Greeting:
In the name of the Commonwealth of Massachusetts you are di- rected to notify the inhabitants of the town of Swampscott, qualified to vote in elections and in town affairs, to assemble in their respec- tive precincts, in said Swampscott, on Monday, the nineteenth day of February, at 6 A.M., then and there to act on the following arti- cles, viz:
At the close of the election the meeting shall adjourn to Monday, February 26, 1934, at 7.45 P.M., at the Town Hall.
Article 1. To choose a Moderator for one (1) year.
To choose a Town Clerk for one (1) year.
To choose three members of the Board of Selectmen for one (1) year.
To choose a Town Treasurer for one (1) year.
To choose one member of the Board of Assessors for three (3) years.
To choose a Collector of Taxes for one (1) year.

Article 3. Shall an act passed by the General Court in the year nineteen hundred and thirty-four entitled "An Act making the pro- visions of the Civil Service Laws Applicable to the town of Swamp- scott with respect to its Highway Department" be accepted ?
Article 4. To hear and act on the reports of town officials, boards and committees.
Article 5. To see what amount of bonds will be required of the Town Clerk and Custodian of Trust Funds for the ensuing year.
Article 6. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money, from time to time, in anticipation of the revenue of the financial year, beginning Jan- uary 1, 1934, and to issue a note or notes therefor, payable within one year, the debt or debts incurred thereby to be paid from the revenue of said financial year.
Article 7. To see what action the town will take in relation to salaries of town officials for the ensuing year.
Article 8. To see if the town will accept donations from the employees of any department.
Article 9. To see what action the town will take in relation to the recommendations not calling for the appropriation of money, as contained in the reports of officers, boards or committees.
Article 10. To see what action the town will take in relation to the recommendations calling for the appropriation or expenditure of money, the creation of a debt, or the disposition of town property, as set forth in the reports of officers, boards or committees.
Article 11. To see what action the town will take in relation to the appropriation of money for departmental and other expenses as recommended and set forth on pages 156-157 of the annual town report.
Article 12. £ To see if the town will vote to elect the Collector of Taxes and the Town Treasurer each for a term of three years beginning with the annual town election for the year 1935.
Article 13. To see if the town will pass the following by-law: The Collector of Taxes shall have the sole authority to collect, re- ceive, sue for, all water bills and other sums due for supply of water, service furnished by the water department, or interest under any agreement with the Water Department. Any existing by-law incon- sistent with the foregoing is hereby repealed.
Article 14. To see if the town will vote to authorize the town treasurer with the approval of the Board of Selectmen to assign any tax titles held in his custody under the provision of the General Laws of the Commonwealth of Massachusetts, and to execute, ac- knowledge and deliver assignments thereof in the name and behalf of and under the seal of the town of Swampscott as provided for under Chapter 60, Section 52, of the General Laws, Tercentenary edition as petitioned for by Clarence B. Humphrey et al.
Article 15. To see if the town will vote to appropriate the sum of $2,000 for the foreclosure and redemption of tax titles, to be expended by the Town Treasurer under the direction of the Board of Selectmen.
Article 16. To see if the town will vote to appropriate to the account of unpaid bills the sum of $1,899.96 to cover bills of the de- partments named contracted in 1933 and remaining unpaid at the time of the closing of the books for the year 1933. Board of Public Welfare, $1,757.00; Park Department, $114.51; Heat and Light G. A. R. Hall, $12.04; Library, $16.41.
Article 17. To see if the town will authorize the Board of As- sessors, the Park Commission, the Board of Public Welfare and the Planning Board to appoint a member of such Boards to act as Sec-

