Art. 58. To hear and act on the report of the committee chosen at the last annual town meeting to purchase a stone crusher, etc., and raise or appropriate any money which may be necessary to carry out the recommendations of said report.


Art. 59. On petition of E. S. Wright and others : "To see if the town will indemnify Christopher P. Tower, on account of expenses incurred and loss of time from injuries received, by being thrown from the road-scraper about one and one-half years ago, incapacitating him from performing any labor since."


And you are directed to serve this warrant by posting attested copies thereof in three public places in each ward in said town, seven days at least before the said fourth day of March next.


Hereof fail not and make due return of this warrant, with your doings thereon, to the Town Clerk before the first day of March next.

Pursuant to the foregoing warrant, the annual meeting of the inhabitants of the Town of Weymouth was held at the Town Hall in said town, on Monday, March 11, 1895 at nine o'clock, A. M., the meeting being called to order, and the warrant read by the Town Clerk.


Article 1. Louis A. Cook was elected Moderator by ballot the check list being used in said election.


Voted, That the several articles of the warrant be taken up in their regular order.


Voted, Not to reconsider the above vote.


Voted, That no speaker be allowed to speak . more than five minutes at any one time.


Art. 2. Voted, That a committee of three from each Ward be appointed by the Moderator, to nominate all officers not required to be elected by ballot.

Voted, To accept the report of the Selectmen as printed (ex- cept the Jury List) after making the following changes : on page 44 (highways) Joshua Shaw, $2.00 should be Jackson Shaw, on page 62 (removing snow), George Ruggles, 14 hours, at 25c., $3.50, should be George Briggs.

Voted, to accept the remaining reports of the several boards of town officers as printed.


The committee appointed at the last annual meeting, to con- sider the subject of the consolidation of the North and South High Schools reported as follows :


The committee appointed under this vote have held several meetings and have listened to suggestions from members of the School Board, Superintendent of Schools and others, and report that in their judgment it is advisable to consolidate our High Schools but that it is not practicable to do so at the present time.


Voted, That the report be accepted.


The Committee on By-Laws asked for further time.


Voted, That it be granted.


Voted, That a committee consisting of one from each Ward, be apponted by the Moderator, to investigate the matter of keep- ing two teams at the Town Farm or any other matter in relation to the same.


The following were appointed as the committee :-

The Committee appointed to investigate the charges preferred by two of the former Selectmen against the Committee to enforce the liquor laws, presented their report in print.


Voted, That it be accepted.


Art. 4. Voted, To raise and appropriate the sum of $41,000 for the support of the public schools, and appropriate one half the dog tax, the alewife fund, and the tuition of non-resident pupils, for the same purpose for the ensuing year.

Art. 5. Voted, That the School Committee be instructed to em- ploy a Superintendent of Schools.


Art. 6. Voted, To raise and appropriate the sum of $10,000 for the repairs of highways, townways, and bridges $1,500 for the removal of snow, and $1,000 for Hingham and Quincy bridge.


Art. 7. Voted, To raise and appropriate $12,000 for the sup- port of the poor, and appropriate $2,000 for the same purpose, for the ensuing year.


Art. 8. Voted, To raise and appropriate $3,000 for payment of State and Military aid, and for relief under Chap. 447 of the Acts of 1890, $700 of this amount to be applied under Chap. 279 $1,000 under Chap. 301 and $1,300 under Chap. 447 and to appropriate $640 under Chap. 279 and $6,290 under Chap. 301 for the same purpose.


Art. 9. Voted, To raise and appropriate $4,500 for the support of the fire department and to procure an $800 hook and ladder truck for Ward Five, and to appropriate the unexpended balance of the appropriation for the fire department of 1894 for the same purpose.


Art. 10. Voted, To raise and appropriate $3500 for Police service, and to appropriate the unexpended balance of last year for the same purpose, and that the Selectmen be instructed to use $200 of the same for the protection of fish and game.


Art. 11. Voted, To raise and appropriate $2,000 for Tufts Library, and to appropriate one half of the dog tax and the rents of the Library building.


Art. 12. Voted, To raise and appropriate $800 for the abate- ment and remittance of taxes.


. Art. 13. Voted, To raise and appropriate $2,700 for the pay- ment of interest that may become due the ensuing year.


