Article 23. To see what action the town will take on the mat- ter of adopting the following regulations concerning the disposition of tax titles and lands, and real estate now owned by the town by virtue of foreclosure of the rights of redemption and by other means:
1. The possession and management of all lands now held or which may hereafter be acquired by the Town by virtue of takings and sales of land for the non-payment of taxes and by virtue of the foreclosure of the right of re- demption of the same under General Laws, Tercentenary Edition, Chapter 60, Sections 64 to 79 inclusive and any amendments thereto; and of any land acquired under the sale of lands of low value under the provisions General Laws, Tercentenary Edition, Chapter 60, Sections 79 to 81 inclusive and any amendments thereto, be, and hereby is, vested in the Board of Selectmen and that in the manage- ment of said lands the Selectmen, be, and hereby are, au- thorized to use the same for any municipal purpose they deem necessary and proper.
2. The Selectmen, together with the Town Treasurer, be, and hereby are, authorized to sell any lands that the Town now holds, or which it may hereafter acquire, by virtue of the foreclosure of the right of redemption of tax titles or by virtue of the purchase of lands of low value under the provisions of law; and that in the event of such a sale or sales, that the Town Treasurer, with the approval of a majority of the Selectmen, be, and hereby is, authorized to execute. acknowledge and deliver in the name and on behalf of the Town such releases, deeds, or other instrument or instruments that may be necessary to complete such conveyance or conveyances.
3. The Treasurer, be, and hereby is, authorized to as- sign any and all tax titles now held or which may hereafter be acquired by the Town upon payment of all sums due it for taxes, interest and charges thereon at the date of such assignment; and to execute, acknowledge and deliver in the name and behalf of the Town any assignment of assign- ments and all other instruments that may be necessary to complete the transfer of the same.

Article 32. To see if the town will vote to repair Prospect Avenue, a distance of approximately 300 feet from Sargent Road, and appropriate money therefor, as petitioned for by Glenn W. Bar- tram, et al.

3. Church.
4. Public School or other municipal building.
5. Private school, library, museum, or other building of an educational character.
6. Club, except a club which carries on a business or is in the nature of a business.
7. Park, playground, or community purpose.
8. Farm, market garden, nursery or greenhouse.
9. Private garage to be used by the occupants or own- ers of the premises, except that space in the same for not more than two cars may be rented.
10. Private stable with provision for not more than two horses.
11. Such accessory purposes as are customarily in- cident to the foregoing purposes, and are not injurious to a neighborhood as a place of residence, but such accessory purposes shall not include any business, industry, trade, manufacturing or commercial purpose. Sponsored by the Board of Health.
Article 34. To see what action the town will take on the mat- ter of transferring certain unexpended balances, as shown on the books of the Town Accountant as of December 31, 1942, to the Ex- cess and Deficiency Fund, and take any action relating thereto. Spon- sored by the Board of Selectmen.
Article 35. To see if the town will vote to appropriate a sum of money to provide an adequate Air Raid Signal system that can eventally serve as a replacement for the existing Fire Alarm Audible Signal system to be purchased, installed and maintained under the direction of the Fire Department, or take any action relative there- to. Sponsored by the Committee on Public Safety and the Board of Fire Engineers.
Article 36. To see if the town will vote to repair a brook drain extending from Roy Street to Crescent Street, and appropriate money therefor, or take any action relative thereto. Sponsored by the Board of Selectmen.
Article 37. To see if the town will vote to accept the Green- way, as a public way, as laid out by the Selectmen in accordance with plans drawn by Howard L. Hamill, Town Engineer, subject to the release of the abutting owners, as petitioned for by the Board of Park Commissioners.

RETURN ON THE WARRANT
Pursuant to the within warrant to me directed, I have notified the legal voters of Swampscott, by posting attested copies of said warrant at the Town Hall, Post Offices at least two public and conspicuous places in each precinct in the town, and at or in the immediate vicinity of each railroad station in Swampscott on Satur- day, February 6, 1943, the posting of said notices being seven days before the time of said meeting.

In accordance with the adjournment of February 15, 1943, the town meeting members were called to order at 7:54 P.M. by John R. Hurlburt, Moderator.
Voted: That the reading of the records of the last meeting be omitted.
Voted: Article 2. That this article be laid on the table.
Voted: Article 3. To accept the report of the Finance Com- mittee and adopt their recommendation as follows:
That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow up to $600,000.00 from time to time in anticipation of the revenue of the financial year begin- ning January 1, 1944, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted: Article 4. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the salaries of elected town officials be the same for 1943 as they were voted in 1942.

Voted: Article 7. To accept the report of the Finance Com- mittee and adopt their recommendations as follows:
That the Selectmen be instructed to draw up an amendment to Chapter 3 of our Town By-Laws, by adding thereto Section 6, so that said Section shall read as follows: The Town Clerk, Tax Col- lector, and Town Treasurer shall pay all fees received by them by virtue of their respective offices after January 1, 1944, into the Town Treasury, this being an acceptance of the provisions of Chap- ter 40, Section 21, No. 13 of the General Laws.
That the Selectmen be instructed to insert an article respecting this proposed amendment in the next succeeding special or annual Town Meeting.
Voted: Article 8. To consider the budget department by de- partment.
Voted to amend the item, salary of the Clerk in the Town Clerk's office by striking out the figure $277.20 and substituting therefore the figure $1201.20 and by adding to the item elections $100.00 so that the total figure in the budget for the Town Clerk Salaries will total $1801.20 instead of $777.20.
Voted that the amount of $5957.00 recommended for Engineer- ing Budget, 1943, salaries and wages, be amended, by striking out the same and substituting in place therefore the sum of $7356.00 as requested by the Engineering Department.
Voted to amend Article 8 of the Finance Committee's report by the addition of the following sums to the police budget:
(1) To the amount designated "Others" the sum of $950.00.
(2) Voted the amount provided for salaries and wages the sum of $300.00 to be allocated to supplementing the compensation of Regular Patrolman Harold J. Keating and Reserve Officer Edward P. Carroll in such manner that beginning April 1, 1943 the compen- sation of each for the balance of the year will be at the rate of maximum pay for patrolmen, viz., the rate of $2409.00 per annum.
Voted that the amount of $6,000.00 reinsurance be increased to $7000.00 the same to be used to pay all premiums due in 1943 and the balance to be credited to the Municipal Insurance Fund.
Voted that the motion be amended by striking out the sum of Highway Wages Labor $47,341.25 and substituting in place therefor the sum of $55,141.25; and by striking out the total of $50,861.25 and substituting in place therefor the sum of $58,661.25.
