Division, and Reserve Officer Leon Pappas in the Army Infantry Division.
There is a vacancy in the position of permanent chief of police, resulting from the resignation of Walter F. Reeves.
Edward P. Carroll, who served as a military substitute perma- nent patrolman for more than fifteen months, resigned to accept a permanent appointment elsewhere. This leaves a temporary vacancy in the regular force.
William A. Hinch was appointed a military substitute perma- nent patrolman to serve during the absence of Robert L. Cunningham.
Crime
Twenty-seven arrests were made during the year. This is the lowest number of arrests on record, according to department statis- tics dating back to 1910.
The amount of property reported stolen and not recovered totals $980.00, the lowest figure on record.
Co-operation
Since my appointment as Acting Chief of Police, I have devoted my whole time to the duties of the office and have received the co- operation of every member of the department. The morale and dis- cipline of the men are excellent.
In the closing of the local report center, a telephone was in- stalled in police headquarters. Messages from the warning center are received by members of this department.
A second additional telephone, an extension to the main line at the central fire station, has been installed and is in use in an emer- gency when the fire station is not manned.
Repairs to Headquarters
Several necessary repairs and alterations have been made to the police station. Fluorescent lighting fixtures have been purchased for the main floor, to replace the present system of lighting which is impractical. Fixtures in two of the offices require current of three hundred watts. The installation of the fluorescent lamps will provide better illumination at less cost. An electric light switch which was in the rear of the garage since the building was remodeled several years ago has been installed more conveniently at the entrance. The station is being repainted throughout.
Through the co-operation of the Board of Fire Engineers, a fixed connection has been installed for emergency lighting. In the past, the department has found it necessary to use candlelight when electricity has not been available. With the emergency equipment, excellent lighting is provided without delay.
Insurance on Police Cars
I have recommended to the Board of Selectmen that all police motor vehicles be covered by liability insurance, to protect both the town and the employees of the department operating such vehicles. Motor vehicles owned by the department are not subject to the law requiring compulsory liability insurance. However, I feel that it would be to the best interests of the town to have liability coverage

on all police motor vehicles. In the past, it has been customary for the department to insure only the car used by the chief of police.
Receipts
A total of 1258 bicycles were registered. Licenses to carry a pistol or revolver were issued to 112 citizens. Receipts totaling $372.42 were paid to the town collector.

Due to the state of the bond market, the Board has confined its last investment to government bonds. The interest yield is as high as might be realized by purchase of utilities. This policy is recom- mended by bankers, and avoids loss through the calling of bonds.
The continuous high rate of withdrawals has prevented a normal increase in invested assets.
There were two retirements in 1943: Fred Chapman and John A. Ralph.
One pensioner died: Jefferson G. Owens, Sr.
Ten members have withdrawn and fifteen new members have been accepted.
