Agreeable to the foregoing adjournment of the previous evening the voters assembled at the Town Hall on Friday evening, March 24, 1916.


The meeting was called to order at 8 o'clock by Daniel F. Knowlton, Moderator, there being at that time the necessary number of voters present.


Records of last meeting read and declared approved.


Voted, Article 16. To accept the report of the Ways and Means Com- mittee and adopt their recommendations making the salary of the Sealer of Weights and Measures $100 and appropriating $100 for that purpose, also $70 for general expenses of the department.


Voted, Article 17. To accept the reports of the Ways and Means Com- mittee and adopt their recommendations appropriating $1,600 for care and maintenance of cemetery for current year.


Voted, Article 18. To accept the report of the Ways and Means Com- mittee and adopt their recommendations appropriating for the Health Department as follows :

Voted, Article 43. To accept the report of the Ways and Means Com- mittee and adopt their recommendation appropriating $2,000 to resurface Walker road.


Voted, Article 44. In accordance with the report of the Ways and Means Committee to indefinitely postpone action on the matter of an appropriation to pay premiums upon Employers' Liability Insurance.


Voted, Article 45. To indefinitely postpone any further action on the matter of an appropriation to pay premiums upon insurance policies and in adjusting insurance rates of the town, in accordance with the report of the Ways and Means Committee.


Voted, Article 46. To accept the report of the Ways and Means Com- mittee and adopt their recommendations appropriating $500 to be expended by the Park Commissioners and a committee of four citizens to be appointed from the floor, for the observance of Fourth of July. Commit- tee, Everit B. Terhune, Frank A. B. Stanton, James Sharp and Andrew Olsen, Oscar G. Poor (the last name being added to the Committee by vote of the meeting).


Voted, Article 47. To accept the report of the Ways and Means Com- mittee and adopt their recommendations appropriating $300 for the employment of District Nurse or other nurses, as provided in Chapter 72, Act of 1911, the money to be expended under the direction of the Selectmen.


Voted, Article 48. To accept the report of the Ways and Means Com- mittee and adopt their recommendation appropriating $675 for Teachers' Pension Fund, under Chapter 498, Acts of 1908, Sections 1 and 2.


Voted, Article 50. To accept and adopt the report of the Ways and Means Committee on this article appropriating $200 to pay for water used in the water troughs of the town for current year, and appoint the Select- men and Water and Sewerage Board a committee to confer upon this question and report at the next annual town meeting.


Voted, Article 51. To adopt this article, authorizing and directing the selectmen to petition the Legislature for authority to borrow money for the purposes of playground development, as stated in this article.


Voted, Article 52. To accept and adopt the report of the Ways and Means Committee, referring the subject matter of a Police Signal System to the Selectmen and Chief of Police for investigation, a report to be made at some future town meeting.


Voted, Article 53. To accept and adopt the report of the Ways and Means Committee on this article, as amended, granting a Saturday half- holiday with pay to the employees of the Highway, Water, Sewer, Moth and Cemetery Departments under the same regulations as in 1915.


Voted, Article 55. To accept the report of the Ways and Means Com- mittee and adopt their recommendations appropropriating $7,000 to be used by the High School Building Committee for work now under construction.

Voted, Article 57. To accept the report of the Ways and Means Com- mittee and adopt their recommendations as follows :


That the following be fixed as the particulars of the bonds or notes to be issued by the town pursuant to and for the purposes specified in Articles 19 and 25, which relate to the appropriation of $8,500 to lay a cement pave- ment on and curb both sides of that portion of Essex street between the easterly side of Burrill street and the entrance to the Boston & Maine freight yard; and $6,000 for isolated and continuous sidewalks, said appropria- tions aggregating $14,500.


There shall be 15 bonds or notes of the town, 14 for the sum of $1,000 each, numbered 1 to 14 inclusive, and one for the sum of $500, numbered 15. They shall be dated during the current year. Bonds or notes num- bered 1, 2, 3, 4, and 5 shall be payable one year from their date. Bonds or notes numbered 6, 7, 8, 9 and 10 shall be payable two years from their date. Bonds or notes numbered 11, 12 and 13 shall be payable three years from their date, and I bond or note shall be payable each year thereafter in their numerical order. Said bonds or notes shall bear the town seal, shall be signed by the Town Treasurer and countersigned by a majority of the Board of Selectmen, shall bear interest at a rate not exceeding 42 per centum per annum, payable semi-annually, shall be authenticated by some Bank or Trust Company, or by the Massachusetts Bureau of Statistics, shall be subject to registration at the holder's option upon presentation to the Town Treasurer for cancellation of coupons, if coupon bonds or notes are issued, and appropriate endorsement.


