All other particulars as to form, issuance and sale of said bonds or notes shall be determined by the Town Treasurer and the Selectmen, but said bonds or notes shall not be sold for less than par and interest.


For the purpose of the $420 for the completion of sewers in Roy and Rockland streets, and $1,500 for the purpose of procuring plans for the extension of the sewerage system, there shall be issued bonds or notes for the sum of $1,900; that the following be fixed as the particulars thereof. note numbered one shall mature one year from the date thereof, and one bond or note shall mature each succeeding year in its numerical order. Said bonds or notes shall bear the Town Seal, shall be signed by the Town Treasurer and the Board of Selectmen; shall be authenticated by the Bureau of Statistics of the Commonwealth of Massachusetts, or by some bank or trust company; shall be subject to registration at the holder's option on presentation to the Town Treasurer for appropriate endorse- ment. The principal and interest shall be payable at the office of the Town Treasurer, or at such bank or trust company as the Town Treasurer and Selectmen shall designate. Said bonds shall bear on their face the words " Swampscott Sewerage Loan, Act of 1913."

To accept and adopt the report of the Ways and Means Committee recommending that the Town Treasurer with the approval of the Selectmen be and hereby is authorized to borrow money from time to time in anticipation of the taxes of the municipal year beginning the first day of January, 1914, to an amount not exceeding in the aggregate one hundred and seventy-five thousand ($175,000) dollars, and to issue a note or notes therefor, payable within one year. ART. 23. To see if the Town will instruct the School Committee, or some other department of the Town to cause a suitable pedestal to be erected for the cannon on the High School grounds and cause the cannon to be mounted thereon, and make appropriation therefor, as recommended by the School Committee.


ART. 24. To see if the Town will appropriate the sum of $659, to be placed in the hands of the Town Treasurer under the provisions of Section I and 2 of Chapter 498 of the Acts of 1908, entitled " An Act to authorize citizens and towns to establish a pension fund for teachers in the public schools," as recommended by the School Committee.


ART. 25. To see if the Town will appropriate the sum of $2,000 to be placed in the hands of the Town Treasurer and to be added to the amount being raised by the Swampscott High School Alumni Association, to con- stitute a Five Thousand Dollar Scholarship Fund, the income of which is to be used to aid graduates of the High School in obtaining a college education, as petitioned for by Herbert W. Blaney and others.


ART. 26. To see if the Town will extend the sewer through Bay View avenue from Greenwood avenue and appropriate money for the same, as petitioned for by Harry M. Curtis and others.


ART. 27. To see if the Town will construct a sewer from Redington street to the property of E. B. Poole, No. 124 Greenwood avenue, and appropriate money for the same, as petitioned for by R. S. Bishop and others.


ART. 28. To see what action the Town will take, if any, towards granting a Saturday half holiday with pay for the employees of the High- way, Water, Sewer and Moth Departments during the entire year, as recommended by the Board of Selectmen.


ART. 29. To see if the Town will appropriate the sum of $800 for the observance of the Fourth of July, the money to be spent under the direc- tion of the Park Commissioners and two citizens to be appointed from the floor, as petitioned for by Oscar G. Poor and others.


ART. 30. To see if the Town will appropriate the sum of $650 for a series of band concerts to be given during the season of 1914, and appro- priate money for the same, as petitioned for by Joseph F. Crowell, Jr., and others.


ART. 31. To see if the Town will extend the water main through Clark avenue, a distance of about 250 feet, and appropriate money for the same, as recommended by the Board of Water and Sewer Commissioners.


ART. 32. To see if the Town will vote to straighten the lines of Red- ington street for a distance of 150 feet, commencing at a point 60 feet north of the corner of Mapledale place, and appropriate money for the same, as petitioned for by G. W. Thomas and others.


ART. 33. To see if the Town will vote to rebuild the box drain outlet of Marshall brook at Blaney's Beach, and appropriate money for the same, as recommended by the Surveyor of Highways.


ART. 34. To see if the Town will vote to authorize the Selectmen to employ a Civil Engineer to act as Town Engineer, to have charge and supervise the engineering work of all the departments of the Town, as recommended by the Board of Selectmen.


ART. 35. To see if the Town will appropriate the sum of $8,000 for Continuous Sidewalks, as recommended by the Selectmen.


ART. 36. To see if the Town will vote that all street oiling and water- ing, including the purchasing of material and furnishing of labor, be done under the supervision of the Surveyor of Highways, and appropriate money for the same, as petitioned for by William F. Poole and others.


ART. 37. To see if the Town will vote to elect its Selectmen in the fol- lowing manner, such vote to become operative at the Annual Town Meeting for the year 1915 : one for a term of one year ; two for a term of one year in 1916; three for a term of one year in 1917 and at each Annual Town Meeting thereafter ; three for the term of one year, as petitioned for by William F. Poole and others.

