Article 4. Voted, That the Town Treasurer, with the ap- proval of the Selectmen, be and hereby is authorized to bor- row money from time to time in anticipation of the revenue of the financial year beginning January 1, 1918, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Voted, To designate the Weymouth Trust Com- pany of South Weymouth, Mass., the First National Bank of Boston, Mass., and the National Shawmut Bank of Boston, Mass., as legal depositories for the funds of the town, and the First National Safe Deposit Company of Boston, Mass., as a legal depository for the securities of the town.


Voted, That Articles 10, 11 and 12 in relation to schools and school property and Articles 13 and 14, public parks, etc., be laid on the table.


Voted, To take up Article 22 in relation to fishing in Wey- mouth Great Pond.


Voted, That the subject matter of this article be indefinitely postponed.


Article 15. Voted, That this article, Fire Department, be laid on the table.


Voted, To accept Chapter 468, Acts of 1911, as follows : An act to extend the provisions of the Civil Service Act to Chiefs of Police of certain cities and towns. The result of the ballot was: Yes, 55; No, 18.

The meeting was again called to order.


Burgess H. Spinney offered the following resolution :


Resolved, That we, the citizens of this town in Town Meet- ing assembled, having before us the Proclamation of the Gov- ernor .of this Commonwealth issued February 22nd, 1918, will aid in carrying through by all means in our power, the War Savings plan put before the country by the Secretary of the Treasury.


Voted, To take from the table Article 19.


Article 19. Voted, That the town authorize the Water Com- missioners to appropriate from the revenue of the Water Works the current year, and transfer to the Trustees of the Sinking Fund, the sum of five thousand dollars ($5000) to be set apart and invested as a Sinking Fund for the payment at maturity of the "Weymouth Water Loan Bonds."

Article 20. Voted, That the town appropriate from the revenue of the Water Works the current year, the sum of thirty-eight thousand eight hundred twenty-five dollars ($38,- 825) to be expended for the following purposes, viz: $17,000 for Superintendence, Maintenance, and Pumping Station; $4000 for Commissioners, office and current expenses ; $1,000 for installation of meters ; $2,600 for interest on sinking fund 4 per cent; $4,005 on serial 41/2 per cent ; and $720 on serial 4 per cent bonds ; also $9,500 for principal of serial bonds due this year.


Article 21. Voted, That the town for the further construc- tion of the water system authorize the issue of bonds to the amount of $5,000 under authority of Chapter 276, Acts of 1913, entitled "An act to authorize the Town of Weymouth to make an additional water loan."


Article 23. Voted, To raise and appropriate the sum of four thousand dollars for the services and expenses of the Board of Health. '


Article 24. Voted, That this article in relation to pay of Town Officers be laid on the table.


Article 25. Voted, To raise and appropriate the sum of $1,750 for election expenses.


Article 26. Voted, To raise and appropriate the sum of nine hundred fifty dollars for the rent and expenses of town offices.


Article 27. Voted, That this article in relation to high- ways be laid on the table.


Voted, To take up Article 38.


Article 38. Voted, To appropriate the sum of ten thousand dollars ($10,000) for the payment of state and military aid, and for burials under the provisions of Chapter 587 of the Acts of 1914.


Article 39. Voted, To raise and appropriate the sum of $3,400 for the relief of disabled soldiers and seamen and for the families of disabled soldiers and seamen, under Chapter 79 of the Revised Laws.

Article 43. Voted, To raise and appropriate the sum of seven hundred fifty dollars ($750) for the maintenance of a reading room at the Fogg Library.

Article 42. Voted to raise and appropriate the sum of twenty-six hundred dollars ($2600) and the rentals of the Library Building for the support and maintenance of Tufts Library ; and that the income from the A. J. Richards, J. E. Trask, Susannah Hunt Stetson and C. Q. Tirrell funds be used for the purposes specified by the respective donors.

· Article 51. Voted, To raise and appropriate the sum of $1,200 and further appropriate any money received from sale of maps, etc., for the maintenance of the town survey. This money is to be expended under the direction of the Selectmen.


Article 52. Voted, That all taxes shall become due and payable on October 15th next, as prescribed in Chapter 103 of the General Acts of 1916, and that the salary of the collector be six mills on the dollar actually collected.


Article 53. Voted, To appropriate the overlay for the abatement and remittance of taxes.


Article 54. Voted, To raise and appropriate the sum of twelve thousand dollars for the payment of interest which may become due the current year.


Article 57. Voted, To raise and appropriate the sum of two thousand five hundred dollars for printing and advertising.


Article 58. In relation to the Assessors' printing a valua- tion list.


Voted, That no action be taken in the matter.

Article 59. Voted, To raise and appropriate the sum of three thousand dollars for miscellaneous expenses.


Article 61. Voted, To raise and appropriate the sum of four hundred dollars ($400) for Memorial Day.


