Pursuant to the foregoing warrant the annual meeting of the inhabitants of the town of Weymouth was held at the Town Hall on Monday, March 14, 1904, the meeting being called to order at nine o'clock in the forenoon and the warrant read by the Town Clerk.


ART. 1. Hon. Louis A. Cook was elected Moderator by ballot, the check list being used in the election. Prayer was offered by Rev. Frank B. Cressey.


ART. 2. Voted, That the Moderator appoint a committee of five, one from each ward, to nominate a list of officers under this article. The Moderator appointed the following on the above committee : Martin E. Hawes, Geo. C. Torrey, Thomas V. Nash, Thomas H. Vincent and Russell B. Worster.


ART. 3. Voted, To accept the reports of the several boards of town officers as printed. Voted, that a committee, to consist of three from each ward, be appointed by the moderator to consider the subject of sewerage, as applicable to Weymouth, and to re- port at the next annual meeting.


The following were appointed on the above committee : Albert P. Worthen, Aug. J. Richards, Henry B. Reed, Theron L. Tirrell, Walter W. Pratt, Wm. W. Castle, Frank H. Torrey, John B. Whelan, Edward B. Nevin, Gordon Willis, Charles Hawes, Michael Sheehy, Isaac N. Colby, Henry A. Nash, Jr., Wm. J. Coleman.


ART. 4. Voted, That we raise and appropriate fifty-one thou- sands (51,000) dollars and further appropriate one-half the dog tax and all revenue received from non-resident pupils for the sup- port of the Public Schools ; and that of this sum thirty-five hun- dred (3,500) dollars be for the purpose of paying the definiency.


ART. 5. Voted, To raise and appropriate the sum of fifteen hundred (1,500) dollars for the transportation of pupils to and from schools.


ART. 6. Voted, To raise and appropriate the sum of eight thousand (8,000) dollars, and to further appropriate the street railway and excise tax for the repair of highways, townways and bridges, of which sums three thousand (3,000) dollars shall be for the removal of snow, six hundred (600) dollars for the care and maintenance of the Hingham and Quincy bridges, and five hundred (500) dollars for repairs on Lake Street.

Voted, That we raise and appropriate the sum of two hundred and fifty (250) dollars, and further appropriate the sum of eight thousand four hundred and fifty (8,450) dollars for the payment of State and Military Aid under the provision of Chapter 79 of the Revised Laws, Sec. 3, 11, and for burials as provided in Sec. 20, 21.


ART. 10. Voted, To raise and appropriate the sum of sixty-two hundred (6,200) dollars for the support of the Fire Department, and that we further raise and appropriate the sum of twelve hundred (1,200) dollars for the repair of the Steamer in Ward 2.


Voted, That the Engineer of Ward 2 with Edward E. Orr, George M. Keene and Charles E. Dunbar be the committee to carry out the vote to repair Steamer 2, Weymouth Fire Depart- ment.


ART. 11. Voted, To raise and appropriate the sum of four thousand five hundred (4,500) dollars for Police service.


ART. 12. Voted, To raise and appropriate the sum of twenty- two hundred (2,200) dollars, and appropriate one-half the dog- tax, the income of the Susan Hunt Stetson fund, and the rentals of the Library building for the Tufts Library.


ART. 13. Voted, To raise and appropriate the sum of five hundred (500) dollars for the maintenance of a public reading room in Fogg Library.


ART. 14. Voted, To raise and appropriate the sum of one thousand (1,000) dollars for the abatement and remittance of taxes.

ART. 23. Voted, To take up Articles 43, 45, 46 and 47, in connection with this article.


Voted, To raise and appropriate seventy-two hundred (7,200) dollars for electric lighting, and that out of this appropriation the Electric Light Committee be and are hereby instructed to install the electric lights requested in Articles 43, 45, 46 and 47.


ART. 24. It was unanimously voted that for the purpose of procuring a temporary loan to, and for the use of the Town of Weymouth, in anticipation of the taxes of the present municipal year, the Town Treasurer is hereby authorized and directed to borrow, from time to time, with the approval of the majority of the Selectmen of said town, a sum or sums in the aggregate amounting to $140,000, and to execute and deliver the note or notes of the town therefor, payable in one year from the time the loan is made. The said debt or debts incurred by a loan or loans to the town under this vote are to be paid from the said taxes of the present municipal year.


ART. 25. Voted, To raise and appropriate five thousand (5,000) dollars towards the Sinking Fund for the payment at maturity of the High School Bonds.

ART. 26. Voted, To raise and appropriate fifty (50) dollars for Public Parks.


ART. 27. Voted, To raise and appropriate five thousand (5,000) dollars, and further appropriate four thousand (4,000) dollars of the Bank and Corporation taxes to provide for any deficiency in the appropriation of the present current year, or for any overdrafts already made.


ART. 28. Voted, To raise and appropriate six thousand (6000) dollars for the payment of note of that amount becom- ing due May 1, 1904.


ART. 29. Voted, To accept the list of jurors as submitted by the Selectmen after making the following amendments, viz. : By adding the names of Thomas H. Melville, Nathaniel R. Ells, Chas. E. Bicknell, John E. Inkley, Joseph P. Ford, J. Walter Walker, Marshall R. Wright, Wm. S. Wallace, Aug. T. Cushing, David J. Pierce and John H. Noonan, and by striking out the names of Cornelius P. Condrick, Wm. W. Macauley, J. Sidney Smith, Chas. W. Baker, Chas. E. Whitten, Miles M. Shurtleff, Howard Baker, Albert L. Gladwin, Everett N. Pratt and Thomas F. Moore.


ART. 30. Voted to authorize the Selectmen to commence suit for the recovery of any money due the town, and that they be requested to collect from the Old Colony Street Railway Company for all sums due the town in the case of the Loring children.


Voted, That all matter in relation to the Sheppard child be re- ferred fo the Town Counsel, to take such action as he may deem advisable.


ART 31. Voted, That the Selectmen be authorized to sell any building, with or without the land upon which the same may be located, or any vacant land the town now owns.


ART. 32. Voted, That all taxes shall become due and payable on or before the tenth day of October next, and that the Collector be instructed to collect forthwith, according to law, all taxes re- maining unpaid after that date, with interest at the rate of six per cent. per annum ; that the salary of the Collector be six mills on the dollar, and that he make a report to the town annually.


Voted, To adjourn until one o'clock this afternoon.

Voted, To appropriate from the revenue of the water works for the current year the sum of $27,640 to be ex- pended for the following purposes, viz. : $18,640 for interest on the Weymouth water loan bonds, becoming due the ensuing year ; $7,300 for superintendent's salary, maintenance of works and pumping station ; and $1,700 for current expenses, commission- ers and office expenses.


ART. 36. Voted, To appropriate and direct to be paid to the Trustees of the Sinking Fund, out of the income of the water rents for the current year, the sum of $9,320, to be set apart and invested as a sinking fund for the payment at maturity of the Weymouth water loan londs.


ART. 37. Voted, To appropriate the sum of $6,000, if avail- able, for the purpose of extending the main water pipe line.


ART. 38. Voted, To raise and appropriate five thousand ($5,000) dollars for hydrants and for the water rent and care of drinking fountains.


ART. 39. Voted, That the Board of Engineers be instructed to extend the fire alarm system from Bridge Street to Wessagus- set, and pay the cost of same from the appropriation under Article 10.


ART. 40. Voted, To refer the subject matter of this Article to the Board of Selectinen in relation to appointing a Supt. of Wires.


ART. 41. Voted, To raise and appropriate five hundred dollars ($500.00) to place a drain from the junction of Commercial and Tremont streets to Washington square.

