Twelve Town Meeting Members in Precinct Eight


For Five Years: One Member of the Planning Board


Also those qualified to vote in Town Elections and Town Affairs to assemble in the Town Hall on Wednesday, March 10, A. D. Nine- teen Hundred and Forty-three, at Eight o'clock, P. M., to hear and act on the following articles, viz;


Article 1. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1943 and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Sec- tion 17 of Chapter 44 of the Gen- eral Laws, and any amendments thereto, agreeable to the petition. of the Town Treasurer.


Art. 2. To see if the Town will vote to authorize the Town Treas- urer, with the approval of the Selectmen, to borrow in accordance with the provisions of Chapter 49 of the Acts of 1933, as most re- cently amended by Chapter 129 of the Acts of 1941, for the purpose of providing funds to meet ordi- nary : maintenance expenses and revenue loans, such borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing to the Common- wealth for similar loans previously måde. or to see what action the Town" will take in the matter,

agreeable to the petition of the Town Treasurer.


Art. 3. To see if the Town will vote to amend the Zoning By-Law by adding the words "dog kennel" after the word "sanatorium" in the first line of Section 17, so that the first paragraph of said section will read as follows:


"No permit for cemetery, hos- pital, sanatorium, dog kennel or philanthropic institution wherever located; or for the place of busi- ness of any blacksmith, builder, carpenter, contractor, m a s o n, plumber, roofer, tinsmith, uphol- sterer, undertaker, or for any men- tioned use under heads 7 and 8 of Section 6, in a business district, or for anything permitted only un- der Section 7, shall be issued by the building inspector except with the written approval of the Sel- ectmen as provided in this sec- tion and subject to 'such conditions as the Board of Selectmen may deem it proper to impose," or to see what action the Town will take in the matter, agreeable to the petition of the Planning Board.


Art. 4. To see if the Town will vote to amend the Zoning Map and the Zoning By-Law so that so much of the premises shown as Lot A-138 on Assessors' Map 2066 as is with- in 125 feet of the Newburyport Turnpike be zoned for business purposes, or to see what action the Town will take in the matter, agreeable to the petition of Ed- ward S. Batchelder and others.


Art. 5. To see if the Town will vote to amend the Zoning Map and the Zoning By-Law so that so much of the premises shown on lot A-31 and A-33 on Assessors' Map 1022 as is within 150 feet of the New- buryport Turnpike be zoned for business purposes, or to see what action the Town will take in the matter, agreeable to the petition of Barnet Shapiro and others.


Art. 6. To see if the Town will vote to accept that portion of Granite Road, which at present has not been accepted, in accord- ance with plan and profile on file


with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the peti- tion of the Board of Selectmen.


Art. 7. To see if the Town will vote to accept Johnson Street as per plan and profile on file with the Town Clerk, or to see what ac- tion the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


Art. 8. To see if the Town will vote to accept DeSota Street in accordance with plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the pe- tition' of the Board of Selectmen.


Art. 9. To see if the Town will vote to accept that portion of Sun- nyside Avenue starting at the present point of acceptance and running in an easterly direction a distance of sixty-eight feet in ac- cordance with plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the peti- tion of the Board of Selectmen.


Art. 10. To see if the Town will vote to accept Westland Avenue in accordance with plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the pe- tition of the Board of Selectmen.


Art. 11. To see if the Town will vote to accept Fiske Road in ac- cordance with plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the peti- tion of the Board of Selectmen.


Art. 12. To see if the Town will vote to petition the Great and Gen- eral Court for legislation whereby the office of Tree Warden will be abolished as an elective office and the Superintendent of


Plublic Works will automatically become Tree Warden upon his appointment and qualification, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


Art. 13. To see if the Town will vote to accept the provisions of

Chapter 710 of the Acts of 1941, or to see what action the Town will take in the matter, agreeable to the petition of Marion E. Need- ham and others.


Art. 14. To hear and act on the reports of Committees.


Art. 15. To see if the Town will vote to appropriate the sum of $4,000 for the purchase of the old Ironworks House, provided that the Commonwealth of Massachu- setts appropriates $4,000 and an- other $4,000 is raised by individual societies, or individuals, or both, during the year 1943; that the Town assumes no responsibility in regard to the upkeep of the prop- erty; that when the full amount is raised, the property be turned over either to the United States or the Commonwealth of Massa- chusetts or a tax-exempt historical, antiquarian or similar appropriate society of Massachusetts; or to see what action the Town will take in the matter, agreeable to the pe- tion of M. Louise Hawkes and others.


Art. 16. To see if the Town will vote to raise and appropriate the sum of $850 for the purpose of maintaining during the ensuing year the mosquito control works as estimated and certified to by the State Reclamation Board in ac- cordance with the provisions of Chap. 112, Acts of 1931, or to see what action the Town will take in the matter, agreeable to the peti- tion of the Board of Selectmen.


Art. 17. To see if the Town will vote to appropriate the sum of $850 to be expended under the di- rection of the Town Treasurer to investigate and to determine the validity of tax titles held by the Town, or to see what action the Town will take in the matter ag- reeable to the petition of the Town Treasurer.


Art. 18. To see if the Town will vote to raise and appropriate the sum of $3500 for the payment of all expenses in connection with the foreclosure of tax titles held by the Town, or to see what action the Town will take in the matter, ag-


reeable to the petition of the Town Treasurer.


Art. 19. To see if the Town will vote to appropriate a sum of money for all expenses of civilian defense, or to see what action the Town will take in the matter, agreeable to the petiton of the Saugus Com- mittee on Public Safety.


