Annual Town Meeting MARCH 15, 1944


The Annual Town Meeting was called to order by the Moderator, Laurence F. Davis, at 8 P.M.


A count of the members was taken. One hundred twenty-five members, constituting a quorum, were present.


The invocation was given by Rev. Frank Greene.


The salute to the flag was given.


The Moderator appointed the following tellers:

The reading of the Warrant was dispensed with by unanimous con- sent.


The reading of the records of the previous meeting was dis- . pensed with by unanimous consent.


The Board of Selectmen were re- appointed as the appraisal coin- mittee.


Article 1. Voted: That the Town Treasurer, with the approval of the Selectmen, be, and he hereby is, authorized to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1944, and to issue a note or notes there- for, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Sec- tion 17 of Chapter 44 of the Gen- eral Laws, and any amendments thereto. Unanimous vote. 8:15 P.M.


Art. 2. Voted: That the Town Treasurer, with the approval of the Selectmen, be, and he hereby is, authorized to borrow in accord- ance with the provisions of Chap- ter 49 of the Acts of 1933, as most recently amended by Chapter 413 of the Acts of 1943, for the pur- pose of providing funds to meet


ordinary maintenance expenses and revenue loans, such borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing. to the Common- wealth for similar loans previously made. Unanimous. 8:16 P.M.


Art. 3. Voted to direct the Board of Selectmen to review and revise the boundaries of the voting pre- cincts in the Town in October, 1944. Unanimous. 8:17 P.M.

After advertising in the Saugus Weekly Advertiser, issue of Feb- ruary 17, 1944, the Planning Board held a public hearing on Article 17 in the Town Hall on February 28, 1944, and after discussion the Board recommends adoption of the article as amended.

by striking out said clause (a) and inserting in place thereof the fol- lowing new clause (a):


"Permit the alteration of any dwelling of two or more stories, existing at the time this by-law is adopted and wherever located, to accommodate two or more family units, provided that the exterior of said dwelling shall remain


un- changed except for the addition of dormer windows or a gable roof to provide additional light and air, additional egress facilities consist- ing of enclosed stairways, open piazzas and other facilities to pro- mote the health, safety, conven- ience and general welfare of the tenants; said facilities to be lim- ited to no more than twenty per cent of the present building ground area and not to exceed the existing height of the present dwelling."

GREETINGS:


In the name of the Common- wealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town Elections and Town Affairs to assemble in the TOWN HALL on WEDNESDAY EVENING, MARCH FIFTEENTH, Nineteen Hundred and Forty-four, at 8:30 o'clock, to hear and act on the fol- lowing articles, viz :


Article 1. To see if the Town will vote to accept Makepeace Street in accordance with plan and profile on file with the Town Clerk, or to see what action the Town will take in the matter, agreeable to the petition of John Picariello and others.


You are hereby directed to serve this WARRANT by posting at- tested copies thereof at the usual places seven days, at least, before the time of holding said meeting.


Hereof, fail not, and make due return of this WARRANT, with your doings thereon, to the Town Clerk, at the time and place of said meeting.

Adjourned Annual Town Meeting MARCH 27, 1944


The meeting was called to order at 8 P.M.


There were 126 members pres- ent, representing a quorum, at 8:12 P.M.


Mr. Howard Berrett was sworn in as a teller.


The invocation was given by Mr. Elmore Brown.


The salute to the flag was given.


The reading of the records of the previous meeting was dispensed with.


Voted to take Article 27 be tak- en from the table. Yeas 62 Nays 8 Article 27


Notice of. Hearing


The Planning Board will hold a public hearing in its office in the Town Hall on Monday, February 28, 1944 at 8:00 P.M. on the peti- tion of Delmont E. Goding and others to amend the Zoning By- Law and Zoning Map so that the following described property shall hereafter be zoned for business purposes : Lot A-317 of Assessors' Plan 2054.

Report of the Planning Board


After advertising in the Saugus Weekly Advertiser issue of Febru- ary 17, 1944 the Planning Board held a public hearing on Article 27 in the Town Hall on February 28, 1944 and after discussion the Board recommends adoption of the article with the zoning limited to a depth of 125 feet from Broad- way.