Art. 14. Voted, To raise and appropriate $1,300 for printing and advertising.


Art. 15. Voted, To raise and appropriate $2,500 for miscella- neous expenses for the ensuing year.

Art. 16. Voted, To raise add appropriate $5,500 for the pay- ment of Town Officers. The Selectmen, Overseers of the Poor and Board of Health to receive $2,600, the Assessors $1,100, also a sum not exceeding $200 for clerk hire, Town Clerk, $125, Town Treasurer, $450, Auditors, $30, School Committee for ser- vices and expenses, $350.


Art. 17. Voted, to raise and appropriate $400 for Memorial Day.


Art. 18. Voted, To raise and appropriate the sum of $150 for the care and repair of the Town house for the ensuing year.


Article 19. Voted, To raise and appropriate the sum of $6,500 for electric lighting for the ensuing year.


Art. 20. Voted, That the Treasurer be and is hereby author- ized and directed, with the approval of the selectmen, to borrow temporarily, in anticipation of the taxes of the present municipal year, the sum of seventy thousand dollars ($70,000), as the same may be from time to time required, and to give the negotiable note or notes of the town for money so borrowed; and that all such temporary loans shall be payable for the said taxes.


Art. 21. Voted, To appropriate the sum of $7,000 for hydrants, water rents and the care of drinking fountains, for the ensuing year.


Art. 22. Voted, To appropriate from the revenue of the water works for the current year the sum of $25,720 to be expended for the following purposes, viz. : $17,120 for the interest on the Weymouth water loan, becoming due the ensuing year ; $2,700 for salaries of the superintendent of the works and engineer at the pumping station ; $2,200 for maintenance of the works, and $3,700 for all other necessary expenses.


Art. 23. Voted, To appropriate from the income of the water rates for the current year, the sum $8,560, to be paid to the trustees of the sinking fund, to be set apart and invested as a sinking fund, for the payment at the maturity of the principal of the Weymouth water bonds.

Art. 24. Voted, That the town appropriate the sum of $3,000 for the purpose of extending the main water pipe line, from any money in the treasury to the credit of water works.


Art. 25. Voted, To raise and appropriate the sum of $1,394.72 for deficiences and overdrafts in 1894 as follows: $295.01 for repairing highways, $45.06 for setting curbstones, $20.00 land damage, $34.05 printing and advertising and $1,000 for the poor and to appropriate $3,092 for bills payable.


Art. 26. Voted, That all taxes shall become due and payable on or before the tenth day of October next, and that the collector be instructed to collect forthwith, according to law, all taxes re- maining unpaid after that date, with interest at the rate of 6 per cent. per annum.


Art. 27. Voted, That a committee consising of one from each Ward be appointed by the Moderator, to nominate a committee on appropriations to consist of three from each Ward and to re- port at the next annual meeting.

Art. 28. Voted, That the Selectmen act as Attorneys to de- fend the town in any suit which may be brought against it.


Art. 29. Voted, To raise and appropriate the sum of $4,000 for the payment of a note for that amount becoming due the en- suing year.


Art. 30. Voted, That the Selectmen be instructed to grant no sixth class licences to any druggist.

Art. 31. Voted, That the Selectmen be instructed to suppress the illegal sale of intoxicating liquors.


The Moderator appointed the following Tellers and admin- istered the oath to them, viz. :-

Art. 32. In relation to a new Town Hall, a motion was made under this article, but was not carried.


Art. 33. Voted, That this article in relation to building a high school building at Weymouth Center, be indefinitely postponed.


Art. 34. Voted, That the consideration of this article in rela- tion to the watering of the streets be indefinitely postponed.


Art. 35. Voted, To raise and appropriate $600 for working the relocation of Bridge street, as laid out by the County Com- missioners, and that this and all other special appropriations for the working of new streets made at this meeting shall be adver- tised and done by contract by the lowest responsible bidder.


Art. 36. Voted, To raise and appropriate $500 for the con- struction of the street, off Sea street, accepted by the town at the last annual meeting.


Art. 37. Voted, To raise and appropriate the sum of $500, to work the street leading from Pleasant street, which was accepted by the town at the last annual meeting.


Art. 38. Voted, To raise and appropriate the sum of $600, to be added to the amount appropriated for highways, and that it be expended on Lake street, under the direction of the Superintendent of streets.


Art. 39. Voted, That this article in relation to draining Com- mercial square, be referred to the Superintendent of Streets.


Art. 40. Voted, To raise and appropriate the sum of $300, to complete the sidewalk on the East side of Middle street, between Hillside avenue and Bates estate.


Art. 41. Voted, To lay this article on the table.


Art. 42. Voted, To raise and appropriate the sum of $300, for the purpose of working the extension of Phillips street to Prospect street as laid out and accepted by the Town.

Art. 43. Voted, To raise and appropriate the sum of $100, to complete the working of the widening of Torrey's lane.


Art. 44. Voted, To raise and appropriate the sum of $500 for the purpose of working the re-location of Front street, as laid out by the County Commissioners.


Art. 45. Voted, To raise and appropriate the sum of $500 to complete Tower avenue, Ward 5.


Art. 46. This article having been acted on in connection with Article 9, it was voted that the Chief Engineer, engineer in Ward 5 and Foreman of the Resolute Hook and Ladder Co., constitute a committee to purchase the hook and ladder truck already voted to purchase.


Art. 47. Voted, To raise and appropriate the sum of $300 for the purpose of purchasing a hose carriage or wagon for the use of Hose Co. No. 7 of the Weymouth Fire Department.


Art. 48. This article in relation to the town establishing and maintaining an electric`plant was not carried.


Art. 49. Voted, that this article in relation to the placing of electric lights on Pond street, be referred to the Selectmen.


Art. 50. Voted, To appropriate a sum sufficient to place a marker of the Society of the Sons of the American Revolution at the grave of each Revolutionary soldier or sailor buried in this town, the expense not to exceed one dollar each.


Voted, That a committee be appointed by the Moderator to carry the above vote into effect.


The Moderator appointed the following, Moses R. Greeley, Geo. L. Newton, Geo. F. Maynard, John W. Bates, Chas. E. Bicknell.


Art. 51. Voted, That the Selectman in each ward be requested to keep a list of all residents of the town who may apply for work on the town roads, and draw upon such list from time to time as they may require. A list of horse and cart owners shall in like- manner be kept and drawn from as required. All persons in em- ploy shall be paid directly by the Selectman of each ward, who shall take their individual receipt therefor.

Art. 52. Voted, That the Board of Selectmen be instructed to pay $2.00 per day to all able-bodied men for work performed for the town, whether by contract or otherwise, and that preference be given residents of the town, especially to men of families ; and that nine hours constitute a day's work.


Furthermore, that nothing in this motion shall be construed so as to prevent the employment of person not able-bodied, at a lower rate of compensation. The same to also apply to horses and carts.


Art. 53. Voted, To accept the report of the Selectmen on the re-location of Cedar street.


Voted, To take Art. 41 from the Table.


Art. 41. Voted, To raise and appropriate the sum of $300 for the working of the re-location of Cedar street.


Art. 54. Voted, To appoint a committee of five, to ascertain the probable cost of making surveys of the boundary and street lines of the town preparatory to the making of a correct map of Weymouth, and report at the next annual meeting.


Art. 55. Voted, That the article in relation to the re-setting of the curbstone on Washington street, be referred to the Superin- tendent of Streets.


Art. 56. Voted, To raise and appropriate the sum of $250 for the purpose of building a retaining wall on Broad street opposite the Hunt schoolhouse.


Art. 57 .. Voted, That the article in relation to electric lights on Union street, be referred to the Selectmen.


Art. 58. Stone crushers : Several motions were made under this article but none were carried.


Voted, That the Selectmen act as Superintendent of Streets.


Art. 59. In relation to the claim of Christopher P. Tower. Motion, To refer this matter to the Selectmen, and to recommend that if, in their judgment the case is deserving compensation not exceeding $200 shall be made from any available funds in the treasury.

Voted, To reconsider the vote, whereby the matter of electric lights were referred to the Selectmen, and that instead, such matters shall be referred to the same committee who served last year, also, that said committee make no contracts for over one year, and that any contract they may have made, they be allowed to cancel.
