of a Chief Engineer, two Assistant Engineers, and one hundred and five members, divided into three companies. Hose No. 1, located at Saugus Centre ; Joseph Mc- Gilvray, Foreman ; William Fredrickson, Asst. Foreman ; S. W. Mansfield, Clerk. Hose No. 2, located at Cliftondale ; Clarence Coates, Foreman ; J. M. Hall, Asst. Foreman ; Alfred Sachsse, Clerk. Hose No. 3, located at East Saugus ; Cyrus W. Oliver, Foreman ; Chas. W. Dearborn, Asst. Foreman ; B. F. Calley, Jr., Clerk.

roof ladders ; six hydrant gates ; three crowbars ; three fire axes ; three plaster hooks ; six nickel-plated lanterns ; nine hydrant wrenches ; thirty-six spanners ; eighteen belts ; three white rubber coats ; eighteen black rubber coats ; three white fire hats ; eighteen black fire hats ; six ladder dogs ; three hammers ; twelve hose sus- penders ; three one-gallon oil cans : three half-pint oilers ; twelve carriage sponges ; nine chamois skins ; six galvanized iron water pails ; three wagon jacks ; three canvas covers for wagons. The apparatus and equipments are all new, first-class, and in good order. They are divided equally between the three Companies. There are eighty hydrants connected with the service.


The present accommodations for the Department are not what we could desire, but the financial condition of the Town would not admit of any outlay being asked for at present in that direction.


Hose No. 1 is housed in the stable of Engineer Pratt, at Saugus Centre. The Company have no rooms for meeting except the Town Hall. Hose No. 2 is housed in the stable of Mrs. Raddin, Cliftondale. There is a room connected which answers very well for Company meetings. Hose No. 3 is located at the stable of B. F. Calley, East Saugus. William Sutton Lodge of Masons has very kindly offered the use of their rooms in the second story of Geo. W. Sisson's building, at a moderate rent.


FIRES AND ALARMS.


September 20. - Alarm from burning of a dwelling house at Franklin Park. Hose No. 2 responded, but there being no supply of water no service was performed.


September 26. -- Fire in the dwelling house owned and occupied by Enoch T. Kent, Cliftondale. Caused by overheating of open fire-place. Loss $75 ; insurance $3,000. Hose No. 2 responded.


EXPENDITURES.


The amount expended has been quite large, and must necessarily be for the next few years. The amount paid out for apparatus and equipments is $2,813.61. Rent, use of wagons, fuel, etc., $69.25. Total, $2,882.86.

is a system of fire alarms. The available force in each village is at the extreme only two streams, and only one should the fire be over four hundred feet from a hydrant. Should a fire occur in the night, requiring more than this force, much valuable time would be lost before the apparatus from either of the other villages could be procured. I would therefore recommend that the Town, at the Annual Meeting, appropriate a sum sufficient to introduce a system of fire alarms.

RULES AND REGULATIONS.


ARTICLE 1. Each Company shall consist of as many men as the Board of Engineers shall appoint, and they shall take charge of all apparatus in their respective houses.


ART. 2. Members to be appointed may be nominated by the Company, and the Foreman shall send a list of the names of per- sons they may wish to have appointed to the Board of Engineers. Provided, however, that the Board of Engineers may accept or re- ject any or all applications, and fill the same with some persons of their own choice, and provided, further, that no person shall act as a member in any Company until approved and accepted by the Board of Engineers, and no person shall be appointed who is not twenty-one years of age, nor any person who is not a citizen of Saugus.


ART. 3. The Officers of each Company shall consist of a Fore- man, Assistant Foreman, Clerk, Treasurer and Steward.


ART. 4. The Foreman of each Company shall have immediate command and be directly responsible for its discipline and condi- tion, and also for the proper care of the apparatus and equip- ments, and see that they are always in condition for immediate

use, and shall also see that the snow is cleared from in front of their respective houses.


He shall receipt for all the property that comes into his hands, and shall make, or cause to be made, to the Chief Engineer, in the month of December of each year, a report of the condition of the apparatus, with an inventory of all the property entrusted to his care and belonging to the Town. He shall see that no property in his charge, belonging to the Department, is loaned to any person without an order from the Chief Engineer.


At fires when his apparatus is the first to reach the fire, he shall assume command of the force that may come until relieved by an Engineer ; he shall then resume command of his Company.


Whenever, after a fire, one Company shall find in its possession property belonging to another Company, the Foreman shall take measures to have the same promptly returned.


ART. 5. The Assistant Foremen, in addition to their duties as hose and ladder men, shall, in the absence of the Foremen, per- form all the duties and exercise the authority of the Foremen, and be held to a like responsibility.


ART. 6. The Chief Engineer shall have and exercise supreme command at all the fires over the Engineers, officers, members of the Department, and all persons present.


He shall have charge of all supplies and issue them upon requi- sitions, under the directions of the Board of Engineers.


He shall visit the houses of the Department as often as practi- cable, and see that all the property is in good order.


He shall annually make to the Town a detailed report of the condition of the Fire Department, and the cost of maintaining the samne. Also all losses and accidents by fire that may happen in the Town, with the causes thereof, as well as they may be ascer- tained ; also the description and number of the buildings and other property destroyed or injured, and the names of the owners, with the amount of insurance thereon ; the report to be published with the annual report of the officers of the Town.


He shall have power to suspend any officer or member of the Department for insubordination or disorderly conduct, and unless such officer or member shall have been previously reinstated by

the Chief he shall report such suspension to the Board of Engineers at their next meeting.


He shall superintend the tearing down of any building not on fire which may be deemed necessary to stop the spreading of a fire.


ART. 7. Each Assistant Engineer shall have a direct personal supervision over the Ward in which he resides and within the lim- its of which he shall have command at all times, subject only to the Chief Engineer. He shall also do duty in such other districts as may be designated by the Board of Engineers.


He shall see that proper discipline is maintained and observed by the officers and men under his command, and that the orders and regulations of the Board of Engineers are properly enforced. He shall assist the Chief Engineer in the discharge of his duties, and in his absence shall have all the powers of the Chief.


ART. 8. On an alarm of fire, all members shall repair immedi- ately to the house and assist in conveying the apparatus to the place of fire, and do all in their power to extinguish the same, in preserving life and property, and doing such duty as may be re- quired of them by the Chief and Assistant Engineers in command.
