SPECIAL TOWN MEETING, FEBRUARY 19, 1916 Frederic T. Bailey was chosen Moderator.


ARTICLE 2


Voted, That the Town do accept the provisions of Chap- ter 284 of the General Acts of 1915, thereby enabling it to hold its Annual Meeting for the transaction of business on the first Monday of March, and its election of officers on the second Monday in March.

ARTICLE 5


Voted, That the Town do authorize its Overseers of the Poor to contract at their discretion for the support of the Town's poor.


ARTICLE 6


Voted, That the Town do authorize the Town Treasurer, with the approval of the Selectmen, to borrow during the financial year beginning January 1, 1917, in anticipation of the collection of revenue of said year, such sums of money as may be necessary for the current expenses of the Town, but not the limit fixed by law, giving the note or notes of the Town therefor, payable within one year from the dates thereof, and to renew such note or notes as may be given for a less period than one year, provided the limit of one year is not exceeded thereby. All debts incurred under this authority shall be paid from the revenue of the then current year.

ARTICLE 7


To hear the report of any committee heretofore chosen. Report by William H. North, Chairman of Committee to locate and prepare plans for a Soldiers' Monument.


ARTICLE 8


Voted, That the Town authorize the Selectmen to prose- cute, compromise or defend any suit or suits within the Commonwealth in the name of the Town.


ARTICLE 9


Voted, That the taxes be collected in the same way and manner as last year.


All taxes shall be payable by November 1 of the year when assessed, and that all taxes unpaid after said Novem- ber 1 shall draw interest at six per cent from the 15th day of October until paid.


ARTICLE 10


Voted, To pass over the raising of $2,500 to macadam- ize Grove Street from High Street in a northerly direction.


ARTICLE 11


Voted, That the Town deed to Benjamin T. Ellms an excavated portion of the pit adjoining his premises on Gannett Street.


ARTICLE 12


Voted, That the Town raise and appropriate the sum of $2,500 to macadamize Summer Street from the Cohasset line toward the Norwell line as far as the appropriation will go.


ARTICLE 13


Voted, That the Town accept the layout of the Selectmen for the relocation of parts of Bay Street and raise and ap- propriate the sum of $750 for the same.

Voted, That the Town raise and appropriate $500 to build a sidewalk on Turner Avenue, Sand Hills, from Jericho Road to the tennis court, said amount to be taken from the amount already appropriated for sidewalks.

Voted, That the Town install five lights on Summer and High Streets, to be located under the direction of the Select- men, the cost to be paid from the amount already raised for street lighting.

Will the Town raise and appropriate $1,000 to macadamize Grove Street from store of Arthur F. Sylvester to corner of Grove and High Streets?

To see if the Town will co-operate with the North Scituate Beach Improvement Association, or other similar associa- tion, by paying one-half of the cost of furnishing and laying oil upon the gravel road, unmacadamized, at North Scituate Beach or such other locality as may be designated by any association in which one-half of the cost of furnishing and laying will be paid.

Voted, That the Town accept the layout of the Selectmen in making North River Avenue from Marshfield Avenue to Brunswick Avenue at Humarock a town way and raise and appropriate $200 for the purpose, to be expended under the direction of the Humarock Beach Improvement Association.

Voted, To pass over, on raising $1,500 to extend macadam on Pond Street from residence of H. H. Northey estate westerly.

Voted, That the Town accept the layout of the Selectmen in relocating the line of Turner Avenue at its junction with Billow Avenue and raise and appropriate $150 for the purpose.

Voted, That a committee of five, consisting of Fred L. Litchfield, Walter Haynes and the Selectmen, be a com- mittee to investigate and contract for the renewal of the Town's contract with the Scituate Water Company, and report at some future meeting.

Will the Town co-operate with other towns in erecting a watch tower for fire protection, and raise and appropriate $150 for the purpose?

Voted, That the Committee on Soldiers' Monument be continued; that it be requested to solicit subscriptions for its erection; that when such subscriptions reach $3,500 the Town now agrees the sum of $6,500 will be added thereto for that purpose, and that the Park Commissioners be in- structed to take under the provisions of Chapter 28 of the Revised Laws and Acts, in amendment thereof and added thereto, the same land conveyed to Thomas W. Lawson by the Town of Scituate, by deed dated February 27, 1907, and recorded in Plymouth County Registry of Deeds, Book 965, page 518, called "Old Meeting House Lot," or Church Common.

To see if the Town will reappropriate the sum of $1,000 now in the reserve fund, for the purchase of bathing beaches, under the direction of the Park Commissioners.

Voted, That the Town accept the provisions of Chapter 423, Acts of 1909, thus authorizing its Selectmen to grant licenses for the sale of ice cream, confectionery, soda water and fruit on the Lord's day.

Voted, That the Town raise and appropriate the sum of $1,500 to macadamize Charles Street from Mt. Vernon Street to the residence of Charles M. Ferguson.


ARTICLE 42


To see what action the Town will take to install a fire alarm system, etc., and raise and appropriate the sum of $9,000 for the purpose.

Voted, That the Town raise and appropriate $500 to repair the guard rails along its highways, and to put in two rails on all fences that cross a bridge or culvert.

Voted, That the Town raise and appropriate the sum of $25,000 for the purpose of erecting and furnishing a new high school building and that the Town Treasurer is author- ized to execute and issue under the direction of the Select- men the serial notes of the Town in such sums as the Select- men shall see fit to the above amount and payable within twenty years from the date thereof, in equal annual pay- ments. That the cost of moving the old building and putting under it a suitable foundation come out of this appropriation and that a committee of four be appointed by the Moderator to act with the School Committee to locate, erect and furnish a new high school building and move the old building upon a suitable foundation.
