ARTICLE 64. (At Request of Town Employees). To see if the Townl will vote to amend the present vacation plan for all regular town em- ployees under the Wage and Classification Plan or take any other action in relation thereto.


ARTICLE 65. (At Request of Town Employees). To see if the Town will vote to amend Article 4, Section 409 of the Town By-Laws by accept- ing changes in the Salary and Wage Scale designated as Schedule I, II, and III or take any other action in relation thereto.

ARTICLE 67. (At Request of Special Committee to Study Estab- lishment of Town Engineering Department for Town of Weymouth). To see if the Town will vote to accept the report of the Special Committee, dated December 24, 1953, as published in the 1953 Weymouth Town Re- port, and to put into execution the recommendation therein, including the appropriation of the sum of $42,400 for the purposes therein stated, or take any other action in relation thereto.


ARTICLE 68. (On Petition of George E. Lane and Others). To see if the Town will vote to accept Section 69C through 69F of Chapter 41 of the General Laws providing for the establishment of a Board of Public Works Department for Weymouth, or take any other action in relationi thereto.


ARTICLE 69. (By Direction of Selectmen). To see if the Town will vote that the inspector of buildings shall grant permits for the erection, or alteration, removal or tearing down of buildings, and no structure or foundation shall be built, altered, or torn down without such a permit, but no such permit shall be issued unless the street is on a plan duly filed and recorded, and that before the permit shall be issued, such street shall have been suitably improved to the satisfaction of the Town Planning Board as adequate in respect to public health, safety, and general wel- fare for the special circumstances of the particular street, and an affi- davit filed by a registered engineer that plans and profiles of said street have been complied with, and until the inspector has carefully examined the plans and specifications of the proposed building or alterations, and ascertained that the building has sufficient strength, that means of in- gress and egress are sufficient and the building conforms to the require- ments of these by-laws, and the regulations of Chapter 143 of the General Laws. (This to be an addition to the By-Laws.)


ARTICLE 70. (On Petition of George E. Lane and Others). To see if the town will vote to elect at the annual town election in 1956 two (2) Selectmen for a term of three years; two (2) Selectmen for a term of two years, and one (1) Selectman for a term of one year and thereafter on the expiration of their terms, or their successors, shall be elected for a three year term.


ARTICLE 71. (On Petition of George E. Lane and Others). To see if the Town will vote to accept Chapter 118 of the Acts of 1946 to pro- vide absentee voting in Town Elections or take any other action in re- lation thereto.


ARTICLE 72. (On Petition of George E. Lane and Others). To see if the Town will vote a Highway Planning Commission to complete a town wide highway and street program in co-ordination with the Federal

Highway Program and to see what sum of money the Town will vote for the proposed highway outlay program, or take any other action in relation thereto.


ARTICLE 73. (At Request and by Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the dredging of Weymouth Fore River from the Metropolitan Yacht Club to the Shaw Street Bridge in conjunction with the Town of Braintree and the State Department of Public Works, Waterways Division, or take any other action in relation thereto.


ARTICLE 74. (By Direction of Selectmen). To See if the Town will vote to raise and appropriate the sum of two hundred (200) dollars to be expended under the direction of the Board of Selectmen for the pur- pose of stocking the ponds and inland waters, located within the Town limits, with fish and of liberating game in accordance with General Laws (Ter. Ed.) Chapter 40, Section 5, Clause 41, or take any other action in relation thereto.


ARTICLE 75. (By Direction of Selectmen). To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the De- partment of Public Works of Massachusetts for the improvement, de- velopment, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 (eleven) of Chapter 91 of the Gen- eral Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth, or take any other action in relation thereto.


ARTICLE 76. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for its share in the South Shore Mosquito Control District or take any other action in rela- tion thereto.


You are hereby required to notify and warn said inhabitants of Wey- mouth qualified to vote in Town affairs, in case all the Articles in the foregoing Warrant shall not have been acted upon at the meeting called for the seventh day of March, to meet in adjourned session at the hall of the Weymouth High School on

ANNUAL TOWN MEETING March 7, 1955


Pursuant to a Warrant duly issued, the Annual Town Meeting of the inhabitants of the Town of Weymouth, represented by their duly elected and qualified Town Meeting Members, was held in the auditorium of the Weymouth High School on Monday, March 7, 1955.


The Meeting was called to order at 7:45 o'clock in the evening by the Annual Moderator, Mr. Daniel L. O'Donnell.


The Town Clerk, Mr. Harry Christensen, read the call of the Meeting.


There were 197 Town Meeting Members present.


Upon motion duly made, it was


UNANIMOUSLY VOTED: That the reading of the Articles in the Warrant be suspended.


Prayer for Divine Guidance at this Annual Town Meeting was offered by the Rev. Raymond M. Scott, Pastor of the Third Universalist Church of Weymouth.


There were no Town Meetng Members to be sworn in.


The Moderator introduced the following guests of the Town Meeting: Mr. Jacob W. Jongedijk of the newspaper Het Vaderland, The Hague, Netherlands; a delegation from the Girls Trade School of Boston; and a delegation of young ladies from the Junior High School of Weymouth.


All of the guests were greeted with generous applause.


The Moderator declared a quorum present.

UNANIMOUSLY VOTED: To provide for all expenses or maintell- ance and operation of each of the Town's several departments and activities for the fiscal year, for certain improvements, and to meet cer- tain requirements of the law, the several sums hereinafter set forth are hereby appropriated for the several purposes and subject to the con- ditions specified, all such sums to be raised by taxation in the levy of the current year unless some other source of revenue is expressed. Step rate increases to be retroactive to January 1, 1955 for employees hired prior to January 1, 1953. Employees hired after January 1. 1953 shall not be entitled to a step rate increase before the anniversary of employment date.

Mr. Park, Chairman of the Appropriation Committee, explained the reasons for including the sum of $3,360.00 in the budget for the services of an Assistant Town Accountant. Further discussion ensued involving Mr. Dizer, Town Accountant, Mr. Cahalan, Mr. Lane and Mr. Crehan, Chairman of the Board of Selectmen.

The sum of $4,842.40 is appropriated under this item for salary as town clerk, the sum of $400.00 is appropriated under Article 1, Item 10 for salary as Clerk of the Board of Registrars and the sum of $800.00 is estimated as the fees which may be retained by the Town Clerk, under the provisions of the statutes, thus making the total salary $6,042.40. The sum of $150.00 is provided in the total for travel outside the Commonwealth, in accordance with Clause 34, Section 5, Chapter 40 of the General Laws.
