I. MURRAY ADAMS
It will be noted that both receipts and expenditures have shown an increase over the past few years. Increasing costs are due basically to a steady rise in price for services and materials. The town has grown some; each new home and addi- tional family means increased costs for the various services. But the number of town employees shows but a slight increase.
There has been an increase in the amount of paper work; certain school ac- counts which were not handled by the town now are. School teachers are now paid twice a month instead of once, and there are other factors which have led to a mounting burden. Interest in public expenditures is now more acute, calls for information and explanations are much larger. This office has used labor saving machines in an effort to keep ahead of added responsibilities.
In accordance with the provisions of Section 61, Chapter 41, of the General Laws, the following report is submitted. It is arranged in accordance with the rules prescribed by the Director of Accounts.
A detailed report of the receipts and expenditures for the year ending De- cember 31, 1952 is available at this office.

Estimated Cost $995,315.00
Elevator Operators' Licenses 9
There were 244 building inspections and 72 shingling inspections made. A total of $257.00 was received and turned over to the Town Collector. Returns of hotel and elevator inspections have been made to the State. Complaints of viola- tions of the building laws have been investigated and in all cases adjustments made.
Board of Appeals

During the past year there were forty cases heard before the Board of Appeals.
The Board was taken to the Superior Court in Salem because of a finding it made during the year 1951 and the Court upheld the Board as well as com- mended it for its finding.
In addition there was also an appeal from the decision by the Board of Appeals heard before the Massachusetts Emergency Housing Commission in Boston. No decision as yet has been made.

Engineering services included surveys, computations, record plans, assess- ment quantities, cost estimates, designs for construction projects, contract drawings, specifications, assignment of house numbers, description of properties and ease- ments, and the furnishing of information and engineering data to private engineers, surveyors, attorneys and other persons. The apportionment of these engineering services is shown in the following table:
