Art. 13. To see if the Town will vote to petition the General Court for a City Charter, said charter to be the Plan B, so-called, consisting of a mayor and council, elected by districts and at large, or to see what action the Town will take, agreeable to the petition of John J. Mullen and others.

Resolved: That the Honorable Frederick B. Willis, Representa- tive to the General Court of the Commonwealth of Massachu- setts, is hereby authorized to pe- tition the General Court to amend Chapter 55 of the Acts of 1928, entitled "An Act Provid- ing for Precinct Voting, Rep- resentative Town Meetings, Town Meeting Members, a Ref- erendum and a Moderator to serve for a Year in the Town of Saugus," and specifically sen- tence two of Section 8 of said Chapter 55 of the Acts of 1928, as amended by Chapter 248 of the Acts of 1933, so that a peti- tion for a referendum shall henceforth require the signa- tures of not less than twenty per cent of the registered voters of the Town at large; the afore- said twenty per cent to consist of the signatures of not less

Art 15. To see if the Town will vote to transfer to the School Department for school purposes, the land on Birch Street contain- ing approximately 22,763 sq. feet being Lots 23, 24 and 25 now owned by the Town of Saugus, or to see what action the Town will take in the matter, agreeable to the petition of the School Com- mittee.
Art. 16. To see if the Town will vote to amend a vote passed at the Annual Town Meeting of March 15, 1939, with reference to Item 71, appropriating the sum of $9,087.38 for Interest on Sewer Bonds, so as to definitely allocate from said sum the sum of $5,- 429.85 for interest on the issue of $359,000 worth of bonds sold to finance the P.W.A. Sewer Project, which project was authorized un- der Article 6 of the Special Town Meeting of July 6, 1938, or to take any action relative thereto, agree- able to the petition of the Sewer Committee.

Special Town Meeting of May 22 May 22, 1939
The meeting was called to order at 8:15 P. M. by Viola G. Wilson, Town Clerk, in the absence of Mr. Herbert P. Mason, Moderator.
Laurence F. Davis was elected moderator by the meeting.
The salute to the flag was given. A count of the members was taken; 147 members were present.
The reading of the records of the previous meeting was waived by unanimous consent.
Voted to adjourn the annual town meeting until the conclusion of the Special Town Meeting of May 22nd.
The special town meeting of April 3, 1939 stands adjourned un- til after the final adjournment of the Annual Town Meeting.

The report of the Finance Com- mittee for the meeting of May 22nd was accepted.

Voted: That the sum of $22,- 500.00 be and the same is hereby appropriated for the Town's share of Federal Works Progress Admin- istration projects, said sum to be spent for material, equipment and services, the same to be in addi- tion to any other appropriation made this year and to be spent un- der the direction of the Board of Selectmen. 8:45 P. The rate of interest on the renewal notes is to be one percent (1%) payable at maturity.

M., to hear and act on the follow- ing articles, viz:

Art. 2. To see if the Town will vote to appropriate and raise, by borrowing or otherwise, or by transfer from any unexpended balance or balances, the sum of Ten Thousand Dollars ($10,000) for Welfare Aid, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Public Welfare.

To see if the Town will appropriate the sum of Four Hun- dred Fifty Dollars ($450.00) for the construction of a sidewalk in Monument Square, along the en- tire front of the Old Cemetery, provided the work is done as a W. P. A. project, said sum to be taken from the Cemetery Income Account, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Cemetery Commission- ers.
Art. 7. To see if the Town will vote to appropriate Thirty-Five Hundred Dollars ($3500.00) for the reconstruction of Woodbury Avenue and Hesper Street, said sum to be transferred from appro- priation made under Article 5 of the Annual Town Meeting of 1939 for "Chapter 90" work, provided, however, that said sum shall be used, if so transferred, as the Town's contribution to a Federal Works Progress Administration project, or to see what action the Town will take £ in the matter. Voted: That the Town appro- priate the sum of $450.00 (Four Hundred Fifty Dollars) for the construction of a s sidewalk in Monument Square, along the en- tire front of the Old Cemetery, provided the work is done as a W. P. A. project said sum to be taken by transfer from the Ceme- tery Income Account to be expend- ed under the direction of the Ceme- tery Commission. 10:03 P. M.
Article 7.
Voted: That the sum of $3500.00 be and the same is hereby appro- priated for the reconstruction of Woodbury Avenue and Hesper Street, said sum to be transferred from appropriation made under Article 5 of the Annual Town Meeting of 1939 for "Chapter 90" work, provided, however, that said sum shall be used, if so trans- ferred, as the Town's contribution to a Federal Works Progress Ad- ministration project. 10:05 P. M. The meeting was adjourned at 10:051/2 P. M.
