ART. 7. Voted, That the required amount of bonds of the Town Treasurer be $10,000.
ART. 8. Voted, That for the purpose of procuring a tem- porary loan to and for the use of the Town of Swampscott, in anticipation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow from time to time, with the approval of the Board of Selectmen, at an inter- est rate not to exceed six per cent., a sum or sums, in the aggre- gate amounting to Forty Thousand Dollars, and to execute and deliver the note or notes of the Town therefor, payable within one year from the time the loan is made, and any debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the taxes of the present municipal year.
ART. 9. Voted, That the required amount of the bond for the Collector of Taxes be $5,000.
ART. 10. Voted, That a discount of two per cent. be allowed on all taxes paid on or before October I of the current year.

Adjourned Town Meeting, March 22, 1899.
Called to order at 7.45 P. M. by the Moderator, Edmund Russell.

Voted, on motion of George T. Till, That so much of the report of the Superintendent of the Cemetery, as relates to the selection of a lot in the cemetery for single graves, be taken from the hands of the committee; that said portion of the report be adopted, the price of a single grave to be $5.00.
ART. 14. Voted unanimously, on motion of M. E. Nies, That the Water Commissioners be, and are hereby authorized to ' draw on the Town Treasurer for the sum of $600, said sum to constitute an annual salary for the Commissioners, to be appor- tioned in such manner as they shall agree upon; said sum to be charged to the Water Department.
Voted, To take up Art. 42.
Moved by M. V. B. Stone, That a committee of three be ap- pointed-one by the Selectmen, one by the Stone heirs, and the third by the two thus chosen-whose duty shall be to investigate fully the whole matter relating to the taking of the property of William C. Stone and the Stone heirs by the Town for park pur- poses ; with full power further to investigate the claim set forth in the petition of the Stone heirs, and to make such report and finding in the premises as, upon full investigation, may be fair and equitable.
An amendment, offered by Mr. Stubbs, that the first-mentioned member of the committee be appointed by the Chair, having been accepted by Mr. Stone, J. F. Keefe offered an amendment that the matter of Art. 42 be referred to the Park Commissioners. Carried-79 yes, 16 no-by a rising vote.
H. B. Sprague moved a reconsideration of the last vote taken, which was negatived, after Mr. Allen, attorney for the Stone

heirs-having been given permission by the meeting-made some explanatory remarks relative to the taking of lands in question for park purposes.
Voted, To take up Art. 41. M. E. Nies moved that a com- mittee of three be appointed, with full powers, to hear parties and to investigate the entire question raised by Art. 41 of the Town Warrant, and report with recommendations, if any, at the adjourned Town Meeting. Said committee to be appointed from the floor.
Mr. Davis, attorney for Capt. Smith, having been granted per- mission, spoke on the subject of the taking of the lands of Capt. Smith for park purposes.
E. E. Call offered an amendment, that Art. 41 be referred to the Park Commissioners, and that said Park Commissioners be requested to report at an adjourned meeting how many feet of land they have taken, and who they have paid for each and every foot. Motion carried.
Voted, That when we adjourn it be to to-morrow, Thursday evening, at 7.45 o'clock.

ART. IS. Voted, on motion of George T. Till, That Sect. 2 of Art. 3 of the By-Laws of the Town is hereby amended, so that the same shall read as follows : No money shall be paid by the Town Treasurer without a written or printed warrant for the same, signed by a majority of the Selectmen, except for the pay- ment of State taxes and principal and interest on legally author- ized Town notes; and except, also, that debts and demands per- taining to the cost of constructing or maintaining the water works and appliances for supplying the Town and its inhabitants with water; and debts contracted by the Water Commissioners shall be paid upon written warrant, or warrants signed by a ma- jority of the Water Commissioners.
ART. 19. Voted, on motion of George T. Till, That Sect. I of Art. 2 of the By-Laws of the Town is hereby amended, so that the same shall read as follows: The Selectmen shall have full authority, as agents of the Town, to institute and prosecute suits in the name of the Town, and to appear and defend suits brought against it, and to appear in its behalf in proceedings before any committee or tribunal, except suits or proceed- ings for the collection of water rates, or for any other cause of action concerning the delivery or supply of water by the Town, the maintenance of the plant for supplying such water, or for violation of any by-laws, rules or regulations which have been or may hereafter be passed or adopted, as to the establishment or maintenance of water works, pipes, gates, hydrants or other appli- ances for supplying water, or for any other matter fairly within the care, control or jurisdiction of the Water Board, all of which suits or proceedings may be instituted by the Water Board in the name and as agent of the Town, through the Town Counsel.
ART. 20. Voted, To amend the By-Laws by adopting the rules and regulations as presented by the Water Commissioners.

