REPORT OF OVERSEERS OF THE POOR.
The report of the Overseers of the Poor for the year ending December 31, 1915, is submitted as follows :
Perhaps there is no department of municipal expenditures the administration of which varies so much in different cities and towns as that presided over by the Overseers of the Poor.
In some municipalities it seems to be the plan to reduce the cost of the care of the poor to the lowest possible dollar with little regard to the permanent effect upon those who are the re- cipients of public charity, while in some other places the expendi- tures are made with so liberal a hand that those receiving the aid lose the incentive to personal endeavor, and after a while are willing to remain dependent on charity so long as the necessities of life are provided without effort on their part.
It is a recognized fact among those who have had much ex- perience in administering public charity, that the greatest kind- ness which can be done in many cases is to encourage people to help themselves and become independent as soon as possible.
We have endeavored to follow a middle course, making the aid sufficient to provide for reasonable comfort and to promote self respect, which is nearly always lacking in squalid poverty, while avoiding the other extreme of making the aid so liberal as to make self-support seem unnecessary.

TOWN HOME AND FARM.
We have endeavored to follow the policy which has been in practice for several years of continually improving the farm and buildings. In this effort we have found ready and willing helpers in Mr. and Mrs, Eldridge, who have labored faithfully, not only to make a reasonably comfortable home for the unfortunates committed to their care, but also' to continually improve the property.

The barn has been painted, a fire escape has been built on the west end of the house and the work of renovating the rooms of the inmates has been continued, most of which work was ac- complished by the labor of the inmates. About two acres has been added to the tillable land of the farm. The stones re- moved from the ground were crushed by the Street Department for its use, thus helping materially toward the improvement of the farm.
The number of those who were at the home the whole or a part of the year was fifty-eight, of whom thirteen were females and forty-five males. The ages were as follows :

Five deaths have occurred among the inmates, three being of males, aged respectively, 87, 73 and 68 years and two of females, aged respectively, 78 and 63 years.
The number remaining December 31 was 34.
The net cost of carrying on the home was $5,478.34. .
The cost per week for each of the town's poor was $3.46 plus.
POOR OUT OF THE HOUSE.
We have aided of the town's poor out of the house : In city hospitals, 6 cases at a cost of $136.50 and 228 individuals in 114 families of 1 or more, at an expense of $10,384.60
We have also aided, of those having no settlement in this town, 113 individuals in 28 families of 1 or more, at a cost of $2,390.34 the same having been collected, or to be collected from the State or place of settlement.
Included in the above are 13 cases of mothers with dependent children under 14 years of age, who have been aided under the provisions of Chapter 763, Acts of 1913.
Some misapprehension seems to prevail in regard to the work- ing of this law, the idea having been conceived in some cases

that the intent of the law is to grant a pension to such mothers. This idea is erroneous. Applications for aid under this law have to be considered with the same care as do others, and the re- quirements and resources of the applicant investigated. Each application has to be reported to the State Board of Charity, which finally passes upon its allowance or disallowance. If at any time the aid seems unnecessary it is discontinued.
TOWN PHYSICIANS.
The physicians appointed to attend the poor are as follows : William A. Drake, for Ward One and the Town Home; John C. Fraser, for Ward Two; Lewis W. Pease, for Ward Three ; Karl H. Granger ,for Ward Four, and Edwin C. Mayberry, for Ward Five.
