Voted Article 77. That the Town accept Bates Road from Muriel Road to the Ross property line as laid out by the Selectmen in accordance with plans drawn by Howard L. In the name of the Commonwealth you are hereby required to notify and warn the inhabitants of said town who are qualified to vote in elections to meet in their respective precincts in said Swampscott on Tuesday, the 16th of September, 1952 at 7:00 o'clock A.M. for the following purposes.


To bring in their votes to the election officers on one ballot upon the following question as provided for by Chapter 620 of the Acts of 1952 entitled, "An Act providing for the declaration by popular referendum in cities and towns as to whether a shortage of rental housing accommodations exists which requires the continuance of Federal rent control therein":


Shall a declaration be made by popular referendum, pursuant to the Housing and Rent Act of 1947, as amended, that a substantial shortage of housing accommo- dations exists which requires the continuance of federal rent control in this city (or town) after September thirtieth, nineteen hundred and fifty-two, until the close of April thirtieth, nineteen hundred and fifty-three, in accordance with the provi- sions of said act ?
