REPORT OF THE HIGH SCHOOL BUILDING COMMITTEE IN THE MATTER OF "THE LEGION MEMORIAL" ATHLETIC FIELD
To the Citizens of Weymouth :
A relatively dry spring allowed an early start on the work of draining the thirteen acres at Middle and Commercial Streets. The plan of drainage, suggested and developed by Mr. Fred O. Stevens, Superintendent of the Water Department, had been adopted by the Committee in 1925, but title to the land was acquired too late in that year to allow of drainage work to be done in the fall months.
A main drain of eighteen-inch pipe over a new easement loca- tion has been laid from the easterly side of the lot to the proper level of an old existing drain in Union Avenue. The main outlet drain is fed from a network of minor drains extending over the whole field. In all, approximately 4,350 linear feet of drain pipe has been laid, substantially as follows: 18 inch, 492 feet; 15 inch, 300 feet; 12 inch, 100 feet ; 10 inch, 800 feet ; 8 inch, 850 feet; 6 inch, 1,450 feet; 4 inch, 370 feet. All trenches have been filled with coarse gravel over the pipes. The system works; and the general water level has been sub- stantially lowered.
All this work was done under the supervision of Mr. Stevens and by the personnel of the Water Department.
There was enough of the appropriation left, after draining, to allow a trial area to be graded with gravel so that the firmness of the ground might be proved. Your Committee now has no doubt or hesitation in recommending that the work of grading and surfac- ing of the field be immediately continued. We suggest that $10,000.00 be appropriated for this purpose, and believe that, if the work of surfacing can be started early enough, a portion of the field will be ready for some use during the coming summer. Further appropria- tions in future years would be justified by the uses to be made of the field, but we believe that the sum now suggested should be suf- ficient to prepare the field for its intended use.
We wish to acknowledge the great and valuable services ren- dered by Mr. Stevens, without compensation, and we feel consider- able satisfaction in the vindication of his judgment by the results obtained.
The balance of the appropriation from 1925 available for the work done was $8,046.57. There was spent, chiefly for labor and materials, $7,799.42. Details of expenditures appear in the report of the Town Accountant.

REPORT OF THE TOWN ACCOUNTANT

To the Board of Selectmen and Overseers of the Poor :
Gentlemen :
I submit herewith the 25th annual report of the accounting de- partment showing the financial transactions of the several Town De- partments.
The general character of the work of the accounting depart- ment remains the same from year to year having to do with audit- ing and classifying the accounts of every division of our municipal government.
The books of the Tax Collector were thoroughly audited as in previous years. The collections on the commitment of 1923 were completed in 1926 and there remains unpaid of the 1924 commitment the small sum of $114.00, representing taxes levied against two parties who have been petitioned into bankruptcy. These taxes are a prior claim on the assets of those in bankruptcy. The balance uncollected on the 1925 commitment has now been reduced to less than $10,000.00. The late date at which the 1926 commitment was handed the Col- lector by the Assessors accounts for the sum uncollected Dec. 31, 1926 which is larger than in previous years. The efforts of the Col- lector, however, made possible the payment of $500,000 on notes issued in anticipation of revenue, there remaining unpaid only $100,000 which matures Feb. 15, 1927.
All cash balances have been verified at least once a month by comparison with the records of the Town depositories, having always been found correct.
During 1926 final payments were made on the 1921 Macadam Pavement Loan and the James Humphrey Schoolhouse Loan. The small balance in the James Humphrey Schoolhouse Sinking Fund is to be taken care of by action under an article in the warrant for the annual town meeting. It will be noted that in 1927 will be paid the last of the notes issued for the permanent construction of high- ways.
A healthy financial condition of the town is shown by the fact that the net debt was reduced $14,300 during 1927 and the borrowing capacity increased $164,836.44.
The Balance Sheet, Debt Statement, Municipal Property Ac- count and Recapitulation of Appropriation Accounts are appended to and made a part of this report.
The gross surplus of the town as of December 31, 1926 was found to be $189,084.84. There are however accounts receivable in the sum of $292,558.53, some of which must be collected before any of the surplus is available for appropriating purposes.
Should any further detail of the finances of the town be desired it will be furnished by the department at any time.
