(2) Increases for promotions caused by vacancies in depart- ments, subject to the rules and regulations of Civil Service or otherwise.


Salaries of new permanent em- ployees who entered upon such em- ployment on or since January 1, 1943 shall be construed to include the Increased Cost of Living in- crease and such new employees shall not receive further benefits hereunder only in accordance with the aforementioned exceptions.


Upon the several votes passed under Article 58 becoming effec- tive the Town Accountant shall certify to all boards, committees, department heads and officers au- thorized to expend money, infor- mation regarding every new per- manent employee under their ju- risdiction as follows :


(1) Amount of Permanent Sal- lary.

Voted that the Town amend the By-Laws by adding the following article :


Cemeteries


Sec. 1. The Board of Ceme- tery Commissioners shall have the sole care, superintendence and management of all public buria grounds in the town, may lay out any existing public burial grounds in the town or any land purchased and set apart by said town for such cemeteries, in lots or other suitable sub-divisions, with proper paths and avenues; may plant, em- bellish, ornament and fence the same and erect therein suitable edifices and conveniences and make such improvements as it con- siders convenient and shall have all the powers delegated to such boards under the General Laws.
