Voted: that the Increased Cost of Living increases provided for in the following appropriations under Article 31 shall be ten per cent (10%) of the permanent salaries as certified by the Town Accountant but in no event to exceed $200.00; that they shall be retroactive to January 1, 1943 and shall remain in full force and effect until the next annual town meeting of March, 1944.
The salaries of permanent em- ployees, individually or collectively of any department, shall not be in- creased above such amount as is certified by the Town Accountant except as follows:
(1) Step-rate increases effective September 1, 1943 to teachers and janitors in the School Department.
(2) Increases for promotions caused by vacancies in departments, subject to the rules and regulations of Civil Service or otherwise.
Upon the several votes passed under Article 31 becoming effec- tive, the Town Accountant shall certify to all boards, committees, department heads and officers au- thorized to expend money, informa- tion regarding every permanent employee under their jurisdiction as follows:
(1) Amount of Permanent Sal- ary.
(2) Amount of Increased Cost of Living Increase.
(3) Total Amount of 1943 Com- pensation.

To see if the Town will vote to purchase the Old Iron Works House, so-called, in accor- dance with the provisions of Chap- ter 507 of the Acts of 1943, and will vote to transfer the sum of four thousand dollars ($4000), appro- priated under Article 15 of the An- nual Town Meeting held March 10, 1943, for that purpose, said sum so transferred to be expended in con- junction with a similar amount pro- vided by the Commonwealth and with such sums as shall be contri- buted and paid into the Town Trea- sury by associations or individuals, or to see what action the Town will take in the matter, agreeable to the petition of M. Louise Hawkes and others.
Art. 16. To see if the Town will vote to authorize the appointment of a committee to purchase and to have charge of the property men- tioned in the preceding Article, or to see what action the Town will take in the matter, agreeable to the petition of M. Louise Hawkes and others.

The Finance Committee Report was read and accepted.
The following Resolution was adopted by the meeting:
Whereas, The town meeting members of the Town of Saugus desire to make formal recognition of the high respect with which the late Honorable William E. Ludden is remembered, by the adoption of resolutions and expressing the great and irreparable loss suffered in his death and paying highly de- served tribute to him whose high sense of honor and many estimable traits of character endeared him to all who had the good fortune to know him; therefore be it
Resolved, That the death of Judge Ludden has deprived not only the Town of Saugus but the Common- wealth of the services of a highly respected and most conscientious citizen. He served for more than a score of years as Trial Justice in our town and in administering his judicial duties he proved himself a man possessed of great wisdom and endowed with a high sense of honor and duty. He served the town faithfully and efficiently for many years as its town counsel. He also served faithfully and efficient- ly as a member of the Cemetery Commission and as a member of numerous special building and other town committees. In his ser- vice as a town meeting member under the representative town meeting government, he proved himself to be a most valuable mem-
ber by reason of his remarkable talents in the conduct of municipal affairs, and in his service as such member the town was the bene- ficiary of his wise counsel and judg- ment. He has left a record of life- long devotion to high ideals. The memory of his upright and useful life will long be cherished by his fellow citizens, and will be an in- spiration to patriotism and to no- bility of purpose; and be it further
Resolved, That these resolutions be spread upon the records of the town and that a copy thereof be sent to the family of the late Judge Ludden.