retary thereof and receive pay therefor as provided by Chapter 41, Section 4A of the General Laws, Tercentenary edition.
Article 18. To see if the town will authorize the Board of Pub- lic Welfare to appoint one of its own members as agent and investi- gating officer and to fix the salary of such appointee as provided by Chapter 41, Section 4A of the General Laws, Tercentenary edition.
Article 19. To see what action the town will take in relation to the appropriation or raising of money for permanent street con- struction.
Article 20. To see if the town will vote to remove the wooden blocks on Humphrey street and resurface same with some kind of permanent pavement and appropriate money therefor as recom- mended by the Surveyor of Highways.
Article 21. To see if the town will vote to straighten and widen, also resurface Puritan road and appropriate money therefor as rec- ommended by the Surveyor of Highways.
Article 22. To see if the town will vote to replank the surfaces of Essex street and Danvers road bridges and appropriate money therefor as recommended by the Surveyor of Highways.
Article 23. To see if the town will vote to lay a drain and build necessary catch basins and manholes to take care of the surface water on Fuller avenue, Bay View avenue, and Cedar Hill terrace and appropriate money therefor as recommended by the Surveyor of Highways.
Article 24. To see if the town will vote to take such action as may be necessary as will eliminate the damage done by the uncon- trolled flow of surface water on Humphrey street, Bay View drive, Cedar Hill terrace, and Greenwood avenue and appropriate money therefor as petitioned for by Caroline T. Hobbs et al.
Article 25. To see if the town will vote to put Lewis road and Kensington lane, together with the sidewalks of same in shape with a proper top finish and appropriate money therefor as petitioned for by Frank J. Carls et al.
Article 26. To see if the town will vote to purchase the fol- lowing equipment for the use of the Highway department: Two mo- tor driven sidewalk plows, one small truck and one air compressor and appropriate money therefor as recommended by the Surveyor of Highways.
Article 27. To see if the town will instruct the Surveyor of High- ways to clean the town's beaches weekly from May 15 to October 15, or more frequently if conditions require and appropriate money therefor as petitioned for by Weston K. Lewis et al.
Article 28. To see if the town will vote to accept Hampshire street as a public way as laid out by the Board of Selectmen, in accordance with a plan made by W. W. Pratt, Town Engineer dated January 1934, and to appropriate money therefor, as petitioned for by Newton Courtney et al.
Article 29. To see if the town will vote to accept the laying out of Foster road, as made by the Board of Selectmen, and as shown on a plan dated February 1934, drawn by W. W. Pratt, Town En- gineer, on file in the office of the Town Clerk, under the laws of the Commonwealth, authorizing the assessment of betterments; will au- thorize the Board of Selectmen to acquire by purchase or eminent domain or either, an easement over or fee in the land within the loca- tion of said lay-out; construct a public street in accordance there- with, and appropriate money therefor, as recommended by the Board of Health.
Article 30. To see if the town, in the event of the acceptance and construction of Foster road as laid out by the Board of Select-

Pratt, Town Engineer on file in the office of the Town Clerk, will vote to authorize the Board of Water and Sewerage Commissioners to lay a water main in said road under the laws of the Commonwealth au- thorizing the assessment of betterments and appropriate money therefor, as recommended by the Board of Health.
Article 31. To see if the town will vote to amend or annul Sec- tion 8 of Chapter VII of the Town by-laws so that the same shall not apply to any construction of a public street, laying of main, or to doing other public work on Foster road and Windsor avenue so- called, as recommended by the Board of Health.
Article 32. To see if the town will vote to accept the laying out of a portion of Windsor avenue as made by the Board of Selectmen, and as shown on a plan dated February, 1934, drawn by W. W. Pratt, Town Engineer, on file in the office of the Town Clerk, under the laws of the Commonwealth authorizing the assessments of better- ments; will authorize the Board of Selectmen to acquire by purchase or eminent domain or either, an easement over or fee in the land within the location of said lay-out; construct a public street in ac- cordance therewith, and appropriate money therefor, as recommended by the Board of Health.
Article 33. To see if the town, in the event of the acceptance and construction of a portion of Windsor avenue as laid out by the Board of Selectmen and shown on plan dated February, 1934, drawn by W. W. Pratt, Town Engineer, on file in the office of the Town Clerk, will vote to authorize the Board of Water and Sewerage Com- missioners to lay a water main in said avenue under the laws of the Commonwealth authorizing the assessment of betterments and ap- propriate money therefor, as recommended by the Board of Health.
Article 34. To see if the town will vote to acquire by eminent domain, by purchase, or either, for the purpose of a public way, a fee in, or an easement over, or both, certain land lying between Aspen road and Millett road, a description of which follows, and appro- priate money therefor, as recommended by the Board of Selectmen.
Beginning at the point of curve on the Southerly line of Aspen road, said point being the Northwest corner of property owned by Mary E. Desmond, thence S28-51-30E along the Southerly line of As- pen road for a distance of ten (10.00) feet, thence curving to the left with a radius of ten (10.00) feet, for a distance of fifteen and sev- enty-one hundredths (15.71) feet, thence by land of J. P. Cochrane, liquidator, N61-08-30E for a distance of ten (10.00) feet to the point of beginning. Said description being a part of lot No. 25 as shown on a plan of the Shaw estate, town of Swampscott, dated June 17, 1914, and contains twenty-two (22.00) square feet.

