Report of the Finance Committee To the Annual Town Meeting March 6, 1944


To the Representative Town Meeting and Citizens of the Town of Saugus


The Finance Committee herewith submits its report on the 1944 Budget:


The Committee in preparing its recommendations has endeavored to be fair with the taxpayer and employee alike and in view of the fact that there has been no appre- ciable decrease in living costs since the 1943 Town Meeting, the Com- mittee unanimously recommends that the policy of a flat 10% with a $200.00 maximum increase for all permanent Town employees as an Increased Cost of Living in- crease which was inaugurated in .1943 be continued until the annual Town Meeting of 1945. It is still the understanding of all depart- ment heads and employees that in the event of an appreciable de- -crease in the cost of living that these increases shall be adjusted at a future Town Meeting. As dir- ected by the 1943 Town Meeting, the Town Accountant has certified


the proper salaries of all personnel to their respective boards, com- mittes, department heads and offi- cers authorized to expend money and upon proper Town Meeting ac- tion will remain in full force and effect.


Due to the fact the State and County net figures shown an im- provement over last year and also in view of the fact that the gen- eral financial condition of the Town has improved (see State Auditor's report on page 59 of the 1943 Town Report) the committee feels that if the recommendations set forth in this report are followed the Town will be able to render the same satisfactory services as have been rendered in the past and at the same time provide a nucleus for a post-war rehabilitation fund which has been started in practi- cally every city and town in the Commonwealth regardless of their present financial condition.

Comments on the General Budget Article 58


Items 16-29 Inc. Public Works Department and Allied Divisions. In order to give the Town Meet- ing Members and citizens a clear and comprehensive picture of the total activities of this department, a separate division in this report has been set up. All of the above items comprise the Public Works Department and its allied divisions wherein budgets contain items for salaries, expenses of operation and maintenance and/or materials and srevices. It is the unanimous opin- ion of the Committee that in the past there has not been a proper


allocation of costs within the de- partment. This statement is no re- flection on the integrity of the Superintendents of Public Works or the various Boards of Select- men but the Committee does not feel that either it or the taxpayers have been able to get a true pic- ture of costs of the various and separate divisions comprising this department. Because of this condi- tion and after consultation with the State Auditors, it is the unan- imous opinion of the Committee that a new account comprising a total amount for personal services (salaries and wages) of all divi- sions of this department be set up

and the actual personal services costs be distributed and applied to the various divisions as it is incurred. The Committee especially recommends the adoption of this new procedure. In accordance with the policy started last year for re- placing obsolete equipment, provi- sion has been made for the pur- chase of a new truck of at least 31/2-tons capacity in the Highway appropriation (Item No. 20).


Item No. 30. Police Department.


The Committee is recommending the addition of one (1) permanent patrolman to be effective April 1st. This is necessitated by the in- creased amount of ambulance work and relief work which has to be done by the members of this de- partment.


Provision for a new prowl car has been made in accordance with the policy of replacing a car of this type each year.


Item No. 33. Fire Department.


The majority of the Committee has recommended the addition of four permanent firemen and the discontinuance of all call firemen effective May 1st as the start of a mutual aid program which when completed should insure the Town complete and adequate fire protec- tion in any event. We are cognizant


of the fact that this will result in an increased cost to the Town but we feel, nevertheless, that the results obtained will more than justify the cost.


Item No. 34. Fire Alarm Divi- sion.


This department has been pro- vided with sufficient funds for the purchase and installation of an audible fire alarm signal.


Item No. 43. Removal of Gar- bage.


The increased amount recom- mended is due to the fact that the lowest bidder for this contract bid $6,000.00 and the contract was awarded on this basis.


Comment on Special Articles


This year the Committee has recommended special articles which are either mandatory or have con- siderable merit. The articles re- questing extensions of water mains, although having merit, have not been recommended inas- much as the War Production Board regulations still do not allow these particular installations because the distance per taker involved is much greater than the regulations call for.
