Article 40. To see if the town will vote to exchange certain land adjacent to the Public Library on Burrill Street in the Town of Swampscott, for land now owned by the Universalist Church Society of Boston, Mass., and adjacent to the church property of the Uni- versalist Church on Burrill Street, Swampscott, adjoining the proper- ty of the Public Library without expense to either party, for the pur- pose of straightening the line between these properties, and for the purpose of giving to the Town of Swampscott sufficient land for a driveway. Plans for same have been prepared by the Town Engineer, and dated January 14, and have been accepted by all parties con- cerned, as petitioned for by John B. Hadaway, et al, or take any ac- tion relative thereto.


Article 41. To see if the town will vote to lay surface water drains in Beach Bluff Avenue, Manton Road, and the extension there- of in all or any of said places, and to empty into Hawthorne Brook as

a W. P. A. project and appropriate money therefor or take any action relative thereto, as recommended by the Surveyor of Highways.


Article 42. To see if the town will vote to resurface Grant Road from Farragut Road to Walker Road with bituminous macadam and appropriate money therefor, as recommended by the Surveyor of Highways or take any action relative thereto.


Article 43. To see if the town will vote to resurface Devens Road from Walker Road to Redington Street with bituminous mac- adam and appropriate money therefor, or take any action relative thereto, as recommended by the Surveyor of Highways.

Beginning at the point of a curve on Stetson Avenue, being the corner curve to Essex Street, thence Southerly along the Westerly line of Stetson Avenue for a distance of three hundred four and eighty-three hundredths feet (304.83) to land of Velma Allen; thence Northwest by land of Velma Allen for a distance of about sixty-one and thirty-one hundredths feet (61.31) to the Easterly line of Essex Street; thence Northerly along the Easterly line of Essex Street for a distance of three hundred three and fourteen hundredths feet (303.14) to a point of curve, thence curving to the right with a radius of six and forty-seven hundredths feet (6.47) for a distance of eigh- teen and fifty-six hundredths feet (18.56) to the point of beginning.

Article 54. To see if the town will vote to accept a continuation of Lewis Road a distance of 200 feet as a public way as laid out by the Board of Selectmen in accordance with plans drawn by W. W. Pratt, Town Engineer, and appropriate money therefor, or take any action relative thereto, as petitioned for by Karl M. Frost et al.


Article 55. To see what action the town will take towards the placing of electric wires underground in the Town of Swampscott as requested by Robert B. Hegarty.

Article 58. To see if the town will vote to accept the continuation of Eastman Avenue a distance of 150 feet as a public way, as laid out by the Board of Selectmen in accordance with the plan drawn by W. W. Pratt, Town Engineer, as petitioned for by Antonio Gambale et al.


Article 59. To see if the town will vote to resurface, construct sidewalks, and lay curbing on that portion of Eastman Avenue which lies between Fairview Avenue and the easterly end of the accepted portion of the Street as a W. P. A. project, and appropriate money therefor, as petitioned for by Antonio Gambale et al.


Article 60. To see if the town will vote to provide surface drains at the foot of Crosman Avenue and appropriate money therefor, as petitioned for by Dana N. Peaslee et al.


Article 61. To see if the town will authorize the continuation of the Hawthorne Brook extension (so-called) as a P. W. A. project, and appropriate money therefor, or take any action relative thereto, as petitioned for by Harold 'A. Johnson.


Article 62. To see if the town will vote to locate a pedestrian and/or traffic light or lights at the junction of Paradise and Ellis Roads, either or both, and to appropriate money therefor or take any action relative thereto.


Article 63. To see what action the town will take in relation to the appointment of a committee to study the possibility and advis- ability of altering, relocating, and straightening the "S-Curve" so- called, at the junction of New Ocean and Burrill Streets and Paradise Road; said committee to report to the Town Meeting Members at any subsequent town meeting and appropriate money for the expenses, of said committee, or take any action relative thereto.


Article 64. To see if the town will vote to lay surface water drains from the catch basin on Burrill Street, easterly, a distance of about four hundred and sixty (460) feet to the old culvert at the property line of Lot No. 35, Plate No. 1, as appearing in the Asses- sors' Plans in accordance with a plan of W. W. Pratt, Town Engi- neer, entitled "Elmwood Road Drain," dated January, 1939; the same to be done as a Federal project; and appropriate money therefor or take any action relative thereto.


Article 65. To see if the town will vote to amend Section Two of Chapter Seven of the by-laws relating to the semi-annual audit of accounts by striking out said Section Two of Chapter Seven and substituting in place thereof the following: Chapter 7, Section 2.

There shall be an annual audit of the Town's accounts under the supervision of the Director of Accounts of the Department of Cor- porations and Taxation in accordance with the provisions of Section 35, Chapter 44, of the General Laws.


Article 66. To see if the town will vote to adopt the following by-law to be entitled "Chapter 2A, Section 1, as follows: Chapter 2A, Section 1. The warrant for all Town Meetings shall contain a statement of all subjects to be acted upon at the meeting. There shall be appended to each article in the warrant the name of the depart- ment by whom it is sponsored and when the article is petitioned for by ten or more voters, there shall be appended thereto the name of the first person signing said petition and the words "et al".


Article 67. To see what action the town will take in relation to the removal of car tracks from all or any part of Humphrey Street and to provide for the repair or resurfacing of said street and to appropriate money therefor or to take any action relative thereto.


Article 68. To see if the town will vote to widen a portion of Humphrey Street, extending from Atlantic Avenue easterly to Pal- mer Avenue; and to appropriate such sum as may be necessary for this work, or take any action relative thereto.


'Article 69. To see if the town will accept and allow the altera- tion of a portion of Humphrey Street as made by the Board of Selectmen in accordance with plans drawn by W. W. Pratt, Town En- gineer, dated January, 1939, and vote to authorize the Board of Se- lectmen to take by eminent domain the lands included in said altera- tion, bounded and described as follows:


Beginning at a point on the Westerly line of Humphrey Street, said point being 37.35 feet distance from the Southerly line of Palmer Avenue; thence curving to the left with a radius' of 608.55 feet for a distance of 237.91 feet by land of Gladys C. Pevear and Gertrude C. MacFarland; thence running South 2-34-50 West for a distance of 221.31 feet by land of Gertrude C. MacFarland, Frederick R. and An- na C. Bogardus; thence running South 0-44-0 West by land of Fred- erick R. and Anna C. Bogardus, Elizabeth C. Sprague and Fred L. and Gladys J. Mower; thence curving to the left with a radius of 1,095.48 feet for a distance of 104.95 feet by land of Fred L. and Gladys J. Mower, Barbara B. Leonard and Salem Savings Bank, thence running South 4-46-0 East for a distance of 101.92 feet by land of Salem Savings Bank; thence running South 7-46-0 East for a distance of 79.19 feet by land of Salem Savings Bank; thence curv- ing to the left with a radius of 34.39 feet for a distance of 77.31 feet by land of Salem Savings Bank to the intersection of the Westerly line of Atlantic Avenue. The above described line being about fif- teen feet from the Westerly line of Humphrey Street; and appro- priate a sum of money for the payment of land damages and for the construction of said alterations; or take any action relative thereto.


Article 70. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles.


The polls will close at 7 P.M.


And you are directed to serve this warrant by posting an at- tested copy thereof at the Town Hall, the Post Office, and at least two public and conspicuous places in each precinct in the town, and at or in the immediate vicinity of each railroad station in the town not less than seven days before the day appointed for said meeting.
