TOWN CLERK'S REPORT.


ANNUAL TOWN MEETING.


COMMONWEALTH OF MASSACHUSETTS.


NORFOLK, SS. To the Constables of the Town of Weymouth in said County. GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections therein, to meet at the polling places in their respective voting precincts, to wit: In precincts numbered One, Three, Five and Six, in the halls of the Fire Engine Houses located in those precincts respectively ; in precinct numbered Two, at the Odd Fellows Opera House; and in precinct numbered Four, at the Hose House at Nash's Corner, on Monday, the Fourth Day of March, next, at five o'clock and forty-five minutes in the forenoon, then and there to bring into the wardens of their several precincts their votes on one ballot for the following named town officers, to wit: Town Clerk, Town Treasurer, five Selectmen, five Overseers of the Poor, five Assessors, Collector of Taxes, three Auditors, two School Com- mittee for three years, one Park Commissioner for three years, three Trustees of Tufts Library for three years, one Trustee of Tufts Library for one year, to fill a vacancy occasioned by the death of Augustus J. Richards, one Trustee of Tufts Library for two years, to fill a vacancy occasioned by the death of John B. Rhines, one Water Commissioner for three years, one Commis- sioner for the Sinking Fund of the High School Loan Bonds for three years, one Commissioner for the Sinking Fund of the High School Loan Bonds for one year, to fill a vacancy occasioned by the death of Augustus J. Richards, one Tree Warden for one

year and ten Constables ; and also to vote on the same ballot " Yes " or " No" upon the question, " Shall licenses be granted for the sale of intoxicating liquors in this"town? "


The polls will be opened at a quarter before six o'clock in the forenoon and may be closed at one o'clock in the afternoon.


You are further required to notify and warn said inhabitants, qualified to vote as aforesaid, to meet at the Odd Fellows Opera House, East Weymouth on Monday, the Eleventh Day of March, next, at seven o'clock in the evening, then and there to act on the following articles, namely :


Article 1. To choose a moderator for said meeting.


Art. 2. To choose all necessary town officers other than those elected by ballot, viz : Public Weighers, Surveyors of Wood, Lumber and Bark, two or more Fence Viewers, two or more Field Drivers, and one Pound Keeper.


Art. 3. To hear and act upon the report of the several boards of town officers and of any committees appointed at any former meetings, and to choose any committees the town may think proper.


Art. 4. To see if the town will authorize the Town Treasurer, with the approval of the Selectmen, to borrow during the municipal year beginning January 1, 1907, in anticipation of the collection of taxes of said year, such sums of money as may be necessary for the current expenses of the town, but not exceeding the total tax levy for said year, giving the notes of the town therefor, pay- able within one year from the dates thereof. All debts incurred under authority of this vote shall be paid from the taxes of the present municipal year.


Art. 5. To see what sum of money the town will vote to raise and appropriate for the support of public schools.


Art. 6. To see what sum of money the town will vote to raise and appropriate for the transportation of pupils to and from school.


Art. 7. To see what sum of money the town will vote to raise and appropriate for the repair of highways, townways and bridges, and for the removal of snow.


Art. 8. To see what sum of money the town will vote to raise and appropriate for the relief and support of the poor.


Art. 9. To see what sum of money the town will vote to raise and appropriate for the relief of disabled soldiers and seamen,

and the families of disabled soldiers and seamen, under Chapter 79 of the Revised Laws.


Art. 10. To see what sum of money the town will vote to appropriate for the payment of State and Military Aid and for burials under the provisions of Chapter 79 of the Revised Laws, and to determine how much of the same shall be raised by tax- ation:


Art. 11. To see what sum of money the town will vote to raise and appropriate for the support of the Fire Department.


Art 12. To see what sum of money the town will vote to raise and appropriate for police service.


Art. 13. To see what sum of money the town will vote to raise and appropriate for the Tufts Library.


Art. 14. To see what sum of money the town will vote to raise and appropriate for the maintenance of a public reading room at the Fogg Library.


Art. 15. To see what sum of money the town will vote to raise and appropriate for the abatement and remittance of taxes.


Art. 16. To see what sum of money the town will vote to raise and appropriate for the payment of interest which may become due the ensuing year.


Art. 17. To see what sum of money the town will vote to raise and appropriate for printing and advertising.


Art. 18. To see what sum of money the town will vote to raise and appropriate for miscellaneous expenses.


