Water and Sewerage Board


To the Citizens of Swampscott:


We submit herewith our annual report for the year ending December 31, 1942.


This being a year of priorities and limitations on building, we have not installed as many services as heretofore. However, we have repaired and renewed many services which have been badly in need of the same for a good many years. We have not ad- vocated the renewal of services any more than was absolutely nec- essary because of the shortage of critical material. Rather we have suggested that only the absolutely necessary repairs be made.


The 10" main in Forest Avenue was extended a distance of 250 feet and 1 hydrant installed.


At the request of the Fire Chief, a hydrant was installed in front of No. 46 Hillside Avenue.


9 New Services have been installed.


92 Services have been cleaned out.


62 Leaks on services have been repaired.


13 Services have been renewed from main to curb box.


7 Services have been renewed from curb box to meter.


2 Breaks in large mains have been repaired.


3 Services have been abandoned.


9 Flush manholes were abandoned for the Sewer Dept.


3 Frozen services were thawed.


10 Hydrants were repaired.


Hydrants were flushed in the Spring, several times through the Summer, and in the Fall, to keep the system clean.


The standpipe has been painted inside and out. By request of the Army, the outside of the standpipe was painted with an olive green army specification paint, thereby toning down the aluminum paint and making the standpipe less conspicuous as a land mark. The inside was scraped and wire brushed and two coats of paint were applied.


All excavations made by this department during the year have been brought to grade and tar patched.


The details of Water Pipe construction follows and cost of same can be found under the Town Accountant's Report.

The Hemenway Road Sewer and Drain was completed as a W.P.A. Project at a cost of $4,336.00 leaving an unexpended bal- ance of $1,664.00.

The department spent nothing on brooks this year as the High- way Department under the supervision of Mr. Timothy Ryan, did all the cleaning of brooks thereby making a saving for this depart- ment.

The Real Estate valuation January 1, 1942 was $22,906,600 an increase over the previous year (1941) of $181,040. The Val- uation of Personal Estate assesesd by the local Assessors January 1, 1942 was $1,256,357.00 an increase over the previous year (1941) of $3,791.00.

Town Counsel's Report


To the Board of Selectmen:


Herewith is my report as Town Counsel from January 1, 1942 to November 14, 1942.


Numerous opinions and interpretations of Law have been given during the year upon request of Town officials.


Pleadings were prepared and filed in Courts in connection with suits instituted, and all claims against the Town which were brought to my attention were investigated and reported on.


Deeds, contracts, and other legal documents have been ex- amined or prepared relating to performance of duties by Town officials.


The three suits brought against the Town by the City of Boston, for aid and support furnished to certain persons, have been settled in the approximate amount of $380.00; Boston had previously claimed approximately $1400.00 to be due.


I wish to express my sincere gratitude to those who have cooperated with me in any way during my terms as Town Counsel. It would have been impossible to fully perform my duties without this splendid cooperation which was given me. The Town's excellent reputation and high standard of government are richly contributed to by the many who are always interested in doing what is best for the Town.

To the Board of Selectmen: Gentlemen :


I herewith submit my report as Town Counsel from the date of my appointment, November 19, 1942, up to and including December 31, 1942.


Since assuming the duties of my office, I have rendered several written opinions to various town officials on matters affecting their respective departments. I have appeared for the Town before the State Board of Tax Appeals on contested cases involving taxation.


I have likewise appeared for the Town on pending cases in the Superior Court of Suffolk County.


Also, I have appeared in pending cases for and against the Town in the Essex Superior Court.

Town Engineer

To the Board of Selectmen:


I herewith respectfully submit my second annual report of the services rendered by the Engineering Department for the various de- partments for the year ending December 31, 1942.


The Engineering Department has had charge of the following line of work: The designing and superintending of the construction of all sewers and drains; resurfacing of all streets built by contract or by the Town, together with the specifications and estimates for the same; the establishing of street lines and the grades for curbing and side- walks; and all engineering questions which come before the Board of the several town departments.


Sewers and Drains


The Hemenway Road Drain and Sewer, a W.P.A. project, has been completed at a total cost of $4,336.00 to the Town.


Several other drains have been cleaned and brought to grade by Mr. Ryan, Surveyor of Highways.


Curbing and Sidewalk


This being a year of priorities and limitations on building, we have been unable to procure the necessary materials to carry out our usual sidewalk programs.


Park Department


We have in operation at the present time a Town-wide W.P.A. park project which covers the following: building walls, skating areas, tennis courts, parking areas, arboretum which will be planted with about sixteen hundred trees, and building nature trails at Jackson Park.


A small Nursery at the rear of the Swampscott Cemetery was established several years ago and this area will be improved to give the town a source of trees for new planting.


At Blaney Beach Reservation, the project covers the repointing and recapping of the present sea wall and building a new walk above the wall.

At Phillips Park, the grading of a parking area and baseball field is now being done. The necessary lines and grades for this project have been given during the year.


Assessor's Department


The yearly routine work necessary to bring the plans and card index up to date has been completed for this department.


Water Department


As this department has never had a set of plans showing the loca- tion of mains and such other data necessary to the efficient operation of the same, we have been in the field making surveys for these plans. When these plans are complete, they will show the water pipe data for each street in the town. I wish at this time to thank the Water and Sewerage Board and Mr. Bradley, Superintendent, of the Water Department for their fine co-operation in furnishing us with much information for these plans.


Selectmen's Department


The defense program has called upon this department for plans and data which is essential to our civilian defense.


At the request of the Highway Department and property owners, street lines and grades have been given for building wall, grading lawns, sidewalks, etc.


I am enclosing with this report a listing of Swampscott Highways which has been compiled by this department during the year. I feel that the publication of this list in our Town Report would be very interesting to the citizens.
