Article 9-We recommend that action on this article be indefin- itely postponed.


Article 10-In this article, as well as all other articles following, in which we recommend that money be transferred from the "Water Available Surplus" and from the "Emergency Sewer Fund," the recommendations have only been made after they were approved by the Water and Sewerage Board and by the Town Engineer.


In reference to this article, we recommend that the sum of $2,300.00 be transferred from the "Emergency Sewer Fund" for the purpose of doing this work. No work is to be done until proper waivers have been signed as recommended by the Water and Sewer- age Board.


Article 11-In this case we recommend that the sum of $1,800.00 be transferred from the Emergency Sewer Fund for the purpose of extending the pipe drain from Mapledale place to Walker road. No work is to be done until proper waivers have been signed as recom- mended by the Water and Sewerage Board.


Article 12-In this case we recommend that the sum of $800.00 be transferred from the Emergency Sewer Fund for the purpose of laying a drain and building catch basins in Forest avenue at the junction of Fuller avenue.


Article 13-We recommend that the sum of $600.00 be trans- ferred from the Emergency Sewer Fund for the purpose of laying a drain and building necessary catch basins and manholes to take care of the surface water on Cherry street.

Article 14-We are advised by the Town Engineer that there is no present necessity for laying a drain in Nason road. We therefore recommend that action on this article be indefinitely postponed.


Article 15-We are advised by the Town Engineer that little or no relief would come from installing a catch basin at the corner of Beach Bluff avenue and Bellevue road as long as Beach Bluff ave- nue is in its present shape. We therefore recommend that action on this article be indefinitely postponed.


Article 16-We recommend that the sum of $150.00 be trans- ferred from the Emergency Sewer Fund for the purpose of installing a catch basin at the Northeast corner of Burrill street and Paradise road.


Article 17-We recommend that the sum of $700.00 be trans- ferred from the Emergency Sewer Fund for the purpose of laying a sewer in Burpee road, a distance of 160 feet.


Article 18-We recommend that the sum of $1,500.00 be trans- ferred from the Emergency Sewer Fund for the purpose of laying a sewer in Pleasant street, a distance of 250 feet.


Article 19-We recommend that the sum of $1,200.00 be trans- ferred from the Emergency Sewer Fund for the purpose of laying a sewer in Beach avenue, a distance of 275 feet.


Article 20-We recommend that the sum of $2,000.00 be trans- ferred from the Water Available Surplus for the purpose of laying a new six inch pipe in Beach Bluff avenue in place of the old cement lined pipe which is at present located there.


Article 21-We recommend that the sum of $1,200.00 be trans- ferred from the Water Available Surplus for the purpose of laying a six inch water main in Atlantic road, a distance of about 600 feet.


Article 22-We recommend that the sum of $925.00 be trans- ferred from the Water Available Surplus for the purpose of laying a six inch water main in Ocean avenue, a distance of about 500 feet.


Article 23-We recommend that the sum of $850.00 be trans- ferred from the Water Available Surplus for the purpose of laying a six inch water main in Eulow street, a distance of about 375 feet.


Article 24-We recommend that the sum of $525.00 be trans- ferred from the Water Available Surplus for the purpose of. laying a six inch water main in Suffolk avenue, a distance of about 145 feet.


Article 25-We recommend that the sum of $1,500.00 be trans- ferred from the Water Available Surplus for the purpose of laying a six inch water main in Bellevue road, a distance of about 670 feet.


Article 26-We recommend that the sum of $700.00 be trans- ferred from the Water Available Surplus for the purpose of laying a six inch water main in Lodge road, a distance of about 330 feet.


Article 27-We recommend that the sum of $600.00 be trans- ferred from the Water Available Surplus for the purpose of laying a six inch water main in Magnolia road, a distance of about 265 feet.


Article 28-We recommend that the sum of $2,000.00 be trans- ferred from the Water Available Surplus for the purpose of laying a six inch water main in Kensington lane, a distance of about 410 feet.


Article 29-We recommend that the sum of $360.09 be trans- ferred from the Water Available Surplus for the purpose of laying a four inch water main in Lombard terrace, a distance of about 200 feet.


Article 30-We recommend that the sum of $350.00 be trans- ferred from the Water Available Surplus for the purpose of laying a two inch water main in Ellis terrace, a distance of about 175 feet.

Article 31-We recommend that the sum of $750.00 be trans- ferred from the Water Available Surplus for the purpose of laying a two inch water main in Ryan place, a distance of about 400 feet.


Article 32-We recommend that the sum of $750.00 be trans- ferred from the Water Available Surplus for the purpose of laying a two inch water main in Brewster terrace, a distance of about 210 feet.


Article 33-Since the erection of the old stand pipe many years ago, the town has spread out to such an extent that at the present time the water pressure in some parts of the town is wholly inade- quate. Further, the present stand pipe is fast showing signs of de- cay; and in order to provide anywhere near reasonable pressure and a fair water supply upon which the town could rely, it is apparent that the old stand pipe should be replaced with a new one of much larger size and stability. We therefore recommend that the sum of $25,000.00 be transferred from the Water Available Surplus for the purpose of constructing a new stand pipe as recommended by the Water and Sewerage Board.


Article 34-We are advised by the Town Engineer that to straighten, widen, and resurface Walker road from the railroad bridge to the State road would cost about $6,000.00 While the road could be improved, it is in very fair condition and does not call for the expenditure of any such amount at the present time. We there- fore recommend that further action upon this article be indefinitely postponed.


