Mr. Lane stated, in response to remarks by Mr. Evirs who is not a Town Meeting Member, that he would be pleased to introduce a motion relative to a proposed By-Law restricting the area to residents of the Town.

ARTICLE 63. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the purpose of draining, filling and surfacing the parking area near Wessagusset Beach at the end of Parker and Massasoit Roads referred to in Article 62 of this Town Meeting, said work to be done under the direction of the Board of Selectmen.
Upon motion duly made by the Appropriation Committee, it was
UNANIMOUSLY VOTED: That the sum of $9,000.00 be raised and appropriated for the draining, filling and surfacing the parking area at the end of Parker and Massasoit Roads referred to in Article 62 of this Town Meeting. Said work to be done by the Highway Department.

ARTICLE 64. (At Request of Town Employees). To see if the Town will vote to amend the present vacation plan for all regular Town em- ployees under the Wage and Classification Plan or take any other action in relation thereto.
Upon motion duly made by the Appropriation Committee, it was
SO VOTED: That the present Wage and Classification Plan be amended by striking out that section entitled Vacations and inserting in place thereof the following section:
Vacations: All regular employees with one to fifteen years service will be granted a two weeks annual vacation with pay. Employees with fifteen or more years of service will be granted three weeks annual va- cation with pay. Employees with six months but less than a year's service will be granted one week only with pay.
(As previously noted, Articles 65 and 66 were considered prior to Article 1.)
ARTICLE 67.(At Request of Special Committee Establishment of Town Engineering Department for Town of Weymouth). To see if the Town will vote to accept the report of the Special Committee, dated De- cember 24, 1953, as published in the 1953 Weymouth Town Report, and to put into execution the recommendations therein including the appro- priation of the sum of $42,400 for the purposes therein stated, or take any other action in relation thereto.
MOVED by the Appropriation Committee :
That a Town Engineering Department be established, headed by a full- time permanent town employee as Town Engineer, with a staff, to perform functions outlined in the report submitted by the special committee at the 1954 Annual Town Meeting. It is further recommended that the sum

of $21,750.00 be raised and appropriated for the establishment of said Engineering Department as soon as practical after July 1, 1955. $21,750.00
MOVED the following substitute motion by Mr. Lane:
That the matter be referred back to the special committee for a report and recommendation on the consolidation of all engineering facilities for the town to be submitted to the next annual town meeting, or a special town meeting, and that this committee discuss the engineering problem with the Committee of 22 Town Meeting Members to study Town Govern- ment.
Discussion ensued involving Mr. Lane; Mr. Park, Chairman of the Appropriation Committee; Mr. Burrell, of the Board of Selectmen; Mr. Brittain, Chairman of the Special Committee; Mr. Roulston. Secretary of the Appropriation Committee; Mr. Nover and Mr. Cain.

ARTICLE 68. (On Petition of George E. Lane and Others.) To see if the Town will vote to accept Section 69C through 69F of Chapter 41 of the General Laws providing for the establishment of a Board of Public Works Department for Weymouth, or take any other action in relation thereto.
Upon motion duly made by the Appropriation Committee, it was
SO VOTED: No Action.
ARTICLE 69. (By Direction of Selectmen.) To see if the Town will vote that the inspector of buildings shall grant permits for the erection, or alteration, removal or tearing down of buildings, and no structure or foun- dation shall be built, altered, or torn down without such a permit, but no such permit shall be issued unless the street is on a plan duly filed and recorded, and that before the permit shall be issued, such street shall have been suitably improved to the satisfaction of the Town Planning Board as adequate in respect to public health, safety, and general welfare for the special circumstances of the particular street, and an affidavit filed by a registered engineer that plans and profiles of said street have been complied with. and until the inspector has carefully examined the plans and specifications of the proposed building or alterations, and ascertained that the building has sufficient strength, that means of ingress and egress are sufficient and the building conforms to the requirements of these by- laws, and the regulations of Chapter 143 of the General Laws. (This to be an addition to the By-Laws.)

UNANIMOUSLY VOTED: That the Town accept this addition to the By-Laws.
ARTICLE 70. (On Petition of George E. Lane and Others.) To see if the Town will vote to elect at the annual town election in 1956 two (2) Selectmen for a term of three years; two (2) Selectmen for a term of two years, and one (1) Selectman for a term of one year and thereafter, on the expiration of their terms, or their successors, shall be elected for a three-year term.

To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be performed by the Depart- ment of Public Works of Massachusetts for the improvement. development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tidewaters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in ac- cordance with Section 11 (eleven) of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth, or take any other action in relation thereto.