Article 62. Voted, That the Selectmen be authorized to commence suit for the recovery of any money or property due the town, or to prosecute a bill in equity o rother proceedings in court when in their judgment it is expedient to do so .


Article 63. Voted, To take up Article 64 with this article.


Voted, That the conducting of the Alewive Fishery be placed in the hands of the Selectmen as a committee of the town, and that the sum of three hundred dollars ($300) be raised and appropriated for rebuilding the sluiceway and other necessary repairs at the Alewive plant.


Article 65. Voted, That the Selectmen regulate or prohibit the taking of clams from the shores and flats of the town.


Article 66. Voted, That the Selectmen be authorized to sell any real estate of which the town may be possessed, and for which it has no further use, the same to be sold at public auction except in the case of land owned by the town as a re- sult of unredeemed tax sales.

Article 37. Voted, To accept the report of the Selectmen upon the laying out of alterations in the line of Washington Street and Broad Street along the land of Bertha F. Clapp at and near the junction of said streets.

Article 12. Voted, To raise and appropriate the sum of nineteen hundred dollars ($1900), said money to be paid to the Trustees of the James Humphrey Schoolhouse Sinking Fund to be set apart and invested as a sinking fund for the payment at maturity of the James Humphrey Schoolhouse bonds.


Voted, To take up Article 13.


Article 13. Voted, To raise and appropriate the sum of five hundred dollars ($500) for the care and maintenance of parks and playgrounds to be expended under the supervision of the Park Commissioners, and that $100 of this amount be for the hiring of a playground in the vicinity of Lovells Cor- ner.


Voted, To take up Article 14.


Article 14. Voted, To raise and appropriate a sum not ex- ceeding $500 and that the Park Commissioners take by emi- nent domain land on Neck and River Street owned by W. C. Cherrington and Annie K. Jones to be used for bathing pur- poses. The result of the vote was : Yes, 131; No, 9.


Voted, That action on the remaining articles of the warrant be postponed until after the Special Meetings called for at 1.30 P. M.

SPECIAL TOWN MEETING.


Pursuant to the foregoing warrant a Special Meeting was held this day at Odd Fellows' Opera House, East Weymouth. The meeting was called to order and the warrant read by the Town Clerk.


Article 1. Hon. George L. Barnes was elected as Moderator and the oath was administered to him by the Town Clerk.


Voted, To take up Articles 2, 4 and 5 together.


Voted, That the subject matter of these articles be referred to the Superintendent of Streets, the cost to be taken from the street appropriation ; one-half the cost of working Sherwood Road to be assessed upon the abuttors.


Voted, That on Articles 3, 6 and 7 no action be taken.


Voted, To adjourn. .


The business of the special meeting being completed the business of the annual meeting was again continued.


Article 40. Voted, To raise and appropriate the sum of sixteen thousand dollars ($16,000) and further to appropriate the sum of $2,000 for the relief and support of the poor.


Article 41. Almshouse.


A motion was made under this article, but was not carried, as the law requires a two-thirds' vote in the affirmative, the vote being: Yes, 90; No, 60.


Voted, To take no further action in the matter.


Article 45. Voted, To raise and appropriate the sum of fourteen thousand four hundred dollars for street lighting.


Voted, That Articles 46, 47, 48, 49 and 50 be referred to the Electric Light Committee.


Article 55. Voted, To raise and appropriate the sum of four hundred dollars ($400) for the preservation of shade trees, same to be expended under the direction of the Tree Warden.

Voted, To appropriate from money in the treasury not other- wise appropriated the sum of twelve hundred sixty-nine dol- lars and ninety-three cents ($1269.93) being the amount of the dog license fees for 1917; and further to appropriate from any money in the treasury not otherwise appropriated the sum of six hundred thirty-nine dollars ($639) being the amount received for tuition of children in 1917; and further · to raise and appropriate the sum of ninety-one thousand ninety-one dollars and seven cents' ($91,091.07) for the sup- port of public schools and transporation of pupils, and that the present salary schedule under which the elementary teach- ers are working be advanced $100 a year, the maximum under this schedule to be $800 a year.

Voted, To appropriate from any money in the treasury not otherwise appropriated the sum of twelve thousand dollars ($12,000), and further to raise and appropriate the sum of twenty-seven thousand dollars ($27,000) for the repairs, re- newals and extensions of highways, town ways and bridges, and for the removal of snow; and that expenditures for street watering and oiling and for permanent sidewalks be under the Betterment Act.

Voted, That the pay of the laborers of the Street Depart- ment be raised to three dollars ($3) per day.


Voted, To take up Article 7.


Voted, That the town take no action towards authorizing the appointment of a town accountant under the provisions of Chapter 624, Acts of 1910; but that there be raised and, ap- propriated a sum not exceeding three hundred fifty dollars ($350) for an audit of the accounts of the town for the year 1918 by a certified public accountant, under the direction of the Appropriation Committee.
