Article 66. To see if the Town will vote to amend the Zoning Bylaws by providing that the following-described area be included in the Residence A3 District.


Commencing at the Northerly corner of Woodbine Avenue and Puritan Road, and running Northerly along the Easterly side of Puritan Road, 325 feet more or less to the corner of Orient Court and Puritan Road, thence turning and running in a Northeasterly direction along the Southerly side of said Orient Court, 198 feet, more or less, to the Westerly corner of land on Orient Court owned by the New Ocean House, Inc., thence turning and running in a general Southeasterly direction along the Westerly bound- ary of land owned by said New Ocean House, Inc., to Woodbine Avenue, thence turning and running along the Easterly side of Woodbine Avenue, 205 feet more or less to the point of beginning, being that area as shown on Plate 21, in the Assessors' Office, Town of Swampscott and shown as Lots #22, #22A, #23, #24, #25, #26, and #27.

Article 67. To see if the Town will vote an expression of its sense on the matters hereinafter set forth in the form of the following resolution:


It is truly the sense of the Annual Town Meeting of 1957 and resolved as follows:


1. That a Performance Bond equal to the annual amount paid under the contract for Refuse Collection and Disposal be required by the awarding authority.


2. That there be inserted in future contracts for Refuse Collection and Disposal and escalator clause for residential and commercial collections. 3. That there be separate contracts prepared and executed for residential and commercial collections.

4. That the obligation and responsibility for letting of future contracts for Collection and Disposal of Refuse be changed from the Board of Public Health to the Board of Public Works.


5. That the Board of Selectmen be and hereby is authorized to investigate the possibility of constructing a joint municipal incinerator with surround- ing communities.

Article 68. To hear and act on the report of the Post Office Building Committee.

Article 69. To see if the Town will vote to:


1. Authorize the Board of Selectmen for the sum of one dollar to execute and deliver to the Postmaster General of the United States and his assignee an irrevocable option for him or his assignee to purchase the parcel of land hereinafter described, said land to be used solely for the purpose of constructing, equipping and furnishing a building or buildings thereon to be used and maintained as a Post Office and for postal purposes.


2. Authorize the Board of Selectmen to convey said parcel of land for such sum of money as in the sole and absolute discretion and judgement of said Board be deemed adequate and reasonable, to the said assignee of the said option to purchase said land, said land to be used solely for the purpose of constructing, equipping and furnishing a building or buildings thereon, to be solely used and maintained as a Post Office and for postal purposes.


3. Authorize the Board of Selectmen to do any and all things necessary to accomplish said purposes, or take any action relative to the subject matter.


"A certain parcel of land situated in Swampscott, County of Essex and Commonwealth of Massachusetts, and bounded and described as follows: Beginning on the southwesterly side of Elmwood Road at a point which is seventy-five and thirteen one-hundredths (75.13) feet southeasterly from a stone bound marking the beginning of a curve to Thomas Road, said curve having a radius of twenty- three and sixteen one-hundredths (23.16) feet; thence running in a general southeasterly direction by said Elmwood Road on a curved line having a radius of nineteen hundred thirty-five and eight one-hundredths (1935.08) feet a distance of one hundred (100) feet; thence turning and running S 46° - 06' - 40" W by other land of The Town of Swampscott a distance of one hundred eighty-seven and sixty-seven one-hundredths (187.67) feet; thence turning and running by land of the Swampscott Universalist Society and land of John M. and Lida J. Nelson N 54° - 57' - 30" W a distance of one hundred and one and eighty-seven one hundredths (101.87) feet; thence turning and running by land of Warren J. and Mary Doherty, William R. and Lillian M. Atkinson, Abraham A. Zletz, and Michael F. McGrath N 46° - 06' - 40" E a distance of two hundred eight and eighty one-hundredths (280.80) feet to the point of beginning.

Voted: That the reading of the records of the last meeting be omitted.


Voted: Article 2. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town accept a progress report of the Job Classification and Wage Scale Committee appointed under Article 42 of the Warrant for the Annual Town Meeting of 1952; to add two additional members to the committee to be appointed by the Moderator, one member to be selected from either the Police or Fire Depart- ments and one member to be selected from the Public Works Department and to continue the same committee in office with instructions to report to the next Annual Town Meeting.


Voted: Article 3. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the fiscal year beginning January 1, 1958, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Chapter 44 of the General Laws. Unanimous.

Voted: That all permanent full time town employees, including members of the Fire and Police Departments be granted a seven percent increase in wages and to appropriate the sum of $38,917.11 therefor and that the sum of $3,060.33 be transferred from Water Available Surplus to Water Wages.