ART. 21. A. R. Bunting offered a motion, That the Board of Water Commissioners be granted authority to adopt such rules and regulations from time to time hereafter, for the

care and protection of the water works and other property of the Town employed in supplying water to the Town and its inhabi- tants, and for the collection of water rates, as said Board may deem expedient.
An amendment offered by E. E. Call, that the Water Com- missioners have the care of the drinking fountains, having been accepted, Mr. Bunting's motion, as thus amended, was carried.
ART. 22. Voted, To refer to the Selectmen, to report at adjourned meeting.

ART. 33. Voted, That the Selectmen be instructed to confer with the agent of the Stetson Land Company, in reference to willingness to bear a part of the expense of improving the drain- age on Norfolk avenue; also, to report on the conditions for improving the same to the sea.

ART. 36. Voted, That the request of E. A. Farnham for permission to connect a private drain with the Town drain on Humphrey street be not granted.

TOWN WARRANT.
ESSEX, SS.
To either of the Constables of the. Town of Swampscott, in said County, Greeting :
In the name of the Commonwealth of Massachusetts, you are directed to notify the inhabitants of the Town of Swampscott, qualified to vote in elections, and in Town affairs, to meet at the Town Hall, in said Swampscott, on Monday, the twenty-fourth day of April, current, at seven-thirty o'clock in the evening, then and there to act on the following Articles, viz :--
ARTICLE I. To choose a Moderator.
ART. 2. To see if the Town will appropriate the sum of Six Hundred Dollars ($600.) for the purpose of rebuilding the wooden box culverts upon Blaney's Beach, near the estates of Marshall and Hayford, or do anything in relation to same, as petitioned for.
ART. 3. To see if the Town will vote to build a single street crossing across Thomas road at Elmwood road, from the estates of Merritt and Twisden, and appropriate Fifty Dollars ($50) for same.
And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depot, Post Office and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.
Hereof fail not, and make due return of this Warrant, with your doings thereon, to the Town Clerk, at the time and place of meeting as aforesaid.

RETURN ON THE WARRANT.
Pursuant to the within Warrant to me directed, I have notified the inhabitants of the Town of Swampscott, to meet at the time and place and for the purpose herein mentioned, by posting up attested copies of said Warrant at the Town Hall, Depots, Post Office, and twelve other public and conspicuous places in said Swampscott, on Monday, the 17th of April, 1899, the posting of said notices being seven days before the time of said meeting.

In accordance with the foregoing Warrant, the inhabitants of the Town of Swampscott, qualified to vote in elections and in Town affairs, met in the Town Hall on Monday, April 24, 1899, and were called to order at 7.30 P. M. by the Town Clerk, who read the Warrant calling said meeting, and the return thereon.
ART. I. Moderator. On motion, it was voted, That the Town Clerk cast one ballot for Edmund Russell for Moderator. That ballot having been cast, Edmund Russell was declared elected Moderator, and was immediately qualified for that duty by the Town Clerk.

SWAMPSCOTT, MASS., April 22, 1899.
To the Citizens of Swampscott :
In regard to that portion of the Selectmen's report relating to rate of taxation, the Board find that appropriations already made will bring the tax rate up to $12 per thousand.
We recommend that all further appropriations that are made shall be raised by loan, and that the Treasurer, under the direc- tion of the Selectmen, be authorized to negotiate such loan, pay- able not sooner than the year 1907.

Report of the Selectmen on the Recommendations of the Board of Fire Engineers.
SWAMPSCOTT, MASS., April 22, 1899.
To the Citizens of Swampscott :
The Board of Selectmen to whom was referred the recommen- dations of the engineers of the Fire Department, beg leave to report as follows :
We recommend an appropriation of $125 for repairing the hook and ladder truck.
We find the floor at the Engine House all rotted out, and sills in bad condition; the doors are partially rotted away. The estimated cost for a granite sill along the front of the building, entire new floor of maple, rotted-out sills replaced and doors repaired, would be $1,000. We recommend that this amount be appropriated for repairs.
In regard to an additional permanent man at the Engine House, we believe this matter should be left with the engineers, without additional appropriation.
It is the opinion of the Board of Selectmen that a " three-horse hitch" is not advisable with the present accommodations at the Engine House.
We recommend that the improvements made be left with the incoming Board of Engineers.

Merritt, That the Committee on Sewerage of the Town of Swampscott is hereby authorized and empowered to take such action as is necessary to secure the ap- proval of the State Board of Health, Lunacy and Charity to the system of sewerage which has been recommended by said Com- mittee, and which is shown by plans and specifications of Ru- dolph Herring, now on file in the office of the Clerk of said Town; and said Committee is hereby authorized and empowered, · in behalf of the Town, to petition the Harbor and Land Com- missioners for authority to erect such structure or structures in tide water as are required for the construction of the outlet to the sewer, as set forth by said plans and specifications.