Principal and interest shall be payable at the office of the Town Treas- urer or at such Bank or Trust Company as the Town Treasurer and the Selectmen shall designate. Said bonds or notes shall bear on their face the words " Swampscott Concrete Pavement and Sidewalks-1916." Said. bonds or notes shall be sold under the direction of the Town Treasurer and the Board of Selectmen.


All other particulars as to form, issuance and sale of said bonds or notes shall be determined by the Town Treasurer and the Board of Select- men, but said bonds or notes shall not be sold for less than par and inter- est. (Unanimous.)


Voted, Article 57. To accept the report of the Ways and Means Com- mittee and adopt their recommendations as follows :


That the following be fixed as the particulars of the bonds or notes to be issued by the town pursuant to and for the purposes specified in Article 24, relating to the appropriation of $6,500 for the construction of Phillips park drain, and $650 for the extension of the Marshall brook drain, said appropriations aggregating $7,150.


There shall be 15 bonds or notes of the town, 14 for the sum of $500 each, numbered I to 14 inclusive, and one for the sum of $150, numbered 15. They shall be dated during the current year. The bond or note numbered I shall be payable one year from the date thereof, and one bond or note shall be payable each year thereafter in their numerical order. Said bonds or notes shall bear the town seal, shall be signed by the Town Treasurer and countersigned by a majority of the Board of Selectmen, shall bear interest at a rate not exceeding 4 1-2 per centum per annum, payable semi-annually, shall be authenticated by some Bank or Trust Company or by the Massachusetts Bureau of Statis- tics, and shall be subject to registration at the holder's option on presen- tation to the Town Treasurer for cancellation of coupons, if coupon bonds or notes are issued, and appropriate endorsement.

Voted, Article 57. To accept the report of the Ways and Means Com- mittee and adopt their recommendations as follows :


That the following be fixed as the particulars of the bonds or notes to be issued by the town pursuant to and for the purposes specified in Articles 31 and 33, relating to the appropriation of $2,000 for the con- struction of a sewer from Ontario street to Erie street, so-called, and $20,000 for the extension of the eastern end of the new trunk sewer, said appropriation aggregating $22,000.


There shall be 22 bonds or notes of the town for the sum of $1,000 each, numbered I to 22 inclusive. They shall be dated during the current year. The bond or note numbered I shall be payable one year from the date thereof, and one bond or note shall be payable each year thereafter in their numerical order. That the following be fixed as the particulars of the bonds or notes to be issued by the town pursuant to and for the purposes specified in Articles 21, 34, 35 and 36, which relate to the appropriation of $700 for the exten- sion of the water pipe on Galloupe's Point from the dead end, opposite the Clapp estate, to the dead end in Tupelo road; $3,000 to lay a six-inch water main in Gale avenue ; $800 to lav 6-inch water main in Hill Crest avenue, and $1, 100 to lay a six-inch water main in Ocean avenue, said appropriations aggregating $5,600.


There shall be II bonds or notes of the town. One for the sum of $600, numbered I, and 10 for the sum of $500 each, numbered 2 to II inclusive. They shall be dated during the current year. The bond or note numbered one shall be payable one year from the date thereof, and one bond or note shall be payable each year thereafter in their numerical order. Said bonds or notes shall bear the town seal, shall be signed by the Town Treasurer and countersigned by a majority of the Board of Selectmen and of the Water Commissioners (now Water and Sewerage Board), shall bear interest at a rate not exceeding 4₺ per centum per annum, payable semi- annually, shall be authenticated by some Bank or Trust Company, or by the Massachusetts Bureau of Statistics, shall be subject to registration at the holder's option on presentation to the Town Treasurer for cancellation of coupons, if coupon bonds or notes are issued, and appropriate endorse- ment.

In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said Town who are qualified to vote in Primaries to meet in the Town Hall, in said Swampscott, on Tuesday, the 25th day of April, 1916, at 3 o'clock P. M., for the following purposes :


To bring in their votes to the Primary Officers for the election of candidates of political parties for the following offices :

Pursuant to the within warrant to me directed, I have notified the legal voters of Swampscott by posting attested copies of said warrant at the Town Hall, Post Offices, depots and five public and conspicuous places in Swampscott, on Saturday, April 15th, 1916, the posting of said notices being at least seven days before the time of said meeting.

In accordance with the foregoing warrant, the voters of the Town assembled at the Town Hall on Tuesday, April 25, 1916.


The meeting was called to order at 3 P. M. by Henry S. Baldwin, Chairman of the Selectmen and presiding election officer.


The warrant, calling the meeting and the return thereon, was read by the Town Clerk.