Article 36. To see if the town will vote to purchase a police hospital ambulance and that the sum of $3,000 be appropriated there- for as recommended by the Chief of Police.
Article 37. To see if the town will vote to exchange the 1930 Chevrolet police patrol car for two small roadsters, equipped with short-wave radio receiving sets, and that the sum of $1,160 be ap- propriated therefor as recommended by the Chief of Police.
Article 38. To see if the town will vote to install the police teletypewriter service at the police station and appropriate money therefor as recommended by the Chief of Police.
Article 39. To see if the town will vote to authorize the Chief of Police to exchange two 1929 Harley-Davidson motorcycles for one small single cylinder motorcycle and appropriate $190 therefor.
Article 40. To see if the town will vote to purchase a 750 gallon Triple Combination Motor Pumper and equipment, to replace the old Chemical Combination now in service at the Phillips Beach Fire Sta- tion, and appropriate money therefor, as recommended by the Board of Fire Engineers.
Article 41. To see if the town will vote to appropriate $360.00 to make necessary changes in the charging and battery plant of the fire alarm system, as recommended by the Board of Fire Engineers.

Article 42. To see if the town will vote to purchase 500 feet 21/2 inch cotton rubber lined fire hose and appropriate $500.00 there- for as recommended by the Board of Fire Engineers.
Article 43. To see if the town will vote to construct a sewer in Hillcrest circle and Upland road a distance of about 425 feet and appropriate money therefor as recommended by the Water and Sew- erage Board.
Article 44. To see if the town will vote to transfer from the Water Available Surplus $5,000.00 to Water Emergency fund as recommended by the Water and Sewerage Board.
Article 45. To see if the town will vote to appropriate the sum of $8,000, or any portion thereof, to be expended by the Board of Park Commissioners, for filling and grading a portion of Phillips Park in order to make the same usable for athletic activities, as recommend- ed by the Park Commissioners.
Article 46. To see if the town will appropriate money to be ex- pended by the Board of Park Commissioners to make repairs and al- terations to the Administration Building, so-called, at Blaney Beach, as recommended by the Park Commissioners.
Article 47. To see if the town will vote to authorize the pur- chase of a truck with a dump body and hydraulic hoist for the use of the Park Department and appropriate money therefor as recom- mended by the Park Commissioners.
Article 48. To see if the town will vote to take by eminent do- main or by purchase, or both, for public park purposes, the follow- ing land, bordering on Jackson Park, and appropriate money therefor, as recommended by the Park Commissioners.

Article 50. To see if the town will vote to take any action to limit the number of town offices which may be held at one time by any one person as petitioned for by James W. Buchanan et al.
Article 51. To see if the town will vote to take any action to limit the total compensation to be paid to any one person holding more than one town office at one time as petitioned for by James W. Buchanan et al.
Article 52. To see if the town will vote to provide a suitable and permanent Honor Roll of World War veterans, who were resi- dents of Swampscott at the time of answering the call to arms, said memorial to replace the temporary Honor Roll formerly located on Town Hall lawn, and appropriate money therefor, as petitioned for by the Leon E. Abbott Post 57, Ameican Legion and Joseph L. Ste- vens Post 1240, Veterans of Foreign Wars.
Article 53. To see if the town will vote to transfer to Joseph L. Stevens Post 1240 Veterans of Foreign Wars, the so-called G. A. R. Hall, and the premises appurtenant thereto, and under what condi- tions, if any, as petitioned for by Joseph L. Stevens Post 1240, Veterans of Foreign Wars.
Article 54. To see if the town will vote to appropriate a suffi- cient amount of money to be expended for a fitting and proper cele- bration of Independence Day on July 4, the next, as petitioned for by the American Legion, Veterans of Foreign Wars, Red Men, Odd Fellows and Knights of Phythias.
Article 55. To see if the town will vote to change from a resi- dential zone to a business area the property owned by Grace S. French located on Humphrey street bounded on the east by Cardillo terrace and on the west by Glen road and shown on Assessors' Plan No. 23, lot No. 10, as petitioned for by Abram French et al.
Article 56. To see if the town will vote to change from a resi- dential zone to a business area the property on Humphrey street and King's Beach terrace as shown on Assessors' Plan No. 1, lots 122, 175, 176 and 181 for the purpose of erecting a theatre thereon as petitioned for by John J. Foley et al.
Article 57. To see if the town will vote to transfer the sum of $3,000 from the Cemetery Lots fund and income to the account of Cemetery Improvement for the purpose of continuing the work at the cemetery.
Article 58. To see if the town will appropriate the sum of $10,000 to be used by the Board of Selectmen in furnishing mate- rials, trucks, supervision as may be required of the town in provid- ing Civil Works Administration projects.
Article 59. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles.
The polls will close at 6 P.M.
And you are directed to serve this Warrant by posting an at- tested copy thereof at the Town Hall, the Post Offices, at least one public and conspicuous place in each precinct in the town, and at or in the immediate vicinity of each railroad station in the town, seven days before the day appointed for said meeting.
