Art. 69. To see if the Town will vote to change the Zoning By-Law and Zoning Map of the Town of Saugus so that land shown on Lot A-4 on Assessors' Plan 1028, and Lot A-28 on Plan 1029, also called Lot B, containing 10 acres, shall be rezoned for business purposes, or to see what action the Town will take in the matter, agreeable to the petition of Thomas D. Morse and others.
Art. 70. To see if the Town will vote to appropriate a sum of money to be raised by taxation, or by transfer from any available un- expended balances or accounts or by transfer from the sulplus War Bonus Fund and accumulations, or by any or all such methods, for erecting and constructing on the land referred to in the preceding article, and on land adjacent there- to owned by the Town, a building as a memorial to persons who served in the military or naval service of the United States in the World War, and/or as a fire sta- tion, and for equipment and furn- ishings for such building, and au- thorize such erection and construc- tion to be done in whole or in part by labor furnished by the Works Progress Administration and/or other Federal emergency relief agency. and authorize the accept- ance of gifts or donations from any persons or organizations inter- ested in the erection of such build- ing, or to see what action the Town will take in the matter, agreeable to the petition of the Playground Commission.
Art. 71. To see if the Town will authorize the Board of Selectmen, or a committee to be appointed as the Town may determine, to act in all matters concerning the erec- tion, construction and equipment
and furnishing of the building re- ferred to in the preceding article, or to see what action the Town will take in the matter, agreeable to the petition of the Playground Commission.
Art. 72. To see if the Town will vote to petition the General Court. for legislation to enable the Town to use a portion of the land owned. by the Town and now held for public park or playground purposes, and adjacent to Lots 1-A, 2-A and 3-A on Plan 2062 on file in the As- sessors' Office, for the purpose of erecting and maintaining thereon a building as a memorial to per- sons who served in the military or naval service of the United States in the World War, and/or as a fire station, or to see what action the Town will take in the matter, agreeable to the petition of the Playground Commission.
Art. 73. To see if the Town will vote to raise and appropriate a sum of $950 for surface drainage on Oak Hill Road and Olive Ave- nue to Jackson Street, or to see what other action the Town will' take in the matter; agreeable to the petition of Frank A. Hill and others.
Art. 74. To see if the Town will' vote to raise and appropriate a sum' of $730 to cover the cost of materi- als and labor for the installation' of surface drainage on Pratt Street and a part of Grandview Avenue, a distance of approximately 175. feet; or to see what other action the Town will take in the matter; agreeble to the petition of Regin- ald Hutton and others.
Art. 75. To see if the Town will vote to raise and appropriate a sum of $1950.00 for the purpose of re- placing the now existing water main on Emory Street. Said sum to be the cost only of the necessary material and labor of laying. All other labor to be done by W. P. A. labor, agreeable to the petition of John Willis White and others.
Art. 76. To see if the Town will vote to elect the Board of Play- ground Commissioners for terms of

three years beginning with the Annual Town Meeting of March, 1939.
Art. 77. To see if the Town will vote to appropriate a sum of money for the use of the Illegal Excavations Committee to defray such further legal and witness fees and other expenses as may be required to protect the Town's interests in illegal excavations liti- gation, agreeable to the petition of the Illegal Excavations Committee, M. Edward Hayes, Chairman.
Art. 78. To see if the Town will vote to have a street light installed on Dale Street.
Art. 79. To see if the Town will vote to amend the Town By- Laws to allow the appointment of committees to investigate special articles appearing in the Town Meeting Warrants and to report their recommendations on the same to the Town Meeting. Plan- ning Board.
Art. 80. To see if the Town will appropriate the sum of Thir- teen Hundred and Nine Dollars and Thirty Cents ($1309.30) for the purpose of constructing a drain from a culvert on Vine Street to Beech Street and thence to Elm- wood Avenue, agreeable to the pe- tition of Charles A. Turcotte and others.
Art. 81. To see if the Town will vote to authorize the Board of Se- lectmen to submit plans and speci- fications to the Works Progress or Public Works Administrations, for the construction of a War Memori- al in recognition of those residents of Saugus who served in the Army and Navy of the United States dur- ing the War with Germany and in other wars. Or to see what action the Town will take in the matter agreeable to the petition of John J. Bucchiere and others.
Art. 82. To see if the Town will vote to appropriate the sum of $1000 for the purpose of laying 250 feet of water main on Prospect Avenue, or to see what action the Town will take in the matter
agreeable to the petition of Achillo DeFronzo and others.
Art. 83. To see if the Town will vote to accept Birchwood Avenue, in accordance with plan and pro- file on file with the Town Clerk.
Art. 84. To see if the Town will vote to raise and appropriate the sum of $5000.00 for the dredging of the Saugus River from the Fox Hill Bridge to the bridge connect- ing the Town of Saugus and the City of Lynn at East Saugus; and said money to be used in conjunc- tion with any moneys that may be allotted by the Commonwealth of Massachusetts and the City of Lynn for this purpose, or take any other action in relation thereto, agreeable to the petition of Frank A. Green and others.
Art. 85. To see if the Town will appropriate the sum of $3,- 500.00 for materials for an addition to the Town Infirmary (Main Building). Labor on the same to be supplied by the W. P. A., agree- able to the petition of the Board of Public Welfare.
Art. 86 To see if the Town will vote to erect a reservation on the Perini Land between the Turnpike, Main Street and Forest Street, to be made into a reservation for the people of that vicinity, agreeable to the petition of John J. Mullen and others.
The polls will open at 12 o'clock, noon, and will close at 8 o'clock, P. M., and you are hereby direct- ed to serve this Warrant by post- ing attested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.
Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

To W. Charles Sellick, Constable of the Town of Saugus.
Greeting:
In the name of the Common- wealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town Elections and Town Affairs, to as- semble in the Town Hall, on Mon- day Evening, April Third, Nineteen Hundred and Thirty-Nine, at Eight- Fifteen o'clock P.M., to hear and act on the following articles, viz:
Article 1. To hear and act on Reports of Committees.
Art. 2. To see if the Town will vote to accept Clinton Avenue, as per plan and profile filed with the Town Clerk.
Art. 3. To see if the Town will vote to accept Johnson Street, as per plan and profile on file with the Town Clerk.
Art. 4. To see if the Town wil. vote to appropriate a sum of money to lay a water main on that part of Eagle Road which crosses Rob- in's Road, agreeable to the petition of Minor C. Brown and others.
