Annual Town Meeting MARCH 12, 1947


The Annual Town Meeting of March 12, 1947, was called to order at 8:00 P. M.


The town meeting members not previously sworn in were qualified.


The following tellers were appointed and sworn: Hollis Hogle Clarence Howard

A count of the members was taken. There were 172 present, consti- tuting a quorum.


The reading of the warrant was waived by unanimous consent.


Mr. McDuffee gave the invocation.


The salute to the flag was given.


The Board of Selectmen were appointed appraisers of town prop- erty.


ARTICLE 1. Voted: That the Town Treasurer, with the approval of the Selectmen, be, and he hereby is, authorized to borrow money from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1947, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws and any amendments thereto. 8:17 P. M. Unani- mous. Yeas 173, Nays 0.


ART. 2. Voted: That the Town Treasurer with the approval of the Selectmen, be, and hereby is, authorized to borrow in accordance with the provisions of Chapter 49 of the Acts of 1933, and any amendments

thereto, for the purpose of providing funds to meet ordinary mainten- ance expenses and revenue loans, such borrowing in no event to exceed the amount of the tax titles held in excess of the amount owing to the Commonwealth for similar loans previously made. Unanimous. Yeas 176, Nays 0. 8:18 P.M.


Voted to take up Article 108 out of order. Yeas 108, Nays 21.


ART. 108. Voted: That the increased cost of living increase voted at the 1945 Annual Town Meeting and certified to the various departments by the Town Accountant shall remain in full force and effect until the next Annual Town Meeting of March, 1948.


The salaries of permanent employees, individually or collectively, of any department shall not be increased above such amount as was certi- fied by the Town Accountant except as follows:


1. Increases due to the acceptance of the Teachers' Equal Pay Bill (so-called) and step-rate increases effective September 1, 1946, to teach- ers and janitors in the School Department.


2. Increases for promotions caused by vacancies in departments and step-rate increases subject to the rules and regulations of Civil Service or otherwise.


Salaries of new permanent employees who entered upon such em- ployment on or since January 1, 1945, shall be construed to include the Increased Cost of Living increase and such new employees shall not receive further benefits hereunder only in accordance with the afore- mentioned exceptions.


Upon the several votes passed under Article 108 becoming effective the Town Accountant shall certify to all boards, committees, depart- ment heads and officers authorized to expend money, information re- garding every new permanent employee under their jurisdiction as follows:
