JOHN A. RAYMOND,
Town Clerk.
WEYMOUTH, February, 1905.
REPORT OF THE LIGHTING COMMITTEE.
WEYMOUTH, January 1, 1905.
The Lighting Committee respectfully submits the following re- port :
At the annual Town Meeting held March 1904, it was
Voted, To raise and appropriate the sum of $7,200 for electric lighting, to be expended under the direction of the following com- mittee : George W. Baker, chairman, Russell B. Worster, Mat- thew O'Dowd, A. Francis Barnes and W. J. Coleman. Your committee made a contract with the Weymouth Light and Power Company to light the streets by electricity, on a basis of 33 arc lights and 287 incandescent lights for the sum of $600 per month, less rebates for poor lights and lights not burning.
We have received several requests for lights but could not grant them, having no appropriation at our disposal for that pur- pose.
We have also received requests from parties to maintain cer- tain lights that they have put in themselves, to light certain streets or by-ways, they claiming it was for the Town's benefit. But finding we had no authority in such a matter, we have re- ferred them to the next annual Town Meeting.
The committee at its meeting in November took up the matter of lighting the streets mornings. As so many of our people are leaving town to go to the cars or other places to their work, and the winter mornings being so dark, there should be some way of lighting the streets at that time, as well as evenings, and as we thought it would be a benefit to the Town and especially to the working man or woman to have the streets lighted a certain time mornings. But having no appropriation at our disposal for such a matter, we voted to use the rebates that we had deducted from the bills as presented to us, and to stop the lights at 12.30 o'clock nights except Saturday nights and holidays when they are to be kept on till 1 o'clock mornings, and have the lights put on at
209
5.30 mornings and run till daylight. But while our rebates are not so large as in previous years, we can continue only as long as such rebates hold out, unless the town should see fit to make such an appropriation for such a purpose.
We have also been requested to try and have the streets lighted all night, while it would be good for the town to do so, we have always referred them to the annual Town Meeting.
We have approved the following bills :

CLASSIFICATION OF CIRCULATION.
Arts, .035 ; biography, .020; fiction, including juvenile, .696 ; history, .035 ; literature, .020; natural science, .026; poetry, .013; social science, .014 ; theology, .004 ; travels, .031 ; periodi- cals, .106.
It is a satisfaction to note the increase in circulation, 1,736 more books being loaned than during the previous year, and at the same time to report a slight decrease in the choice of fiction, the per cent being .015 less. This too, in spite of the number of juvenile books, classed in this library as fiction, that have been loaned to the lower grade schools.
WORK WITH THE SCHOOLS.
The teachers have borrowed 2,434 books on their special cards. The plan of depositing books in the schools to be loaned by the
212
teachers to the pupils begun in the fall of 1903 has been continu- ed with success. Notes from the teachers attest to the enjoy- ment their pupils derive from them.
A list of vacation reading for the grades below the High School was compiled and sent to each principal as in thre preced- ing year and again proved valuable in inducing the reading of better books.
REGISTRATION OF BORROWERS.
Cards have been given to 268 new applicants, 157 desiring also the non-fiction cards. The total number of borrowers since the last registration in 1897, is 4,979.
EXAMINATION OF THE BOOKS.
The annual examination of the books showed that 14 books are still unaccounted for. It is too soon to place this number on record as lost. 280 books have been withdrawn from circulation. Worn and soiled books are a serious as well as an irritating problem in a library, especially when most of them are constantly in demand. Yet it is always a question whether it is not wiser to spend money for new books rather than to replace many of those discarded, since the high prices of books, at present, seriously lessens the purchasing power of the sum allotted for this purpose.
ACCESSIONS.
The number of accessions to date is 23,501, the number added during the year being 756 volumes. 141 volumes, including pub- lic documents, have been donated and 108 replace worn-out books.
It is gratifying that more books have been suggested for pur- chase that in any previous year as it shows an increasing inter- est in the library.
Everyone is herewith, cordially invited to ask for any books desired ; should the trustees deem it unwise to purchase such books, they can often be obtained by means of the Inter-library loan system, the borrower, in most cases, paying the express charges.
The library has no books printed for the blind but they can be obtained free of charge, for any blind person who desires them.

CATALOGS.
Class list No. 4, a Supplement, completing the printed catalog to August 1, 1904 was issued in August.
The library has now everything needed, at present, in the way of a printed catalog with the exception of the title list of works of fiction, not printed with class list No. 1, English Fiction, on account of the expense. Such a list is necessary as readers-often remember a book by its title when the author is unknown to them. The trustees hope to be able to print this list with the annual bulletin during the coming year.
The money obtained from the sale of the class lists is only a small part of the cost but they are greatly appreciated by those unable to come to the library besides being constantly in use in the Delivery Room. From them the people have learned of the books that can help them in their business, their home life and their fads, and consequently requests for books on the care of
214
horses, cows, dogs, etc., on gardening, strawberry culture, on engineering, mechanics, shipbuilding, housebuilding and on pho- tography are more frequent.
The surprise and delight of a patron on learning that the li- brary contains books on needlework, beadwork, basketry, house- keeping, cooking and amusements, shows that the possibilities of the helpfulness of the library in various directions are not fully comprehended. Especially is this the case with music. The li- brary can furnish many standard works, both instrumental and vocal, in grades elementary and advanced, the use of which, would add to culture and enjoyment in the home.
Through the kindness of the editors, the list's of new accessions have been printed in the Weymouth Gazette and Weymouth Transcript, without charge.
The card catalog has not been changed as recommended last year ; the great expense both of a new outfit and the extra assist- ance needed, preventing. As this is an important feature in the usefulness of the library the work should be undertaken as soon as possible.
THE READING AND REFERENCE ROOM.
As these departments are combined and the room also used, at times as an art gallery, there is often more disturbance than is desirable, but special students, needing greater quiet may have, upon request, the use of the Trustees' Room.
It is a pleasure to report an increased use of the books of reference although no comparison can be made with previous years on account of the lack of statistics.
The most important additions to this department are the final volumes of Moulton's Library of literary criticism of English and American authors, the extra volume of Hastings' Dictionary of the Bible, and Scarborough's Topographic map of Massachusetts.
A list of the magazines may be found in Appendix B.
ART EXHIBITIONS.
Exhibitions of pictures loaned by the Library Art Club have been held each month in the reading room. The subjects were as follows : Switzerland No. 1, Alhambra, Paris No. 2, Daugh- ters of the American Revolution, Prang platinetts, Velasquez, India, 125 birds of New England, Pagan Rome No. 1 and No. 2, and Evangeline.