ART. 38. To see if the Town will vote to collect all ashes and garbage under the supervision of the Board of Health, as petitioned for by William F. Poole and others.


ART. 39. To see if the Town will vote to instruct the Committee on Ways and Means to publish its report of all special Town Meetings, same to be published on or before the date of Town Meeting, as recommended by the Board of Selectmen.


ART. 40. To see if the Town will vote to rescind its action taken under Article 2, with Warrant of meeting of October 10, 1913, relating to the issuing of bonds or notes for the purposes set forth in Articles 2, 3, 4, 5, 6, and 10 of said Warrant.


ART. 41. To see if the Town will vote to refund to the Treasury the sum of $4,200, expended for laying water pipes in Crosman avenue and for replacing water pipes at Galloupe's Point, and make appropriation therefor.


ART. 42. To see if the Town will vote to refund to the Treasury the sum of $1,920 expended for the construction of sewers in Roy and Rock- land streets and for procuring plans for an extension of the sewage system.


ART. 43. To hear and act upon the report of the Selectmen on Blaney's Beach, and make appropriation therefor.


ART. 44. To hear the final report of the Schoolhouse Construction Committee and make appropriation therefor.


ART. 45. To see if the Town will vote to adopt the provisions of Chapter 688 of the Acts of 1913 in relation to the discount and interest on taxes for the year 1914, as recommended by the Selectmen.


ART. 46. To see if the Town will vote to issue bonds or notes to an amount not exceeding the sum of $50,000, for the purposes set forth in and under the authority given by Chapter 778 of the Acts of the year 1913, entitled, An Act relative to the laying out and construction of Humphrey street in the Town of Swampscott.


ART. 47. To appropriate and raise by borrowing or otherwise such sum or sums of money as may be necessary for all or any of the purposes mentioned in the foregoing articles.


The polls to be closed at sunset.


And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depots, Post Offices and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.

In accordance with the foregoing Warrant the voters of the Town assembled at the Town Hall on Monday, February 16, 1913, and were called to order at 6 o'clock, A. M., by Daniel F. Knowlton, Moderator.

The Warrant up to and including Article 3 with the officer's return thereon was read by the Town Clerk, when on motion it was voted to defer the reading of the balance until 10 o'clock in the forenoon.


The following were qualified by the Clerk for their respective duties.

The package containing 1,Soo General Ballots and 240 Special Ballots were delivered to and receipted for by the two Clerks in charge, William R. Pattern and Harold C. Snow. At 6.03 A. M. the polls were declared open for balloting.


At 10 o'clock A. M., the remainder of the Warrant was read by the Clerk.

In accordance with the foregoing adjournment the voters of the Town assembled at the Town Hall on Tuesday evening, Feb. 17, 1914.


The meeting was called to order at 8.05 o'clock by Daniel F. Knowlton, Moderator, there being at that time a sufficient number of voters present to transact business.

The records of the previous meeting were read and no objection being made were declared appproved.


Voted, Article 4. That all reports be received as printed and such as bear recommendations for appropriations be referred to the Committee on Ways and Means.


Voted, Articles 5, 6, 7, and 8. To refer to the Ways and Means Com- mittee.


Voted, Article 9. To adopt the recommendation of the Selectmen in regard to utilizing the Morris property for Public Library purposes and that the Moderator appoint a Committee of three to consider the advisa- bility of this change and report their findings at the adjourned meeting.


Articles 10, 11, 12, 13, 14, 16, 17, 18, 19, and 20 were referred to the Ways and Means Committee.


Voted, Article 15. That the matter of amending the By Laws so that the Warrant for the collection of taxes may be placed in the hands of the Collector of Taxes, September 1, instead of August I, be referred to the Board of Selectmen for consideration, and report to be made at the next adjourned meeting.


Voted, Article 21. That the School Committee and the Board of Select- men, constitute a Committee to investigate the matter of remodeling the High School building and report at the adjourned meeting.


Voted, ART. 22. That the School Committee be not authorized to employ an athletic instructor.


J. Henry Welch gave notice that having voted in the affirmative he would move a reconsideration of the vote taken on Article 22 at the next adjourned meeting.


Articles 23, 24, 25, 26, 27, 28, 29, 30, 31, 32, 33 were referred to the Ways and Means Committee.


Voted, Article 34. That the Board of Selectmen be authorized to employ a Civil Engineer to act as Town Engineer to have charge and supervise the engineering work of all the departments of the Town.

ARTICLE I. To see if the Town will vote to authorize the Board of Water and Sewer Commissioners to execute a lease for a term of five years that portion of the Town of Swampscott's property lying east of the old pumping station on New Ocean street.


ART 2. To see if the Town will vote to construct a sewer in King street and appropriate money for the same, as recommended by the Water and Sewer Commissioners.


And you are directed to serve this Warrant by posting attested copies thereof at the Town Hall, Depots, Post Offices and three other public and conspicuous places in the Town, seven days at least before the time of holding said meeting.
