Sir:
In accordance with your instructions, I have made an audit of the books and accounts of the town of Wakefield for the period from April 19, 1947, the date of the previous examination, to May 14, 1948, and re- port thereon as follows:
The records of financial transactions of the several departments re- ceiving or disbursing money for the town, or committing bills for collec- tion, were examined, checked, and verified by comparison with the rec- ords of the town treasurer and the town accountant.
The town accountant's general and appropriation ledger accounts were analyzed and checked in detail. The receipts as recorded were checked with the treasurer's books, while the recorded payments were compared with the treasurer's cash book and with the treasury warrants. The appropriations, transfers, and loan orders, as entered, were checked with the town clerk's record of town meetings and with the finance com- mittee's records of transfers authorized from the reserve fund.
A trial balance was taken off proving the accounts to be in balance, and a balance sheet, which is appended to this report, was prepared show- ing the financial condition of the town as of May 14, 1948.
The books and accounts of the town treasurer were examined and checked. The recorded receipts were analyzed and compared with the accountant's books and with the records in the various departments col- lecting money for the town, as well as with other sources from which money was paid into the town treasury, while the payments were com- pared with the selectmen's warrants authorizing the disbursement of town funds and with the accountant's records.
The cash book was footed throughout, and the cash balance on May 14, 1948 was proved by verification of the cash in the office and by recon- ciliation of the bank balances with statements furnished by the banks in which town funds are deposited.
The reported payments on account of maturing debt and interest were compared with the amounts falling due and with the cancelled se- curities and coupons on file. The bond and coupon account was recon- ciled with a statement furnished by the bank of deposit.
The securities and savings bank books representing the investments of the several trust and investment funds in the custody of the town treasurer, as well as the retirement funds in the custody of the retire- ment board, were personally examined and listed. The income was proved and all transactions and balances were verified and checked with the books of the town accountant, and, in the case of the retirement funds, with the records of the retirement board.
The records of tax titles and tax possessions held by the town were examined and checked. The amounts added to the tax title account were compared with the collector's records. The reported redemptions

were checked with the receipts as recorded on the treasurer's cash book, the foreclosures were verified, and the tax titles and tax possessions on hand were listed, proved to the accountant's ledger, and checked with the records in the Registry of Deeds.
The records of payroll deductions on account of federal taxes, etc., were examined and proved to the accountant's ledger controls.
The books and accounts of the tax collector were examined and checked. The poll, personal property and real estate taxes, motor ve- hicle and trailer excise, and assessments outstanding at the time of the previous examination, as well as all subsequent commitment lists, were audited and compared with the assessors' warrants: The recorded col- lections were proved with the payments to the treasurer. The recorded abatements were checked with the assessors' records of abatements granted, and the outstanding accounts were listed and reconciled with the respective controlling accounts in the town accountant's ledger.
The collector's cash balance on May 14, 1948, including water charges and petty cash advance, was proved by actual count of cash in the office and by reconciliation of the bank balance with a statement received from the depository.
The records of apportioned assessments were examined and the ap- portioned assessments not due were listed and reconciled with the ac- countant's deferred revenue accounts.
The commitments of departmental and water accounts receivable were examined and checked. The recorded receipts were checked with the payments to the treasurer as shown by the treasurer's and the ac- countant's books, while the abatements, as entered, were checked with the departmental records of abatements granted. The outstanding accounts were listed, reconciled with the available departmental records including the commitment lists kept in the water department, and proved to the accountant's ledger.
The outstanding departmental accounts receivable include health de- partment bills dating from 1940, public welfare and aid to dependent children bills dating from 1941, old age assistance bills dating from 1936, and school department bills dating from 1943. It is recommended that action be taken to bring about a prompt settlement of all delinquent accounts receivable.
The financial records of the town clerk were examined and checked in detail. The records of receipts on account of dog and sporting licenses, as well as from marriage intentions, recording fees, and miscellaneous charges, were examined. The payments to the State and the town were checked with the receipts on file and with the town treasurer's books, and the cash balance on May 14, 1948 was verified.
The available records of departmental cash collections by the board of selectmen, the inspectors of buildings, milk, and plumbing, the sealer of weights and measures, as well as by the police, fire, health, public welfare, school, library, park, and cemetery departments, and of all other departments in which money was collected for the town, were examined and checked. The recorded receipts were .verified and compared with the

payments to the treasurer as shown by the accountant's and the treas- urer's books, and the cash on hand in the several departments, including the petty cash advances, was proved by actual count.
The records of guarantee deposits for sewer connections were exam- ined and checked. The recorded deposits, the transfers to the town for the cost of work done, and the excess deposits refunded were verified and proved with the accountant's and the treasurer's books.
The books and accounts of the municipal light department were examined and checked. The consumers' accounts were checked to the departmental controls. The controlling accounts were analyzed and checked with the departmental ledger accounts and with the town ac- countant's ledger. The recorded collections were compared with the pay- ments to the treasurer as shown by the treasurer's and the accountant's books, and the outstanding gas, electric, and sundry accounts receivable as of May 31, 1948 were listed and proved.
The municipal light department ledger was examined, and a trial balance, proving the accounts to be in balance, was taken off and com- pared with the town accountant's ledger.
The guarantee deposit account was checked with the cards on file, and the cash balance on May 31, 1948 was verified by reconciliation of the bank balance with a statement furnished by the bank, by verifica- tion of the savings bank book, and by listing the cash in the office.
Verification of the outstanding tax, assessment, departmental, mu- nicipal light, and water accounts was made by mailing notices to a num- ber of persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the outstanding accounts, as listed, are correct.
The books and accounts kept by the Wakefield Trust Company as trustee for the Donnell Public Welfare Fund and the various library funds were examined and checked. The income was proved, all tran- sactions were verified, and the transfers of income to the town were compared with the town treasurer's and the town accountant's books.
The surety bonds on file for the several town officials for the faith- ful performance of their duties were examined and found to be in proper form.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treasurer's, the tax collector's, and the town clerk's cash, summaries of the tax, assessment, tax title, depart- mental, municipal light, and water accounts, as well as schedules show- ing the condition and transactions of the trust, investment, and retire- mient funds.
