To either of the Constables in the Town of Swampscott, in the said County, Greeting:
In the name of the Commonwealth of Massachusetts you are hereby directed to notify the inhabitants of the Town of Swamp- scott, qualified to vote in elections and in town affairs, to assemble in the Town Hall in said Swampscott on Tuesday, the twentieth day of April, 1943 at 7:45 P.M., then and there to act on the following articles, viz.
Article 1. To see if the Town will vote to increase the compen- sation of all permanent town employees one dollar per day except the Highway Department and Park Department and appropriate money therefor retroactive to January 1, 1943 as petitioned for by Francis H. Maitland and others.
Article 2. To see if the town will adopt the following by-law. "The Town Clerk, Tax Collector, and Town Treasurer shall pay all fees received by them by virtue of their respective offices after January 1, 1944, into the Town Treasury, this being an acceptance of the provisions of Chapter 40, Section 21, Sub-Section 13 of the General Laws; and add the same to Chapter 3 of the Town's exist- ing by-laws. The undersigned members of the special committee appointed by the special town meeting of April 20, 1943, to report on the question of wages and salary hereby reports and recommends as follows:

That the town meeting appropriate by transfer from current revenue, to be charged to the Excess and Deficiency Fund, sufficient sums of money to provide for the permanent full-time employees in the various town. departments, wage increases, so that beginning as of the effective date hereinafter specified, the wage rates of such employees shall be 15% in excess of the basic salary received by such employees as of December 31, 1940, provided, however, that such increase shall not for full-time service be less that at the rate of $240.00 per year nor more than at the rate of $360.00 per year.
