To see if the Town will vote to authorize and direct the Plan- ning Board and the Board of Selectmen to jointly engage an expert Planning Consultant under the provisions of Title 7 of the Housing Act of 1954 to present the Town with a survey and appraisal of the Town's physical, eco- nomical, and recreational and service needs together with recommendations as to methods best designed to furnish these needs consistent with good plan- ning and improved control of taxes, and authorize and direct the Planning Board to apply for matching Federal funds and appropriate the necessary money therefor or take any action relative thereto.

At the Annual Town Meeting held on March 17, 1958, it was voted to es- tablish a Board of Election Commissioners, in which Board would be vested all the powers and duties of the Board of Registrars, and, with respect to elec- tions, of the Town Clerk and the Board of Selectmen.
On April 17, 1958, the Board of Selectmen appointed the above members to the newly created Board, and as of that date the Board of Election Com- missioners took over their duties. It is interesting to point out that Swamp- scott is the first town in the State of Massachusetts to accept the establish- ment of a Board of Election Commissioners.
The first major duty was to set up and conduct a census of the Town, ascertaining as nearly as possible the name, age, occupation and residence of every person twenty years of age or older. This census was started on Janu- ary 5th, and completed on January 28th. The results of this census were used to edit a new voting list for 1959, making corrections, deletions and additions in time for the Annual Town Meeting.
The Annual Town Meeting was held on Monday, March 16, 1959. A total of 3609 votes were cast. Adding machines were provided for each precinct polling station, thus insuring accuracy in tallying the votes.
