AUDITOR'S REPORT


I have verified the accounts of the Selectmen, Over- seers of the Poor, Tax Collector and Treasurer of the Town of Scituate for the year ending December 31, 1923.


Payments authorized by the Selectmen were made by the Treasurer to the extent of $525,868.86.


Following the change in the office of Tax Collector, in March, 1923, I conducted a thorough audit of the books of the former Tax Collector, Mr. H. Grant Doherty. Upon completion of this work the State Auditors conducted a final audit, preparatory to the installation of the State Accounting System, adopted by vote of the Town.

ARTICLE 5


Voted, That the Town authorize its Overseers of the Poor to contract at their discretion for the support of the Town's poor.


ARTICLE 6


Voted, That the Town do authorize the Town Treasurer, with the approval of the Selectmen, to borrow during the financial year beginning January 1, 1924, in anticipation of the collection of revenue of said year, such sums of money as may be necessary for the current expenses of the Town, but not exceeding the limit fixed by law, giving the note or notes of the Town therefor payable within one year from the dates thereof and to renew such note or notes as may be given for a less period than one year, provided the limit of one year is not exceeded thereby. All debts incurred under this authority shall be paid from the revenue of the then current year.


ARTICLE 7


To hear the report of any committee heretofore chosen, or act thereon.


Report read by the Committee on Building Laws and Electric Light Rates.


Voted, To have the report on Building Laws printed and distributed to the voters of the Town, that in case of a Special Town Meeting being called for other Town business, the Selectmen be instructed to insert an article so that the Town can take action on the same.


ARTICLE 8


Voted, That the Town authorize the Selectmen to prose- cute, compromise or defend any suit or suits within the Com- monwealth in the name of the Town.


ARTICLE 9


Voted, That the taxes be collected the present year in accordance with the State Laws.

ARTICLE 10


Voted, That the Town instruct its Selectmen to control, regulate or prohibit the taking of eels, clams, quahogs, razor fish and scallops within the Town of Scituate in accordance with Chapter 91, Section 85, Revised Laws, as amended by Acts of 1913, Chapter 517, and further amended by Acts of 1915, Chapter 86, General Laws.


ARTICLE 11


Voted, That the Town appoint a committee consisting of the Selectmen, Highway Surveyor and Chairman of the Ad- visory Board to determine after public hearings held by it, what highways in the Town shall be specially repaired, the character of the work to be done and the nature of and contract for its performance.


ARTICLE 12


Voted, That the Town raise and appropriate the sum of $75,000 - $25,000 of which to be raised by taxation of the current year and to authorize the Treasurer under the direction of the Selectmen to borrow the balance, namely, $50,000, and to issue the serial notes of the Town payable within five years from date of the first of such serial notes, for the purpose of making special repairs upon such of the highways of the Town as may be determined by the com- mittee heretofore chosen, with Macadam pavement or other road material under specifications approved by the Highway Surveyor.


ARTICLE 13


To see if the Town will raise and appropriate the sum of $32,000 for the ordinary repairs of public highways, as provided for by the Selectmen's estimated expenses.


Voted, In estimated expenses, Roads General $12,000, Preservation of Macadam $10,000, Oil and Gravel $10,000.

Voted, $500 to continue the filling of the parking space at North Scituate Beach.

Voted, Selectmen, $200 for each member and legitimate expenses; $500 additional for clerical assistance to be taken from General Government.


Overseers of the Poor, $125 for each member and legiti- mate expenses. To be taken from Charities.


Assessors, $500 for each member and legitimate expenses; $1,000 additional for Chairman of the Board and $500 ad- ditional for clerical assistance. From General Government.


Highway Surveyor, $2,000 - he to furnish his own con- veyance while in the performance of his duties and bear the expense of same. To be taken from Roads General.


School Committee, $100 for each member and legitimate expenses from Education.

Voted, To raise and appropriate the sum of $3,500 for the purchase of the Dreamwold Tower clock and chimes, and appurtenances, now in the tower of the Scituate Water Company, under authority of Section 14, Chapter 45 of the General Laws, and $100 for their maintenance for the ensuing year, all under the direction of the Park Commission.

Will the Town raise and appropriate the sum of $5,000 for the further development of the civic center or act thereon? Voted, To indefinitely postpone.


Voted, To instruct the Highway Surveyor to drain the bowl in driveway near the Town Hall.


ARTICLE 58


Voted, $1,800 for the installation of twenty-four hydrants at the West End.


ARTICLE 59


Voted, That the Town raise and appropriate the sum of $10,000 for the purchase of a triple combination pumper and that the following committee of five, namely, Ernest R. Seaverns, G. Dana Yeaton, William E. Supple, Charles W. Peare and Herbert G. Summers, be empowered to purchase and locate this piece of apparatus.

Voted, That the Town raise and appropriate the sum of $16,666.66 to be used in conjunction with money furnished by the Commonwealth and the County of Plymouth for Shore Protection in 1923, in accordance with provisions of Sections 1 to 6 inclusive, Chapter 585 of the Acts of 1920: "An Act to provide for the protection of the shores in the Town of Scitu- ate" and that one thousand six hundred sixty-six dollars and sixty-six cents be assessed in the current tax levy of 1923, and that the Town Treasurer with the approval of the Selectmen is hereby authorized to borrow the balance, amounting to $15,000, on serial notes of the Town of $1,500 each, payable one each year from 1924 to 1933 inclusive. Unanimous vote.


ARTICLE 74


Voted, $200 for the use of the Plymouth County Trustees for County Aid to Agriculture.


ARTICLE 75 Shall the Town petition for the installation of an account- ing system by the Commonwealth?


Voted, To indefinitely postpone.

ARTICLE 76


Voted, That a committee of five be appointed by the Se- lectmen to investigate the feasibility of a municipal forest or forests as outlined by the New England Agricultural Con- ference and approved by the Governor of the Commonwealth.


ARTICLE 77


Voted, That the Town accept the provisions of Section 97, Chapter 41 of the General Laws, authorizing the Selectmen to establish a Police Department and appoint a Chief thereof and other officers therein.


ARTICLE 78


Voted, That the Selectmen in the name of the Town, peti- tion the New York, New Haven and Hartford R. R. Co. to make Greenbush the terminus of the Plymouth Branch via Cohasset, and all trains now scheduled, or to be scheduled as ending at Cohasset, be continued to such Greenbush terminus.


ARTICLE 79


Voted, That the Town appropriate the sum of $7,779, made up of the net unexpended balance from 1922 appropria- tions, plus net receipts in excess of amounts used as credits, to the Reserve Fund.


ARTICLE 80


What action will the Town take on a resolution requesting legislation to fix the minimum price at which coal may be sold in any Congressional District, etc .?


Voted, To indefinitely postpone.


ARTICLE 81


Voted, $1,500 for the continuance of work on the Town Plan with instructions to put on paper, notes of land.


ARTICLE 82


Voted, That Town laborers shall receive $4.30 for eight hours work; double team and man, $9.00; trucks, $14 per day.