WARRANT FOR A SPECIAL TOWN MEETING.


COMMONWEALTH OF MASSACHUSETTS.


NORFOLK SS. To the Constables of the Town of Weymouth in said County. GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections therein, to meet at the Odd Fellows' Opera House in East Wemouth on Friday, the fifth day of August next, at seven o'clock and forty-five minutes, in the evening, then and there to act on the following articles, namely :


Article 1. To choose a Moderator.

Art. 2 To see if the town will authorize its Selectmen to contract with the Massachusetts Highway Commission for the construction of a section of the State highway on Main street, extending southerly from the end of the 1903 layout.


Art. 3. To see if the town will authorize its Selectmen to agree in writing, in behalf of the Town of Weymouth, with the Commonwealth of Massachusetts, to bind the town to provide and maintain an outlet for surface water on the State highway on Washington street, at or near station 19 plus 80 on the 1903 section of said State highway.


Art. 4. To see if the town will authorize its Selectmen to sell to the Old Colony Street Railway Company, for the purpose of erecting and maintaining a feed cable and telephone wire, a strip of land about twenty-five feet in width on the southerly side of the Thomas school lot, or take any action in relation thereto.


And you are directed to serve this warrant by posting copies thereof, attested by you in writing, in two public places in each voting precinct in said town, seven days at least before the time of holding said meeting.


Hereof fail not, and make due return of this warrant with your doings thereon to the Town Clerk of said town at or before the time of holding said meeting.

SPECIAL TOWN MEETING.


Pursuant to the foregoing warrant, a legal meeting of the in- habitants of the Town of Weymouth qualified to vote in elections was held in Odd Fellows Opera House, East Weymouth, on Friday, August 5, 1904, at 7.45 o'clock, P. M., the meeting being called to order and the warrant read by the Town Clerk.


ARTICLE 1. Martin E. Hawes was elected Moderator by ballot, the check-list being used in the election.


ART. 2. Voted unanimously, To authorize the Selectmen to contract with the Massachusetts Highway Commission for the construction of a section of the state highway on Main street, extending southerly from the end of the 1903 layout.


ART. 3. Voted, That, in consideration of the great benefit to the town of Weymouth, by reason of the State Highway now under construction on Washington Street, the Selectmen be given authority, and they are hereby authorized, to agree in writing, in behalf of the town of Weymouth, with the Commonwealth of Massachusetts, to bind the town to provide and maintain forever an outlet for surface water on said highway at or near station 19x80 on the 1903 section of State highway on said Washington Street, the outlet to consist of vitrified clay pipe, of suitable diameter, to be laid at a suitable grade, approximately seventy- seven (77) feet in length, extending through the land now or formerly of Mrs. Cylinda Grant and an open ditch, properly graded, on the land of said Cylinda Grant and the land now or formerly of Antoinette Pray, into which ditch the water from said pipe may flow freely, all substantially as shown on a plan entitled "Commonwealth of Massachusetts. Massachusetts Highway Commission. Sketch showing proposed drainage out- let on State highway town of Weymouth. Scale 1-inch 40 feet," dated July 15, 1904, and signed by A. M. Lovis, First Assistant Engineer.


ART. 4. Voted, That this matter be indefinately postponed. Voted, To adjourn.

This is to certify that E. Q. S. Litchfield, who was appointed "Inspector" in Precinct Two, having removed from town, the place was declared vacant by the Board of Selectmen at a meet- ing held October 24th last, and Albert C. Burrell was appointed to fill the same. Also that Israel Loring was appointed Deputy Inspector in place of said Burrell who was appointed Inspector.


Also that at a meeting of the Board held Oct. 31, it having come to the knowledge of the Board that Owen L. Greelish, who was appointed Deputy Warden in Precinct Three, was not on May 1 living in that precinct, the place of Dep. Warden in Pre- cinct Three was declared vacant and Walter J. Geisler was ap- pointed to fill the same.
