PENNY SAVINGS :- The report on the Penny Savings for the year. which is submitted below, shows that the amount collected from the schools falls below the high mark reached last year. $2,651.47 was collected, an average of a little .over a dollar a pupil, if we consider all the pupils in the schools. The Athens School is the largest contributor with a total of $463.88. The Washington comes next with $321.15. The Tufts and Howe schools are practically tied. for third place, contributing $297.72 and $296.03 respectfully.

NEW SCHOOL HOUSE, WARD THREE.
To the Citizens of Weymouth :-
The following is a report of the progress of work upon the new school house now under construction in Ward Three :
At the last annual Town Meeting it was voted to raise and ap- propriate the sum of $43,000 for the construction and equipment of an eight room school house in Ward 3, and the School Com- mittee were directed to carry out the terms of such vote.
It was the unanimous opinion of the Committee that the new building should be placed upon the lot of the Hunt School, inas- much as the town had previously purchased additional land there with this idea in view. Other locations were looked for, but none was found that was entirely suitable or that seemed to be as good as the lot already provided by the town, nor were any available lots brought to the attention of or offered for sale to the Com- mittee.
Had any other suitable lot been offered for sale to the Town for this purpose, it is doubtful if it would have been possible, under the terms of the vote of the town in authorizing the sale of the Tufts school, for the Committee to have utilized such means for the purchase of a lot.
The likelihood, or possibility, that the town may at some future time, choose to move the old Hunt School from its present loca- tion, which is partially in front of the new building, to some other situation, was the determining factor in the placing of the new structure. As it is placed, there is ample room for the construc- tion of an addition parallel with Stetson Street, and the building is designed with such end in view.
The architects, Messrs. Clarence P. Hoyt and Curtis W. Bixby, were the choice of a majority of the Committee, after consideration of many plans and sketches submitted by various architects, and after many hearings had been bad.
The original specifications and plans as drawn by the architects and which were submitted to competitive bidders included, among

other things, details for concrete corridors with linoleum surfaces, iron stairways and a rear entrance on the Stetson Street end. It was found that from the bids received the building could not be built within the limits of the appropriation according to these and other specifications.
The architects were thereupon allowed to make certain elimin- ations and substitutions in the plans and specifications with a view to lessening cost, and new bids were received.
The principal change consisted in the substitution of wooden corridors with maple floors and metal lath plaster ceilings ; certain interior walls of studding, lath and plaster on the second floor in place of some of brick ; stone, instead of concrete cellar walls, the stone being finished smooth with cement plaster; wooden stairways with carborundum inset treads on maple instead of iron ; and the elimination of the rear entrance at Stetson Street above noted.
The expense of granolithic floors in the basement was also eliminated, although granolithic floors have actually been con- structed.
The bid of John F. Griffin Co., of Boston, for the general con -. tract, under the amended specifications, was the lowest, at the original figure of $33,979, which was low enough to warrant its acceptance.
In all cases, the contracts have been let to the lowest bidders.
Three additions have been made to the general contract : one, for concrete footings, which appeared to be necessary as the ex- cavation progressed, amounts to $216 ; another $35, for an extra partition for a supply room ; the third for $373, for the construc- tion of a drain to remove water from the cellar. The need for this last did not appear until a few weeks ago.
The deductions from the original contract are $58, which the contractor saved on its bond, which saving was allowed to the Town, and $450, the allowance for hardware, which was bought by the Committee direct.
At the date of this writing, February 9, 1916, the building is not completed. It is possible that by the time of the town meet- ing, on March 6, next it may be finished and equipped, ready for occupancy.

Under the supervision of the architects the principal contrac- tors, John F. Griffin Co. and the Stone-Underhill Heating and Ventilating Co., have in all respects shown the ability and will- ingness to carry out faithfully the spirit and intent of their several contracts, and the building gives every indication that, when com- pleted, it will prove satisfactory and well fitted for its intended use.
It is hoped that every citizen of the town will take an oppor- tunity to inspect the building.
Below is a brief summary of the amount of the contracts and other expenses to the date of writing. The balance of the appro- priation will be sufficient for the remaining equipment not yet purchased and other necessary incidentals.