Article 35-In reference to the removal of the wooden blocks on Humphrey street and resurfacing the same with some kind of per- manent pavement, we are advised by the Town Engineer and the Surveyor of Highways that this would cost about $20,000.00. This is work which we feel should not be undertaken without some financial assistance from both the County and the State. The road is in fair condition and in all probability will give good service for a long time to come. We therefore recommend that action on this article be in- definitely postponed.


Article 36-With reference to this article, it does seem that the work as proposed should be done and the Board of Selectmen should be authorized to take, by eminent domain, for the purpose of a pub- lic way and widening Beach Bluff avenue at its intersection with Humphrey street, the parcels of land described in said article. We are reliably informed that the cost of this taking would not exceed the sum of $100.00. We therefore recommend that the sum of $100.00 be appropriated for the purpose of allowing the town to take the nec- essary land, and that the Board of Selectmen be authorized to take the aforesaid property by eminent domain.


Article 37-We are advised by the Town Engineer that at the present time he would not consider it advisable and expedient to accept Bates road. We therefore recommend that further action up- on this article be indefinitely postponed.


Article 38-We are impressed with the necessity of the Fire Department for a new truck to replace the truck formerly used for brush fires which gave out last year. Such a truck would serve many times to answer calls which would otherwise have to be answered by the new pump. The truck which is proposed to be purchased could answer any calls in sections of the town where it not only would be dangerous, but also would be poor economy to send the new pump. We therefore recommend that the sum of $800.00 be appropriated for the purchase of a truck and equipment.


Article 39-Five hundred feet of 21/2 in. hose will simply take the place of hose which has actually been discarded as no longer

serviceable and will only keep the amount up to a fair standard of proper equipment. We therefore recommend that the sum of $450.00 be appropriated for the purpose of purchasing 500 feet of 21/2 in. hose.


Article 40-With reference to this article, it is obviously neces- sary that something should be done to remedy conditions and to re- build the old sewer line and do necessary plumbing at the Central Fire Station. We therefore recommend that the sum of $300.00 be ap- propriated for this work.


Article 41-It would apparently save much time and trouble for the Fire Department if a drafting post could be placed in the vicin- ity of Foster's Dam. We therefore recommend that the sum of $110.00 be appropriated for the purpose of erecting a drafting post at the aforesaid location.


Article 42-In this case it would appear that if the work is done at all, it might well be done by some of the unemployed and that the cost of doing the work should come out of the Unemployment Fund. We therefore recommend that action on this article be indefinitely postponed.


Article 43-With reference to the Clarke School which is now heated by four hot-air furnaces that have been in use for many years, the top sections of the heaters are so badly cracked that it is doubt- ful if they will last until June. If the crack should extend through the tops of the heaters, it would allow gas to escape to such an ex- tent that the school very likely would have to be closed. The installa- tion of a new heating system in the school is absolutely necessary. We therefore recommend that the sum of $5,000.00 be appropriated for the purpose of installing a new heating system in the Clarke School.


Article 49-In view of general conditions, we do not feel like recommending any appropriation for the observance of the Fourth of July. Nothing could be worth while without the expenditure of at least $1,000.00 and at the present time it seems like a waste of money. We therefore recommend that action on this article be inde- finitely postponed.


Article 50-Pitman road, which is much used, can be put in proper condition, according to the Surveyor of Highways, for the sum of $200.00. We therefore recommend that the sum of $200.00, be ap- propriated for this work.


Article 51-To transfer from the Cemetery Lots Fund Income the sum of $400.00 for the purchase of loam to be used in grading lots at the Cemetery, appears to be a matter of good business. We therefore recommend that the sum of $400.00 be transferred from the Cemetery Lots Fund Income to be used for the purchase of loam.


Article 52-We recommend a transfer from the Excess and De- ficiency account to be used by the Assessors for the purpose of fix- ing the tax rate for the year 1933 of such amounts as may from time to time be approved by the Commissioner of Corporations and Taxation.


Article 53-With reference to building a drain in Shelton road, we are advised that the town has never accepted this street, and it has always been contrary to the sound policy of the town to make any repairs in a street that has not been previously accepted. We therefore recommend that action on this article be indefinitely post- poned.


Article 54-At the present time there is between $5,000.00 and $6,000.00 in the unemployment fund which was appropriated at a special meeting in December last. We feel that the amount now on hand will be sufficient to take care of the unemployment needs for at

least two months to come. This problem is now of the greatest magnitude. While we must take care of all meritorious cases, some new arrangement should be made to insure a thoroughly efficient system of administering such a fund; otherwise all our economies will be futile and of no avail. We therefore recommend that action on this article be indefinitely postponed.

Voted, Article 3. To accept the report of the Finance Committee, and adopt their recommendations, as follows:


That the Town Clerk, be required to furnish a bond in the amount of $1,000. and that the custodian of trust funds be required to furnish a bond in the sum of $10,000. for the ensuing year.

That the salaries of all town officials be reduced 10 per cent for the ensuing year.

That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow up to $600,000.00 from time to time in anticipation of the revenue of the financial year beginning January 1, 1933, and to issue a note or notes therefor, payable within one year, and to renew such note or notes as may be given for a pe- riod of less than one year in accordance with Section 17, Chapter 44, General Laws; any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1933. (Unanimous.)