Art. 19. To see what sum of money the town will vote to raise and appropriate for the payment of town officers.


Art. 20. To see what sum of money the town will vote to raise and appropriate for election expenses.


Art. 21. To see what sum of money the town will vote to raise and appropriate for Memorial Day.


Art. 22. To see what sum of money the town will vote to raise and appropriate for the rent and care of town offices and for Town House.


Art. 23. To see if the town will vote to appropriate from the revenue of the water works for the current year the sum of $27,920 to be expended for the following purposes, viz :


$18,920 for interest on the Weymouth water loan bonds, becom- ing due the ensuing year; $7,300 for Superintendent's salary,

maintenance of works and pumping station, and $1,700 for cur- rent expenses, Commissioners' and office expenses.


Art. 24. To see if the town will appropriate and direct to be paid to the Trustees of the Sinking Fund out of lhe income of the water rents for the current year the sum of $9,320.00 to be set apart and invested as a sinking fund for the payment at maturity of the Weymouth water loan bonds.


Art. 25. To see if the town will vote to appropriate the sum of $5,000.00 for the purpose of making further construction of the water works.


Art. 26. To see if the town will vote to raise and appropriate the sum of $5,000.00 for hydrants and for the water rents and care of drinking fountains.


Art. 27. To see what sum of money the town will vote to raise and appropriate, to be expended by the Selectmen in the suppression of the gipsy and brown-tail moths.


Art. 28. To see what sum of money the town will vote to ralse and appropriate to be expended in the interest of the public health.


Art. 29. To see what sum of money the town will vote to raise and appropriate for electric lighting.


Art. 30. By request of the Park Commissioners : to see if the town will vote to raise and appropriate the sum of $50.00 for the care and maintenance of public parks.


Art. 31. To see what sum of money the town will vote to raise and appropriate toward the Sinking Fund for the payment at ma- turity of the High School bonds.


Art. 32. To determine in what manner taxes shall be collected the ensuing year and to fix the rate of interest upon all taxes remaining unpaid after the time fixed for payment.


Art. 33. To see if the town will accept the list of jurors sub- mitted by the Selectmen.


Art. 34. To see what sum of money the town will vote to raise and appropriate for the preservation of shade trees, to be expended under the direction of the Tree Warden.


Art. 35. To see if the town will determine the time the notes shall mature, amounting to $40,000, which were authorized to be issued by the treasurer of the building and furnishing of the new eight-room school-house in Ward Two, at the special town meet- ing May, 18, 1906; fix the denomination thereof, and give the

treasurer such further authority in the premises as may be neces- sary. Also, if expedient, to rescind so much of the vote of said May 18th as made the issue of such notes subject to the approval, and their maturity subject to the discretion, of the Selectmen, and pass any other vote that may be necessary to insure the validity of the notes to be issued for said loan of $40,000.


Art. 36. On petition of A. Francis Barnes and nine others : to see if the town will amend its By-laws by striking out Section 13 and inserting in place thereof the following new section :-


Section 13. No vote appropriating or involving or which may involve the expenditure of a sum of money in excess of One Thousand Dollars shall be passed at any town meeting other than the annual meeting or an adjournment thereof unless it be for the purpose of correcting an error or omission in an appropriation voted by the last prior annual meeting, but not, however, to in- crease the amount thereof. A vote appropriating or involving the expenditure of any sum of money at any meeting other than the annual meeting or an adjournment thereof shall not be recon- sidered or rescinded upon any day other than that upon which it was passed, nor shall such vote be passed unless there shall be at least one hundred (100) legal voters present and voting in favor of such appropriation or expenditure, or in favor of such recon- sideration or recision.


Art. 37. By request of the Trustees of Tufts Library : to see if the town will vote to accept the gift of the late Augustus J. Richards of $5,000, tendered by the adminstrators of his estate, upon condition that the same shall be known as the-Augustus J. Richard's fund-held exclusively for the benefit of the Tufts Lib- rary in Weymouth, invested, and the income therefrom used an- nually for the purchase of new books for said library.


Art. 38. To see if the town will vote to raise and appropriate $1,500 for the final payment upon the Steam Road Roller, becom- ing due May, 1907.


Art. 39. To see if the town will vote to raise and appropriate $45 for the purpose of having a stone placed in the Cape Cod Pilgrim Memorial, at Provincetown.


Art. 40. By request of the Water Commissioners : to see if the town will authorize them to pay the Town Accountant for his services as Registrar and Collector from April 1, 1906, and for

such further time as they may employ him in that position, at same rate they have formerly paid for such services.


Art. 41. By request of George W. Baker : to see if the town will vote to raise and appropriate a sum of money sufficient to procure new furniture for the Town Hall and basement, or act in any manner in relation to the same.


Art. 42. By request of George W. Baker : to see if the town will vote to raise and appropriate a sufficient sum of money to procure a clock for the new Town House, or act in any manner in relation to the same.


Art. 43. On petition of Louis S. Ross and others : to see if the town will raise and appropriate a sufficient sum of money to extend a water pipe line from the main water line on Middle street to the residence of Samuel J. Ross on said street.


Art. 44. To see if the town will authorize its Selectmen to commence suit for the recovery of any money or property due it.


Art. 45. To see what provision the town will make for any deficiencies in the appropriations of the current financial year, or for any overdrafts already made.


Art. 46. To see if the town will authorize its Selectmen to contract with the Massachusetts Highway Commission for the construction of a section of the state highway on Main street.


Art. 47. On petition of John Barnes and others : to see if the town will raise and appropriate the sum of $50 for the purpose of widening and repairing a certain point on the highway at the junc- tion of Elm and Pleasant streets.


Art. 48. By request of Thomas F. Brady : to see if the town will vote to pay him for labor at the pumping station for the years 1903 and 1904, for Sunday work.


Art. 49. On petition of Charles H. DesLauries and others : to see if the town will raise and appropriate $300 for the grading and lighting of Charles street, from Edwin Clapp's shop to the corner of Lake street.


Art. 50. On petition of James McBride and others : to see if the town will raise and appropriate $500 for repairs of Adams Place and sidewalk, and for electric lights on the same.


Art. 51. On petition of E. W. Richards and others : to see if the town will raise and appropriate $100 for the purpose of re- pairing culvert on Main street. south of the sand pit of John F.

Dwyer, the ditch not being deep enough to carry away all the water.


Art. 52. On petition of E. W. Richards and others : to see if the town will raise and appropriate the sum of $25 for the pur- pose of completing sidewalk in front of E. W. Richards' house on Front street.


Art. 53. On petition of F. A. Pratt and others : to see if the town will vote to raise and appropriate the sum of $300 to gravel Park street, commencing at the Hingham line in Ward Four, or act in auy manner in relation to the same.


Art. 54. On petition of George E. Perry and others : to see if the town will vote to raise and appropriate the sum of $300 to build a sidewalk, commencing at the house of John A. Schaefer in Ward Five, or act in any manner in relation to the same.


Art. 55. On petition of George E. Perry and others : to see if the town will vote to raise and appropriate the sum of $300 to gravel pond Street and rebuild any bridges, if necessary, com- mencing at the Abington line in Ward Five, or act in any manner in relation to the same.


Art. 56. On petition of H. B. Reed and others : to see if the town will instruct the Assessors to make a new valuation of the property in the town, subject to taxation, and to employ such clerical assistance as may be necessary to perform the clerical work of the Board and raise and appropriate a sufficient sum of money therefor, or take such other action relating thereto as may be deemed advisable.


Art. 57. On petition of H. B. Reed and others : to see if the town will vote to have a survey and plot of the town made and prepared and authorize commencing work thereon and establish for this purpose the office of Town Engineer, and raise and ap- propriate a sufficient sum of money therefor, or take such other action relating thereto as may be deemed advisable.


Art. 58. By request of the Industrial Committee : to see if the town will vote to raise and appropriate a sum not exceeding $500.00 and place the same at the disposal of said committee, or its successor, to be expended for the general purposes of the committee.


Art. 59. To see what provision the town will make for reim- bursing the County of Norfolk for Weymouth's proportion of the

cost of the Fore River Bridge, viz. : $10,497.64, and for interest, $1,746.13.


Art. 60. On petition of the Building Committee for the new school house at Lovell's Corner : to see if the town will raise and appropriate the sum of $135 to replace a like amount borrowed from appropriation for new school building at Lovell's Corner by Building Committee, for the purpose of building a fence around the new school house lot.


Art. 61. On petition of the Building Committee for the new school house at Lovell's Corner : to see if the town will vote to raise and appropriate the sum of $300 for the purpose of grading the new school house lot.


Art. 62. By request of William T. Heffernan : to see if the town will pay to him the sum of $100 for compensation for dam- age done to his building on Broad street by the alteration of the grade of said street.
