Article 45. To see if the town will vote to accept the provisions of Sections 21-25 inclusive of Chapter 136 of the General Laws, an act to permit certain sports and games on the Lord's Day as petition- ed for by Ralph E. Daniels et al.


Article 46. To see if the town will vote to amend its by-laws by adding thereto the following:


Hereafter in the making of appointments to town offices, or in the employment of mechanics, teamsters and laborers and other town employees, preference shall first be given to citizens of the common- wealth who are residents of the town and who have served in the army, navy or marine corps of the United States in time of war and who have been honorably discharged therefrom or released from ac- tive duty therein, and who are qualified to perform the work to which the employment relates, as petitioned for by John T. Lee et al.


Article 47. To see if the town will vote to adopt a resolution whereby applicants for employment, for any town department, not under civil service law, having no mental or physical infirmities, and having been resident citizens of the town during a period of not less than five (5) consecutive years, be given first consideration for eith- er temporary or permanent employment. The Board of Selectmen to be empowered thereof and authorized to enforce same, as peti- tioned for by Wayne Anderson et al.

Article 48. To see if the town will vote to instruct the Board of Selectmen or whoever may be given charge of unemployment relief to use the first two thousand dollars of any money appropriated for the relief of unemployment, to prepare Windsor avenue for water service as petitioned for by Francis G. Wadleigh et al.


Article 49. To see if the town will vote to appropriate a suf- ficient sum of money for a suitable observance of the Fourth of July.


Article 50. To see if the town will vote to instruct the Surveyor of Highways to place Pitman road in proper condition and appro- priate money therefor as petitioned for by Francis H. Humphreys et al.


Article 51. To see if the town will vote to transfer from the Cemetery Lots Fund Income, the sum of $400 for the purchase of loam to be used in grading lots at the cemetery as recommended by the Board of Selectmen.


Article 52. To see what amount of money the town will vote to transfer from the Excess and Deficiency account to be used by the Assessors in fixing the tax rate for the year 1933.


Article 53. To see if the town will vote to build a drain in Shelton road for the purpose of relieving surface water conditions in that street and appropriate money therefor.


Article 54. To see what action the town will take in relation to the appropriation of money for the relief of unemployment.


Article 55. To see if the town will accept donations from any department.


Article 56. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles.


The polls will close at 6 P.M.


And you are directed to serve this warrant by posting an at- tested copy thereof at the Town Hall, the Post Offices, at least one public and conspicuous place in each precinct in the town, and at or in the immediate vicinity of each railroad station in the town, seven days before the day appointed for said meeting.


Hereof fail not, and make due return of this warrant, with your doings thereon, to the Town Clerk at the time and place of meeting aforesaid.

In accordance with the adjournment of February 20, 1933, the town meeting members assembled at the Town Hall and were called to order by John R. Hurlburt, Moderator, the necessary quorum be- ing present (138 members).


Voted to dispense with the reading of records of last meeting.

REPORT OF THE FINANCE COMMITTEE


To the Members of the Limited Town Meeting:


In submitting to you our recommendations for the budget for the year 1933 we have not been unmindful of the general economic situation and the demand for a reduction in town expenses in line with the action that has already been taken by other towns similar to that of Swampscott. One must realize, however, that there are various government activities to which we have become accustomed and which seem to be demanded. We have studied this phase of the situation, and have dealt with the budget as submitted to us by the various department heads.


The bulk of the expenditures under this budget is for wages; and it is here that a saving, if any, must be made. As submitted to us, the wages represent 65 per cent of the total budget.


Of the three hundred and fifty-four towns and cities in Massa- chusetts there are only four with an area less than that of Swamp- scott, viz: Nahant, Winthrop, Chelsea and Hull. Swampscott has an area of 3.1 square miles. There is no reason why, within this area, affairs cannot be properly organized to obtain the maximum efficien- cy at a minimum expense. Our population being entirely residential, it is difficult to ascertain to what extent our residents have been af- fected by the general depression.

Our tax collector reports that on January 1, 1931, there was outstanding in taxes $108,531.86, that on January 1, 1932, there was $126,199.44, and on January 1, 1933, there was $193,002.96. This does not represent a healthy condition. As of December 1, 1932, he r ports that no payment at all had been made on 933 tax bills, and that only partial payments had been made on 144 others. These to- gether represent 36 per cent of the total tax bills sent out. This would indicate an increasing difficulty by citizens in meeting govern- ment expense.


On the question of wages, it is interesting to note that in ac- cordance with the law the Town Meeting Members cannot in every instance fix the wage. They can determine the amount of compensa- tion to be paid elective Town Officials, and they can determine by vote the gross amount of money to be expended by department heads for wages. They can, also, recommend what, in their opinion, the wage should be, commensurate with the appropriation, and this hav- ing been done, the burden will be placed upon the head of the elected and appointed officials to carry out the intention of the vote and regulate their wages accordingly.


For this reason we are this year submitting a segregated bud- get, separating the wages from other expenses, believing it unnec- essary at this time to further segregate the "other expenses."


In making the appropriations for salaries and wages of all Town Officials and employees of every class, we have, as nearly as practical, reduced the amounts appearing in 1932 by 10 per cent; and it is the spirit and intention of the Finance Committee that all salaries and wages should be made 10 per cent less than last year.


It is not possible at this time of the year to accurately estimate the State Taxes or the amounts due from Income and Corporation Taxes. From the Tax Commissioner's office and from the Town Re- port, however, there are certain figures available from which anti- cipated results can be approximated; and we believe that if our recommendations are adopted, the tax rate can be maintained. If State and County Taxes are not increased, we may expect a lower tax rate, thus relieving the burden on real estate and the amounts our citizens now pay in taxes.


Article 3-We recommend that the Town Clerk be required to furnish a bond in the amount of $1,000 and that the custodian of trust funds be required to furnish a bond in the sum of $10,000.00 for the ensuing year.


Article 4-We recommend that the salaries of all town officials be reduced 10 per cent for the ensuing year.


Article 5-We recommend that the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow up to $600,000.00 from time to time in anticipation of the revenue of the financial year beginning January 1, 1933, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a period of less than one year in ac- cordance with Section 17, Chapter 44, General Laws; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1933.


Article 8-We recommend that the item for water of $64,000.00 and also the item for emergency water of $2,500.00, under their re- spective headings, be taken from the estimated receipts of the Wa- ter Department for the current year. We recommend that the fol- lowing amounts be appropriated for the various departments for the ensuing year:
