REPORT OF FIRE DEPARTMENT.
To the Board of Selectmen :
GENTLEMEN. - I herewith submit the annual report of the Fire Department for the year ending Dec. 31, 1892. The same being my sixth, and the fourteenth of the present organization. The usual number of fires and alarms has been responded to by the department the past year. The losses from such fires as have occurred have been comparatively small when the amount of property endangered is considered. Within my own knowle lge, has the high standard of our department reduced the rate of insur- ance and we have been referred to by the Board of Underwriters as an example for other departments to copy.
The department is, however, often unappreciated by the com- munity. Complaints are' made of the delay of apparatus. Neither the engineers or firemen are infallible and their promptness in arriving at fires will not extinguish them if the apparatus remains in the house. Satisfactory service cannot be guaranteed unless the town furnish permanent men and horses. A word of praise should be given those who furnish horses, for their promptness and efforts to enable the department to reach all fires without delay ; with the present arrangement, I know of no town where a more prompt or efficient service is rendered.
The department as now organized is under control of fire engi- neers as follows : -
F. D. Thayer, chief ; W. O. Collier, clerk ; C. E. Bicknell, M. P. Sprague, Otis Cushing.
The manual force is one hundred sixty-eight men, and divided into twelve companies as follows : Seven hose companies, four truck companies, one chemical engine company. The apparatus consists of three hose wagons, two hose carriages, two hose reels, four hook and ladder trucks, two steam fire engines, one chemical

engine and 9,150 feet hose with 1,300 feet of ladders. The apparatus is in good condition, the houses have been painted, and we believe that everything connected with the department is a credit to the town.
FIRE ALARM.
This branch of the service which has been added to the depart- ment the past year is now in excellent working order. All of the apparatus and fixtures are of the very best materials and work- manship, and there seems to be no reason why the citizens should not receive ncarly perfect results, and the degree of safety and help to the department by this improvement can scarcely be esti- mated. This has been a matter which has for a long time been considered by the various boards of engineers, and was deemed absolutely a necessity and a great help to firemen in locating fires. The plan has the endorsement of all intelligent minds that have studied and understand its working, and I urge the support to such demands as may be necessary for the extension of this work.
RECOMMENDATIONS.
The estimated needs for the ensuing year will be the fixed charge for salaries of firemen and stewards $2,200. Miscellaneous, - For the care of fires, and supplies to engine house, $1,600. Care supplies and extension of fire alarm, $700. Hose, $500.
In closing the business of the year I will take this opportunity in behalf of the Board of Engineers to extend our thanks to the Water Commissioners for assistance rendered, and their coopera- tion to advance the interests of our department. To the officers and members of the fire department we desire to express our appreciation for the able and efficient manner in which they have performed their duties.

REPORT OF COMMITTEE ON FIRE ALARM.
It was voted at the last annual meeting that the article in rela- tion to the fire alarm be referred to the Boards of Water Commis- sioners and Engineers, to make an investigation of the subject, and if, in their judgment, it is expedient, they carry the article into effect, and the Selectmen be authorized to borrow money for the same. In accordance with the instruction of this vote, the com- mittee met at the office of the Water Commissioners and organized by the choice of F. D. Thayer, Chairman, H. A. Nash, Clerk. In considering the question that properly came before them, they decided that the business of the Fire Department would be as efficiently and more expeditiously performed, and the town get a better return for the money expended in the department, by the introduction of a system of fire alarm telegraph.
Voted, A sub-committee of three be appointed to solicit plans and specifications, with estimates of the cost of construction and such other information as would be of interest to the town, and report at the next meeting.
The committee reported at that meeting they had carefully in- vestigated the many fire-alarm systems in use, and had received several proposals for the work as planned by the committee. The

plans and specifications submitted by the Gamewell Fire Alarm Company being the lowest, and with the best improved methods for the system and general plan of the work, was accepted, and the contract was, therefore, closed with this company, and they commenced operations. After the work was completed, the com- mittee had several very satisfactory tests and trials. They voted to accept the work, and the engineers take charge of it the same as other property of the department.

REPORT OF THE TRUSTEES OF THE TUFTS LIBRARY.
The Board of Trustees respectfully submit their fourteenth annual report as follows : -
During the year 1892 the library has been open for the delivery of books two hundred and ninety-seven days, it having been closed for seven days, commencing Sept. 28, during the removal of the books from the old to the new building.
The total number of volumes delivered for home use was 60, 194, an average of nearly 203 volumes per day. The largest number of deliveries in one day was 618 volumes, on Oct. 6, the day of open- ing the new building, and the smallest number, 41 volumes, on March 3, a stormy day.
Of the whole circulation 31,944 volumes were delivered at the library, and 28,250 volumes distributed through the several agen- cies, as follows : -