Art. 20. To see if the Town will vote to raise and appropriate the sum of $400 for the purpose of purchasing a lot of land adjoining Riverside Cemetery, being part of Lot A-19 and all of Lot A-20 on Assessors' Plan 1014 and owned by the Judd Milling & Lumber Co., containing 108,000 square feet, more or less, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


Art. 21. To see if the Town will raise and appropriate the sum of $2,000 for the salary of a secre- tary of the Board of Selectemen to coordinate public safety defense and war activities, or to see what action the Town will take in the matter, agreeable to the petition of Edward Gibbs, Jr., and others.


Art. 22. To see if the Town will raise and appropriate the sum of $500 for the expenses of the Sau- gus War Price and Rationing Board, or to see what action the Town will take in the matter, agreeable to the petition of Ed- ward Gibbs, Jr., and others.


Art. 23. To see if the Town will appropriate a sum of money for water extension on Water Street to the Wakefield line, or to see what action the Town will take in the matter, agreeable to the peti- tion of Mary A. Virnelli and others.


Art. 24. To see if the Town will vote to transfer the sum of $59.09 from the Road Machinery Fund to the Road Machinery Account to be used for the repair and mainten- ance of road machinery only. or to see what action the Town will take in the matter, agreeable to the pe- tition of the Town Accountant.

Art. 25. To see if the Town will vote to raise and appropriate the sum of $110 for the purpose of paying unpaid bills of the Fire Alarm Division for the years prior to 1941, proper affidavits having been filed in accordance with the provisions of General Laws Chap- ter 44, Section 64 (Chapter 179 of the Acts of 1941), or to see what action the Town will take in the matter, agreeable to the pe- tition of the Board of Selectmen.


Art. 26. To see if the Town will vote to raise and appropriate the sum of $10,350 for the purpose of paying W.P.A. unpaid bills for the years prior to 1941, now held subject to General Laws Chapter 44, Section 64 (Chapter 179 of the Acts of 1941), or to see what ac- tion the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


Art. 27. To see if the Town will vote to raise and appropriate the sum of $300 to indemnify Walter F. Neal for expenses incurred by him in defense of a suit brought against him by George Smith for an alleged assault while in the per- formance of his duties as a police officer, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


Art. 28. To see if the Town will: vote to raise and appropriate the sum of $3000 for the maintenance of Chapter 90 streets in the Town; said money to be used in conjunc- tion with any money which may be allotted by the State or County, or both, for this purpose; or to see what action the Town will take in the matter, agreeable to the peti- tion of the Board of Selectmen:


Art. 29. To see if the Town will vote to appropriate the sum of $500 to replace and repair the roof of stockroom shed at the Public Works Department and to change the doors of that building to over- head, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


Art. 30, To see if the Town will


vote to appropriate the sum of


$225 to replace and repair the roof of . the American Legion Building, or to see what action the Town will take in the matter, agreeable to the petition of the Board of Selectmen.


Art. 31. To see what sums of money the Town will raise and appropriate for Town Charges for the year 1943.


The polls will open at 12 o'clock noon, and will close at 8 o'clock P. M., and you are hereby directed to serve this Warrant by posting attested copies thereof at the usual places seven days, at least, before the time of holding said meeting, and to distribute copies as pro- vided by the By-Laws at least four days before.


Hereof, fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of said meet- ing.

Report of the Finance Committee MARCH 1, 1943


To the Representative Town Meeting and Citizens of the Town of Saugus


The Finance Committee herewith submits its report on the 1943 Bud- get :


The Committee in preparing its recommendations has endeavored to be fair with the taxpayer and employee alike. We recognize the fact that this year, the increased cost of food, clothing and other commodities as well as the proba- bility of even higher living costs in the future, has made it impera- tive that upper adjustments of salaries must be made to meet these increased costs of living. We have given this problem long and serious consideration and have in- vestigated the various methods used in surrounding cities and towns to meet this situation. After weighing all the facts, it was the unanimous opinion of this Com- mittee that a flat 10% increase as suggested by the majority of the departments was the fairest meth- od to be used for our particular case. The Committee wishes it un- derstood that this increase is an Increased Cost of Living increase only and is not in the nature of a permanent salary increase. It is the understanding of all depart-


ment heads and employees that in the event of a decrease in the cost of living, these increases shall be adjusted by a future town meet- ing. In order that there will be no misunderstanding, the Committee has requested the Town Account- ant to notify all boards, commit- tees, department heads and officials authorized to expend money, the following information regarding every employee under their juris- diction : permanent salary, in- creased cost of living increase and total amount of 1943 compensation.


Due to the fact that State and County figures show a marked im- provement over previous years and also in view of the fact that the general financial condition of the town is better than it has been for several years, the Committee feels that if the recommendations set forth in this report (which are $21,000.00 less than the amount appropriated in 1942) are followed, that the Increased Cost of Living increases granted will not increase the tax rate over that of last year but on the contrary there is an excellent possibility of a reduction in the 1943 tax rate.

Comments on the General Budget, Article No. 31


Item 18, Police. The Committee has provided for the purchase of a new prowl car in this budget. The present prowl car is in poor mechanical condition and costs of repairs have started to mount rapidly and we feel that in view of this condition that a new prowl car is an essential item this year.


Item 22, Fire Alarm Division.


Additional funds are necessary to make long-needed vital repairs and the Committee feels that these re- pairs should be made this year as the start of a program to improve the nerve-center of our fire pro- tection system. This is also an important defense factor.


Item 24, Building Inspector. The work of this department has in- creased considerably in recent years and the Committee feels this

year, the Building Inspector should be put on a full-time basis with the express understanding that in ad- dition to his duties as Building Inspector, that he shall make all repairs to town buildings under the jurisdiction of the Board of Selectmen and shall not engage in private outside work during Town working hours.
