All tax accounts of 1919, 1920 and 1921 have each been examined and verified individually. All tax accounts of these three years, still apparently unpaid, have had audit blanks mailed to the individuals concerned, with enclosed addressed envelopes, and a request made for declaration by return mail, if statement is not correct; and to date no person. has answered the Auditor that any amount has not been properly credited.


I have examined the vouchers of the Treasurer and Collector from December 31, 1921 (my last audit) to date, and find all amounts agree, and proper vouchers are held by the Collector.

COLLECTOR'S REPORT FROM JUNE 15, 1922 TO DECEMBER 31, 1923

To the Board of Selectmen, Town of Scituate:


Gentlemen: I herewith submit my report as Collector of Taxes of the unexpired term of the former Collector, Albert D. Spaulding.


Several items of interest are to be observed from a study of this report in conjunction with that of the Town Treasurer, and that part of the year served by the former Collector.


The largest collection ever known in the history of the Town has been accomplished, and this has been done with- out a tax sale. A total of $230,807 in 1922, as compared with $205,047.34 in 1921. It is true that the warrant for 1922 is $10,000 greater than 1921, but this item is more than off-set by the failure of one tax payer in 1922, who had paid in 1921.


I have been authorized to collect taxes since June 15, 1922, the re-committment warrants being issued on that date. In a period of six and one-half months a total of $200,480.14 has been collected, as compared with $204,998.34 over a twelve months period in 1921, the largest previous year.

Voted, That the Town do authorize its Overseers of the Poor to contract at their discretion for the support of the Town's poor.


ARTICLE 6


Voted, That the Town do authorize the Town Treas- urer with the approval of the Selectmen, to borrow during the financial year beginning January 1, 1923 in anticipation of the collection of revenue of said year, such sums of money as may be necessary for the current expenses of the Town but not exceeding the limit fixed by law, giving the note or notes of the Town therefor, payable within one year from the dates thereof, and to renew such note or notes as may be given for a less period than one year, provided the limit of one year is not exceeded thereby. All debts incurred under this authority shall be paid from the revenue of the then current year. Unanimous vote.


ARTICLE 7


To hear the report of any committee heretofore chosen. No committee reported.


ARTICLE 8


Voted, That the Town do authorize the Selectmen to prosecute, compromise or defend any suit or suits within the Commonwealth in the name of the Town.

Voted, The Selectmen shall make some suitable regu- lations for the occupancy of the highways and streets of the Town for parking of carriages, automobiles or other vehicles as shall provide for the public safety and conven- ience.

The Selectmen may make and rescind from time to time as occasion in their judgment may require, rules and regulations governing all traffic upon the highways of the Town as well as the parking of automobiles and other vehicles thereon, violation of the rules and regulations so made shall be punished by a fine not in excess of $20 for each offense.

Voted, That the Selectmen be instructed to ascertain what right the people have in the (Right of Way) across Pegotty Beach.

Voted, To install electric lights on Jericho Road ($60); Tilden Road ($20); Summer Street ($20); three lights on Mordecai Lincoln Road ($60); five lights on Clapp Road ($100); one light on second Cliff ($20).


ARTICLE 62


Voted, $750 for land damage and $750 for construction of road at the corner of Booth Hill Road and the Country Way.

ARTICLE 63


Whereas, The Town did by vote at a Special Meeting on December 16, 1920 authorize the Treasurer with the approval of the Selectmen to borrow the sum of $20,000, giving the notes of the Town therefor, to be paid $2,000 annually for ten years, and


Whereas, The Town did not issue said notes, but the Selectmen ordered the payment of the first assessment of $12,388.74 for said protection from cash on hand, and


Whereas, The balance of $20,000, viz., $7,611 26, will be needed for the completion of the 1920 allotment, therefore


Voted, That the sum of $111.26 be raised and appro- priated in the tax levy of the current year and that the Treasurer be authorized with the approval of the Selectmen to borrow the sum of $7,500 for the completion of the 1921 work of Shore Protection, giving the notes of the Town, $1,500 due in 1923 and $1,000 due in each succeeding year to and including 1929 and that so much of the vote at said Special Meeting as is inconsistent herewith be rescinded.


Unanimous vote.


ARTICLE 64


Voted, That the Town raise and appropriate the sum of $33,334 to be used in conjunction with money furnished by the Commonwealth and the County of Plymouth for Shore Protection in 1922 in accordance with the provisions of Section 1 to 6 inclusive, Chapter 585 of the Acts of 1920 to provide for the protection of the shores in the Town of Scituate.


Voted, That the sum of $3,334 be assessed in the cur- rent tax levy of 1922 and that the Town Treasurer, with the approval of the Selectmen is hereby authorized to borrow the balance $30,000, on serial notes of $3,000 each, maturing in 1923, 1924, 1925, 1926, 1927, 1928, 1929, 1930, 1931 and 1932.

ARTICLE 65


Voted, That a committee of five be appointed by the Selectmen to draw up a set of building laws for the Town of Scituate, and report at the next Annual Meeting.
