GENTLEMEN,-I submit herewith my report of an audit of the accounts of the town of Swampscott, for the period from July I, to December 31, 1916, made in accordance with the provisions of Chapter 598 of the Acts of 1910, as amended. This report is in the form of a report to me by Mr. Edward H. Fenton, Chief Accountant of this Bureau, who was placed in charge of the work.

SIR,-In accordance with your instructions, I have made an audit of the accounts of the town of Swampscott for the period from July 1, 1916, to December 31, 19:6, and I submit the following report :
The report submitted by me for the first six months of the year 1916 and this report cover the transactions of the year.
The records of the financial transactions of the several departments were checked to the books in the accounting department.
The books in the accountant's office were checked, the cash book foot- ings were verified, and receipts and payments were checked and compared with departmental reports and with the selectmen's warrants.
Journal entries were examined and postings were checked to the ledger. The accounts in the ledger were listed, proved, and a trial balance taken off.
The accounts were well kept and served as an accurate check on depart- mental accounts.
The treasurer's cash book was added, and receipts and payments were checked and compared with the accountant's books. The bank balances, as shown by bank statements, were checked and reconciled with the balance as shown by the cash book.
The investments of the sinking, trust, and investment funds were examined, checked, and compared with the amounts called for by the books.
Special deposits for the payment of debt and interest were checked, and unpaid coupons were listed and checked with the bank balances.
