WARRANT FOR STATE ELECTION.
COMMONWEALTH OF MASSACHUSETTS.
NORFOLK, SS. To the Constables of the Town of Weymouth in said County. GREETING :
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid, qualified to vote in elections, to meet at the polling places in their respective precincts, to wit: in Precincts One, Three, Five and Six, in the Fire-Engine Houses located in those Precincts respectively ; in Precinct Two, at the Odd Fellows Opera House and in Precinct Four, at the Hose House at Nash's Corner, on Tuesday, the fifth day of November, 1918, at fifteen minutes before six o'clock in the forenoon, then and there to bring in to the election offi- cers of their several precincts their votes on one ballot for the following named public officers, to wit :
Governor of this Commonwealth.
Lieutenant-Governor of this Commonwealth.
Secretary of the Commonwealth for this Commonwealth. Treasurer and Receiver-General for this Commonwealth. Auditor of the Commonwealth for this Commonwealth. Attorney-General for this Commonwealth.
U. S. Senator in Congress for this Commonwealth.

Representative in Congress for the Fourteenth Congres- sional District.
Councillor for the First Councillor District.
State Senator for the Norfolk and Plymouth Senatorial District.
Representative in General Court for the Fifth Norfolk Rep- resentative District.
County Commissioner for Norfolk County.
County Treasurer for Norfolk County.
Register of Probate and Insolvency for Norfolk County.
Clerk of Courts (to fill vacancy) for Norfolk County.
And also to vote "Yes" or "No" upon each of the following amendments to the constitution of the State of Massachusetts, which have been passed by the Constitutional Convention for submission to the people of the Commonwealth :
Article of Amendment No. 1. The establishment of the pop- ular initiative and referendum and the legislative initiative of specific amendments of the constitution.
Article of Amendment No. 2. The conservation, develop- ment and utilization of the agricultural, mineral, forest, wa- ter and other natural resources of the Commonwealth are public uses, and the General Court shall have power to pro- vide for the taking, upon payment of just compensation there- for, of lands and easements or interests therein, including water and mineral rights, for the purpose of securing and promoting the proper conservation, development, utilization and control thereof and to enact legislation necessary or ex- pedient therefor.
Article of Amendment No. 3. Advertising on public ways, in public places and on private property within public view may be regulated and restricted by law.
Article of Amendment No. 4. The preservation and main- tenance of ancient landmarks and other property of historical or antiquarian interest is a public use, and the Commonwealth

and the cities and towns therein may, upon payment of just compensation, take such property or any interest therein un- der such regulations as the General Court may prescribe.
Article of Amendment No. 5. The General Court, by con- current vote of the two houses, may take a recess or recesses amounting to not more than thirty days; but no such recess shall extend beyond the sixtieth day from the date of their first assembling.
Article of Amendment No. 6. To authorize the General Court to prescribe, subject to certain restrictions, the manner of the appointment and removal of military and naval officers to be commissioned by the Governor.
Article of Amendment No. 7. To define the powers and du- ties of the General Court relative to the military and naval forces, and of the Governor as Commander-in-Chief thereof.
Article of Amendment No. 8. To provide for the succession, in cases of vacancies in the offices of Governor and Lieutenant- Governor, by the Secretary, Attorney-General, Treasurer and Receiver-General, and Auditor, in the order named.
Article of Amendment No. 9. To authorize the Governor to return to the General Court with a recommendation for amendment bills and resolves which have been laid before him.
Article of Amendment No. 10. Article IV of the articles of amendment of the constitution of the Commonwealth is hereby amended by adding thereto the following words : "Women shall be eligible to appointment as notaries public. Change of name shall render the commission void, but shall not prevent reappointment under the new name."
Article of Amendment No. 11. (Relative to the Retire- ment of Judicial Officers.) Article I of Chapter III of Part the second of the constitution is hereby amended by the addi- tion of the following words: "and provided also that the Governor, with the consent of the Council, may after due no- tice and hearing retire them because of advanced age or men- tal or physical disability. Such retirement shall be subject to

any provisions made by law as to pensions or allowances pay- able to such officers upon their voluntary retirement."
Article of Amendment No. 12. Every charter, franchise or act of incorporation shall forever remain subject to revocation and amendment.

Article of Amendment No. 13. The General Court shall have power to limit buildings according to their use or construc- tion to specified districts of cities and towns.
Article of Amendment No. 14. The General Court shall have the authority to provide for compulsory voting at elec- tions, but the right of secret voting shall be preserved.
Article of Amendment No. 15. To limit the power of the General Court to lend the credit of the Commonwealth and to contract loans.
Article of Amendment No. 16. To provide for a State budget and the veto by the Governor of items or parts of items in appropriation bills.
Article of Amendment No. 17. To provide for biennial elec- tions of State officers, councillors and members of the Gen- eral Court.
Article of Amendment No. 18. No person elected to the General Court shall during the term for which he was elected be appointed to any office created or the emoluments whereof are increased during such term, nor receive additional salary or compensation for service upon' any recess committee or com- mission except a committee appointed to examine a general revision of the statutes of the Commonwealth when submitted to the General Court for adoption. -
Article of Amendment No. 19. On or before January first, nineteen hundred and twenty-one, the executive and admin- istrative work of the Commonwealth shall be, organized in not more than twenty departments, in one of which every ex- ecutive and administrative office, board and commission, ex- cept those officers serving directly under the Governor or the Council, shall be placed. Such departments shall be under

such supervision and regulation as the General Court may from time to time prescribe by law.
The polls will be opened at fifteen minutes before six o'clock in the forenoon and closed at one o'clock in the afternoon.

Article IV of the articles of amend- ment of the constitution of the commonwealth is hereby amended by adding thereto the following words :- Women shall be eligible to appointment as notaries public.
