RECOMMENDATIONS


I recommend that the Town purchase two patrol cars to replace two 1957 Fords. I recommend that the Town purchase an ambulance to replace a 1941 Cadillac ambulance.


I recommend that the Town purchase an automobile to replace a 1952 DeSoto. I recommend that the Town purchase a motorcycle to replace a 1954 Harley- Davidson motorcycle.

The Swampscott Housing Authority submits herewith its Annual Report for the year ending December 31, 1957.


The Authority is an independent Corporation from the Town. Four members are elected while the fifth member is appointed by the State Housing Board for a term of five years. The other four members are elected for a five year term with staggered expiration dates guaranteeing a majority of experienced members to carry out the business of the Authority at all times. All vacancies are filled by vote of a joint meeting between the Authority and the Board of Selectmen.


Officers are elected annually and consist of Chairman, Vice Chairman, Treasurer and Assistant Treasurer. All checks and withdrawals against the accounts of the Authority must be signed by the Chairman or Vice Chairman and the Treasurer or Assistant Treasurer.


The Executive Director, Counsel and Insurance Broker of Record, are all appointed by the Authority. It also employs a call maintenance man on an hourly basis and he is paid for the actual hours worked.


In September the Annual Re-examination of family income was completed in accordance with approved procedures. The average monthly rent before re-examina- tion $45.00 - after re-examination $48.50.


The subsidy from the Commonwealth of Massachusetts for the year 1957 amounted to $10,150.00 which represents 21/2% of $406,000.00 bond issue or maximum that can be obtained for debt requirements and the operation of the Project. The existing Debt Service Schedule require that all bonds be retired by 1991. The National Shawmut Bank of Boston is the fiscal agent for this transaction.


The average monthly rent for the Project amounted to $46.00 for the year. The minimum average monthly rental established by the State Housing Board cannot fall below $34.50 in order to have a successful operation.


During the year Eugene S. Moreau resigned. Gerald H. Pashby was appointed at a joint meeting with the Board of Selectmen to fill Mr. Moreau's unexpired term until the 1958 Annual Town Election. Mr. Pashby resigned. Leonard H. Bates, Jr. was appointed to fill the unexpired term until the 1958 Annual Election.


The Authority extends its gratitude and appreciation to the foregoing indivi- duals for their efforts and interest in the local veterans housing program.


A total of $1893.85 was paid to the Town of Swampscott during the year, $1,296.00 representing payment in lieu of taxes and $597.85 for water bills.


The 36 underground garbage receptacles were replaced with cement lined receivers and 36 drip lines were installed to the tankless hot water safety valves as a safety precaution.


The contract to clean and service the 36 oil burner units was awarded to the Geo. E. Warren Heating Corp., Lynn, Mass.

In December the contract for furnishing and installing 36 steel combination storm and screen doors was awarded to the lowest bidder, David Donovan, Boston, Mass. in the amount of $1,758.00. The steel doors became a necessity as the existing conventional wooden storm and screen doors were becoming expensive to replace and maintain.


The apartments were originally occupied in July, 1950, and as the buildings age more maintenance and replacements will be required which will reflect in higher maintenance costs. However, in order to offset this condition a program of preventive maintenance is continually followed by the Authority to correct problems before they become major and expensive to repair.


Since the initial occupancy the Authority has enjoyed a 100% rent collection record which reflects the degree of management being conducted by the Authority at all times.


The Swampscott Project consists of 9 multiple buildings, 4 apartments in each for a total of 36 apartments. There are 20 4-room and 16 5-room apartments. There are 36 individual cellars and heating units. Each apartment is equipped with an electric range and refrigerator, and has its own front, rear and bulkhead door, it has its own garbage receptacle and clothes drying area. The tenant supplies its own fuel and electricity. The Authority furnishes the servicing of the oil burner units and water.


The following insurance policies are carried by the Authority for its protection : Fire, Public Liability, Position and Bond, Workmens Compensation, Non-Ownership Auto and Fire and Theft on Office Furniture.


Periodic inspection of grounds and apartments are made by the Members of the Authority and its representatives.


The advisability of converting the existing 36 oil burner units to gas was ruled out by both the Authority and the State Housing Board for the reason that the gas heating costs would be excessive with the existing steam heating system.


The Authority is reluctant to replace the existing heating units and will not do so until it can justify this major expense. The determining factor will be the early maintenance costs.


Painting of the exterior of the buildings as well as extensive repairs to grounds tre the major projects planned for 1958.


The Annual Town Meeting voted to authorize the Authority to erect a new Housing Project for Elderly Persons, pursuant to the provisions of Chapter 667 of 1954. However, after the vote was taken the Bond Counsel ruled that the vote aken by Town of Swampscott, and other communities was illegal because of some small technicality. Thru the efforts of the State Housing Board the State Legislature dopted appropriate legislation correcting this condition.


The need for such a Housing Project has been established in the Town and entative approval has been received from the State to erect same providing a suitable

site is available. The scarcity of land in the Town has been a problem and an approved site has not been selected to date. It is hoped that all preliminary work will be completed and work started on this very worthy project by spring.


Eligibility Requirements for this housing program are as follows:


1. A person must be 65 years of age or over (single individuals living alone or couples are eligible.)


2. A person must be a citizen of the United States (except an alien who has served in the armed forces of the United States and who has been honorably dis- charged and provided application has been made for citizenship and aliens eligible to receive Old Age Assistance.)


3. A person must be of low income. In general the annual income of a single individual not to exceed $2,500.00, and the annual income of a couple not to exceed $3,000.00.


4. A person must be in need of good housing.


Dwellings are planned for single and double occupancy. Dwellings for two persons may be occupied by the following combinations:


a. a married couple


b. two men or two women


c. a brother and sister


d. in some instances, an elderly tenant (65 years or over) and a non- elderly person provided that person is necessary for the physical well being of the elderly person and is of low income.
